The Ministry of Education, the Central Propaganda Department, the Central Cyberspace Administration, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration for Market Regulation jointly issued the "Circular on Further Strengthening the Management of Preventing Primary and Secondary School Students from Addicting to Online Games" yesterday. The circular requires local publishing and management departments to strictly implement the pre-approval system for online games, urge online game enterprises to increase the intensity of content review, and resolutely put an end to content in online games that may cause primary and secondary school students to imitate unsafe behavior, violate social morality, and commit illegal and criminal acts, as well as content that hinders the physical and mental health of primary and secondary school students such as terrorist violence, pornography and vulgarity, and feudal superstition.
At the same time, online game enterprises are instructed to classify products, make age-appropriate tips, and take technical measures to avoid primary and secondary school students from being exposed to inappropriate games or game functions. It is necessary to strictly implement the requirements for real-name registration and login of online game user accounts, include minor users in unified online game anti-addiction management, and must not provide online game services to primary and secondary school students in any form outside of the prescribed time.
Schools should do a good job in the management of mobile phones of primary and secondary school students and the protection of Internet access service facilities in schools. It is necessary to strengthen publicity and education on network literacy, guide primary and secondary school students to correctly understand, treat scientifically, and rationally use the internet, and consciously stay away from the temptation of bad networks. It is necessary to promote the coordination of parents and schools, urge parents to fulfill their guardianship responsibilities, play a good role model, and help children develop a healthy lifestyle.
The circular emphasizes that relevant departments should earnestly strengthen supervision over online game enterprises during and after the event, promptly punish or shut down online platforms and products that violate relevant regulations, encourage relevant organizations or individuals, and report online game enterprises and platforms that have failed to implement anti-addiction measures.
