It is understood that Zhou Jiaxiong and 4 others were rated as "Hainan Province Seeing Righteous Courage as Heroes"; Fan Jianjun, Shi Haiqing, and Lu Dan were rated as "Hainan Province Seeing Righteous Courage as a Heroic Group"; Nong Guoche and 8 others were rated as "Hainan Province Seeing Righteous Courage as Advanced Elements"; and Wu Zhiming, Wu Yingxiang and other 2 groups were rated as "Hainan Province Seeing Righteous Courage as Advanced Groups". According to the requirements of epidemic prevention and control, this year's commendation activities were carried out in a combination of online and offline.

At about 18:00 on April 26, 2021, due to heavy rainfall, a street lamp wire in the Section of Zhenfa Heng Road in Haikou City leaked electricity due to serious water accumulation, and a male student of Hainan Baiju School had just left the school gate not far away, and suddenly fell to the ground with electric shock. Zhou Jiaxiong, who happened to be here, immediately went forward to check and found that the electrocuted child was pale, his lips were purple, and the child's limbs were cold. In the sewage, Zhou Jiaxiong completed a series of first aid measures such as cardiopulmonary resuscitation and artificial respiration. "I operated for about 2 minutes or so, then went to touch the carotid artery and found a slight pulsation. The first aid continued, and the child's mouth and face became a little rosy. The child began to burp and spit out a little water. Hopefully, I continued to give first aid, so that he could slowly ease up and sit up and talk. That's when my heart let go. Zhou Jiaxiong pulled the boy back from the death line and observed the child for more than 20 minutes, and only when the child arrived with a school teacher, relatives and a 120 ambulance arrived, he quietly withdrew from the crowd.

At about 3:00 a.m. on July 12, 2020, Wang Yuanjin rode an electric car to the intersection of Longkun South Road and Nanhai Avenue in Haikou, and saw two people trying to steal electric vehicles under the Huilong Building. Wang Yuanjin shouted to catch the thieves, and one of the white-clad thieves ran to the basement of Huilong Square, and Wang Yuanjin called the police while chasing. The security guards of Huilong Square heard Wang Yuanjin shouting to catch the thief, and also came out to chase after the white-clad thief with Wang Yuanjin, and later the Flying Eagle Team of the Qiongshan Branch arrived and finally arrested the thief in the basement of the Huilong Building. During the fight, Zhang Yongkang's fourth metacarpal bone of his right hand was injured and fractured. But he ignored the pain and quickly called the police with the help of an uncle next to him. Because the water in the pool has not passed the chest of the old man, coupled with the accumulation of silt in the pool, it is almost difficult to walk, so he will take the opportunity to put the old man on his shoulder, transfer the old man to the shore in a lifting posture, and comfort the old man with the help of the surrounding crowd. After confirming that the old man was not in serious trouble, Guo Hongjing returned to the pool again, waded into the water to salvage the old man's wheelchair ashore, and only after confirming that the old man Ma Shiquan was not in danger and could take care of himself did he leave the scene of the incident.

On the afternoon of February 12, 2019, Wu Jianzhang rode along Yingbin Road, and when he passed the section of the Tongxin Home Community (Phase III) in Sanya City, he found that the car in front of him suddenly drove up an "S" route, and then stopped on the zebra crossing in front, only to see a man fall out of the car and fall to the ground. Wu Jianzhang saw this situation and immediately went to the rescue, learned that the man suffered from coronary heart disease, before falling to the ground was struggling to go to the trunk to get the heart-saving medicine, but the hands and feet could not make the force, can only crawl on the ground. With the help of the people next to him, Wu Jianzhang pressed the "tiger mouth" on the injured person's hand and fed him heart-saving medicine. After hearing the news, Li Guohua first took his father-in-law and children to the commissary selling drinks by the pool to settle down, and then found a steel pipe used to support the tent by the pool, and quickly rushed to the scene of the crime. At this time, the gangsters had fled to a room in the hotel, the hotel personnel quickly called the police, and Li Guohua stood in front of the door of the room with a steel pipe, blocking the gangsters in the room to prevent the gangsters from coming out again. It was not until the police arrived that Li Guohua fought side by side with the police and subdued the gangsters before leaving the scene.

At this time, the entire corridor was blocked by thick smoke, flames, high temperature and thick smoke blocked the corridor, Tan Zhiping heard someone at the 3rd floor window anti-theft net called for help, the fire was urgent, he disregarded personal safety, covered his mouth and nose with clothes and went upstairs to rescue. Some people advised him to wait for the firefighters to come over, but the time was urgent, and Tan Zhiping rushed up to the 3rd floor alone in the thick smoke, saving a woman surrounded by smoke downstairs and escaping from danger.

On the afternoon of September 7, 2019, Sichuan tourists Shi Aihua and Hu Bin, who were playing by the sea in Dode Village, Lianfeng Village Committee, Wanning City, suddenly heard a cry for help in the distance, and they followed the prestige and found two children floating on the sea in the distance. Therefore, Shi Aihua and Hu Bin swam hard towards the child to rescue him, while shouting for their companions to come and save people. However, due to the excessive size of the waves after the typhoon, the positions of the two drowning children were constantly changing, and they were ultimately unable to save the children. When Shi Aihua and Hu Bin began to swim back to the shore, Shi Aihua was physically exhausted, his body suddenly sank and drowned, and after Hu Bin, who was swimming next to him, found out, quickly swam over to rescue Shi Aihua and rescued him on the shore.

At this time, Wu Yuhai, who lives by the sea, was sitting on the beach resting after dinner, when suddenly a woman ran over and said breathlessly, "Someone in the sea has drowned." After hearing the news, Wu Yuhai immediately rushed over according to the direction pointed out by the woman and plunged into the sea. However, due to the excessive size of the waves, Wu Yuhai could not confirm the location of the child, and after a period of fruitless search and rescue, Wu Yuhai could only swim back to the shore. On the way back, a big wave hit wu Yuhai's back, he felt something touch his arm, that is, reflexively grabbed the object that touched him, fixed his eyes, only to find that it was a child, Wu Yuhai hurriedly picked up the drowning child and swam back to the shore. After landing ashore, Wu Yuhai gave artificial respiration to the drowning child, but the child had no vital signs.

At about 10:30 on March 22, 2019, when a middle-aged woman, Chen Boren, was driving a car to the Xinglong 32nd Team in Wanning City via the direction of the Water Conservancy Bridge, when she accidentally rushed into the fish pond with a depth of about 2.5 meters. Chen Boren hurriedly climbed out of the car and swam toward the bank of the fish pond, but due to lack of physical strength, he called for help in the water. At this time, Wu Zhiming and his son Wu Yingxiang rode through this place on a motorcycle, Wu Yingxiang immediately called for help, and Wu Zhiming jumped into the fish pond to save people. However, because the woman's body was fat and heavy, coupled with the long struggle in the water and the inability to move and cooperate, Wu Zhiming even felt physically weak after dragging the woman for about 3 meters. After Wu Yingxiang dialed the alarm and ambulance calls, he also jumped into the fish pond and pushed along with Wu Zhiming. After Wu Zhiming's father and son worked together to rescue them, after a few minutes, they finally dragged the woman who fell into the water to the embankment. Immediately afterward, Wu Zhiming's father and son helped Chen Boren, who fell into the water, to spit out the water and resume normal breathing.

On the afternoon of April 9, 2021, students Tan Moukun, Zhang Mouni, Zhang Mou (all 13 years old, junior high school students of Dongfang Second Siyuan Experimental School) and Zhang Moubiao (11 years old, fifth grade students of Dongfang Second Siyuan Experimental School) went to collect snails and catch crabs by the pond in Julong Village, Basuo Town, Dongfang City, after school. During the period, Tan Moukun and Zhang Mouni accidentally slipped and fell into the water. Due to the deeper part of the pond, two people who could not swim sank into the pond; Zhang Mou, who is young and has poor water quality, also fell into the water. At this time, Fu Jiancai, a villager in Julong Village, happened to be passing by the pond, and he found 4 pairs of children's shoes on the side of the road, ready to stop the children from playing with the water. Hearing Fu Jiancai's voice, Zhang Moubiao, who was on the shore, shouted for help: "Quick! Someone here is drowning." Fu Jiancai jumped into the water to rescue him after hearing the news. He first tried his best to pick up the child Zhang Mou, and quickly lifted his head out of the water and leaned toward the shore, and the child Zhang Mou was successfully rescued. Then, Fu Jiancai continued to jump into the pond to rescue Tan Moukun and Zhang Mouni, but they were not found. After that, Fu Jiancai went ashore to inquire about the phone number of Zhang's family, informed the parents of their child's drowning situation and dialed the 120 emergency number. After 120 on-site search and rescue, the other two students had no vital signs after being fished ashore.

On the afternoon of February 7, 2019, the brothers Qiao Shuangyu and Qiao Jinxin from Liupanshui City, Guizhou Province, were swept into the deep water by the waves when they swam in Qingshui Bay, Lingshui County, which was at high tide. Huang Junchao heard the cry for help, took the plastic inflatable floating board in his hand, and hurriedly swam towards the accident area to rescue. After swimming to the Qiao Shuangyu brothers, Huang Junchao handed the floating board to the Qiao Shuangyu brothers and hugged them back to swim back. But under the action of strong offshore water flow, Huang Junchao and the three people were washed away from the coast more than 100 meters away from the sea. In the end, the Qiao Shuangyu brothers used the floating board, and with the assistance of the lifeguards of the Clearwater Bay Agile Company and the tourists participating in the rescue on the shore, they were dragged to the beach by the rescue rope and successfully rescued. Huang Junchao swam back to the shore with his bare hands exhausted.

17. Kang Huiyuan, male, Han ethnicity, born in July 1971, Luoping County, Yunnan Province, Jiangsu Nantong Sanjian Company R&F Marine Company Project Department construction worker, on May 13, 2021 by Lingshui Li Autonomous County posthumously awarded the honorary title of "Seeing Righteousness and Courage as an Activist".

At about 16:00 on June 28, 2020, chen Guodong and Chen Guoyan, construction personnel of the project department of Zhanjiang Sijian Company, were assigned by the engineering department of R&F Marine Company to go to the sewage well W224-1 construction work involved. Chen Guoyan entered the shaft and sank into the well with electric shock; Chen Guodong, who was in charge of the care on the well, shouted for help when he saw it, and then entered the pipe well to rescue without any protective measures, and was also trapped in the well. At this time, after hearing the cry for help, the construction worker at another construction site immediately ran to the wellhead involved to save people. He tied a rope to his waist, and others grabbed the rope in the well, and then jumped down the well desperately to save people. After going down the well, Kang Huiyuan found that the length of the rope was not enough, and then untied the rope, and in the narrow sewage well with a diameter of about 1 meter and a depth of about 3-4 meters, he endured the choking sewage and sneaked to the bottom of the well to search and rescue. However, due to the deep sewage and the limited space in the well, Kang Huiyuan was unfortunately killed and died while rescuing others.

On February 15, 2021, a manned assault boat in Maoganxiang Maoladong Reservoir in Baoting overturned and sank, causing all 18 people on board to fall into distress. Fan Jianjun, who drove a small oil tanker to cut grass near the scene of the incident, heard a cry for help, that is, he drove the ship to the rescue with full horsepower. At the same time, Shi Haiqing and Lu Dan, who are driving another boat, are also involved in the rescue. The people who fell into the water wore thick winter coats and kept struggling in the cold water, and their physical strength was rapidly exhausted, and some people had begun to sink, only to see the hands that stretched out for help. Fan Jianjun was not in danger, he did not care that the boat also carried a child under 5 years old, risking that the boat would overturn and sink at any time, and rescued 6 people who fell into the water. Shi Haiqing and Lu Dan also rescued a child who was about to sink. In this accident, in addition to the rescued 7 and 6 people who fell into the water and swam back to the shore on their own, the remaining 5 people unfortunately drowned and disappeared.
