The commendation meeting for the advanced elements of Ningqiang County was held on September 23 in the conference room of the comprehensive maintenance work area of the Ningqiang High-speed Railway South Station. At the meeting, the "Decision of the People's Government of Ningqiang County on Conferring the Honorary Title of "Seeing Righteousness and Courage as an Advanced Element" was read out, and Comrade Li Hongtao was awarded an honorary certificate and a bonus. Responsible comrades of the Propaganda Department of the Ningqiang County CPC Committee, the Political and Legal Committee of the Ningqiang County CPC Committee, and the County Veterans Affairs Bureau attended the meeting.
On the morning of August 9, when Li Hongtao, a comprehensive maintenance workshop in Hanzhong of the Xi'an high-speed rail infrastructure section of Ningqiang County, went to "a bowl of water" to participate in the training organized by the Winter Swimming Association, he found a young man drowning in the pool, and he stepped forward to successfully rescue the drowning youth and avoid the tragedy.
At the critical juncture when the people's lives and safety are in danger, Comrade Li Hongtao disregarded his personal safety and sacrificed himself to save others, displayed a fearless heroic spirit, carried forward the traditional virtues of the Chinese nation in helping others with practical actions, and displayed the spiritual outlook of veterans who do not retire heroically in the new period. In order to carry forward healthy trends and encourage advancement, in accordance with the relevant provisions of the "Shaanxi Provincial Regulations on Rewarding and Protecting Seeing Righteous Courage as Personnel", the county people's government decided to award Comrade Li Hongtao the honorary title of "Seeing Righteous Courage as an Advanced Element" and reward him with 10,000 yuan in cash.
