Recently, the launch and work deployment meeting of the 2021 joint anti-drug operation in the Border Area between China and Vietnam was held in Pingxiang City, Guangxi Zhuang Autonomous Region. Lan Weihong, deputy head of the Chinese Action Leading Group, deputy director of the National Narcotics Control Office, and deputy director of the Narcotics Control Bureau of the Ministry of Public Security, attended the meeting and made arrangements for the joint anti-drug operation. Present at the meeting were Xiangbin, deputy head of the Chinese Leading Group for Action, deputy director of the Guangxi Zhuang Autonomous Region Narcotics Control Commission, and deputy director of the Public Security Department, and Zhu Yuanchun, vice mayor of Chongzuo City and director of the Public Security Bureau of the Guangxi Zhuang Autonomous Region.

In order to implement the spirit of State Councilor, Director of the National Narcotics Control Commission and Minister of Public Security Cho Kezhi attending the Seventh Ministerial Conference on Cooperation in Combating Crime between China and Vietnam, curbing the spread of illegal drug activities in the Border Areas of China and Vietnam, and jointly safeguarding the stable development of the Border Areas of China and Vietnam, the Ministries of Public Security of China and Vietnam have decided to jointly deploy joint anti-drug operations in the 2021 China-Vietnam Border Areas from October 1 to December 31, 2021.

At the kick-off meeting, Zhou Guangming, director of the Eighth Division of the Narcotics Control Bureau of the Ministry of Public Security, read out the joint anti-drug action plan for the Sino-Vietnamese border area in 2021, and Ye Xianwen, director of the Narcotics Control Office of the Guangxi Zhuang Autonomous Region and chief of the Anti-Narcotics Corps of the Public Security Department, introduced the anti-drug work situation in the Sino-Vietnamese border area of Guangxi and the work plan for Guangxi to deploy this year's Sino-Vietnamese joint anti-drug action. Guangxi, as the main battlefield of this year's joint anti-drug operation in the Sino-Vietnamese border area, will mobilize the strength of the whole region under the guidance of the Chinese action leading group to investigate and seize drugs on land and at sea, carry out cross-border case cooperation, establish an intelligence exchange mechanism, hunt down transnational drug-related fugitives, and promote the orderly and regular management of public order in the border areas between China and Vietnam. Lan Weihong, deputy director of the National Narcotics Control Office and deputy director of the Narcotics Control Bureau of the Ministry of Public Security, made arrangements for joint anti-narcotics operations in the Border Areas of China and Vietnam this year.

The meeting stressed that the joint anti-drug operation in the Border Area between China and Vietnam has been carried out for 6 consecutive years since 2014, achieving a series of pragmatic results and becoming an important platform for promoting bilateral anti-drug cooperation between China and Vietnam. All localities and member units participating in the operation should fully understand the severe situation and risks and challenges facing the drug situation on the Sino-Vietnamese border, focus on the changes in the current international and domestic drug situation and the key work of anti-narcotics, closely integrate the actual conditions of the local and local departments, seriously study specific and effective action promotion measures, focus on making up for the shortcomings and deficiencies of Sino-Vietnamese anti-drug law enforcement cooperation, and firmly establish the idea of "cleaning up the source and cutting off the flow" to prevent drugs from abroad.

The meeting demanded that all localities and member units participating in the action should strengthen organizational leadership, strengthen overall planning and coordination, conscientiously perform their functions and responsibilities, give full play to their respective advantages, coordinate and cooperate to promote the action to achieve outstanding results, and make contributions to curbing transnational drug smuggling and trafficking, promoting public order and stability in the border areas between China and Vietnam, and safeguarding the fundamental interests of the two peoples.

The 8 member units of the Chinese Action Leading Group are the Anti-Smuggling Bureau of the General Administration of Customs, the Transportation Service Department of the Ministry of Transport, the Fishery and Fishery Administration Bureau of the Ministry of Agriculture and Rural Affairs, the Border Inspection and Management Department of the State Immigration Administration, the Public Security Bureau of the Civil Aviation Administration, the Market Supervision Department of the State Post Bureau, the Law Enforcement Department of the China Coast Guard Bureau, the Railway Public Security Bureau, and the public security bureaus of 13 cities and prefectures participating in the operation, including Guangdong, Guangxi, Hainan and Yunnan, Zhanjiang, Maoming, Nanning, Chongzuo, Fangchenggang, Qinzhou, Baise, Beihai, Haikou, Sanya, Kunming, Honghe and Wenshan. All member units of the Guangxi Zhuang Autonomous Region Action Leading Group, relevant departments of the Public Security Department, and other municipal public security bureaus sent personnel to attend the meeting.
