Recently, the relevant adjudication documents disclosed a typical case of the "collapse mode" corruption of the sports system in Songyuan City, Jilin Province.

After investigation, Li Dawei embezzled and accepted bribes totaling more than 4.12 million yuan and was sentenced to 8 years in prison; Han Song embezzled and accepted bribes totaling more than 3.9 million yuan and was sentenced to 6 years in prison; and Hou Sihua embezzled more than 940,000 yuan and was sentenced to 3 years and 3 months.

Li Dawei, 59, was the party secretary of the Songyuan Federation of Industry and Commerce and the director of the Songyuan Municipal Sports Bureau (Wenguang New Bureau). He was criminally detained in February 2018 on suspicion of embezzlement, bribery, and bribery by a unit, and was "double-opened" the following month.

Send a deputy director to keep an eye on the Discipline Inspection Commission. Li Dawei's situation was listed as five typical cases of violations of political discipline by party members and cadres in Songyuan City: From August to November 2017, the discipline inspection and supervision organs investigated some of the people involved in the case in the former Sports Bureau of Songyuan City, and Li Dawei instructed Han Song, then deputy director of the Sports Bureau, and others to continue to keep an eye on the room in a hotel opposite the Municipal Commission for Discipline Inspection, and repeatedly inquired into the case to the verified personnel, obstructing the co-defendants from providing evidentiary materials to the discipline inspection and supervision organs. Even the athletes' allowance is not spared. In July 2018, the website of the Jilin Provincial Commission for Discipline Inspection and Supervision published the information of Li Dawei's investigation: after investigation, Li Dawei withheld subsidies for athletes and coaches; violated work discipline, failed to perform the main responsibility of comprehensively and strictly administering the party, and seriously violated discipline and law by many members of the team and subordinates; violated life discipline, lived extravagantly, talked about pomp and pageantry, and coveted pleasure; violated national laws and regulations, privately set up "small treasuries", and illegally used sports lottery public welfare funds. In June 2012, Li Dawei instructed Zou Jicheng, deputy director of the Social Sports Guidance Center of the Songyuan Municipal Sports Federation, to take the form of fictitious expenditure and false invoices to withdraw more than 1.06 million yuan of public funds, and Zou Jicheng handed over 400,000 yuan of it to Li Dawei as a fee for Li Dawei to organize the relevant leaders of the Songyuan Municipal Government to watch the Olympic Games in London in his personal name.

In 2013, Li Dawei accepted a rebate of 350,000 yuan from the Songyuan Municipal Sports Bureau by Wang Mouqing, chairman of Songyuan Wuhuan Sports Facilities Engineering Co., Ltd., for unit expenditure. In addition, Wang Mouqing also invested 650,000 yuan to purchase an Audi A6L sedan, which was hung in the name of others, and the vehicle was used by Li Dawei. The verdict records that this car was the exhibition car of the 4S store, and Li Dawei went to the 4S store to see the car, "at that time, he hit this car"...

After the court pronounced the verdict, Li Dawei did not appeal.

Wu Chuanzhu, former secretary of the Party Committee of Ledong Li Autonomous County, Hainan Province, born in December 1961, has served in Haikou City for a long time, successively in charge of Xiuying District, Meilan District, Qiongshan District, and served as a member of the Standing Committee of the Haikou Municipal Party Committee, Secretary General, Director of the Propaganda Department, Deputy Secretary of the Municipal Party Committee, Secretary of the Political and Legal Committee, and other positions. He was investigated in June 2020, expelled from the party and public office in December of the same year, and sentenced to 14 years in prison on June 29, 2021.

Wu Chuanzhu had two things that left a deep impression on the case-handling personnel: one was that he reacted quickly and was good at "performing", and the other was his way of accepting bribes.

"When he first arrived at the case, he was very uncooperative, setting up a shelf and talking about his achievements, and the next moment he was crying and crying and pretending to be wronged, which brought a lot of difficulties to the interrogation work." The case-handling personnel said that after squeezing a few tears, Wu Chuanzhu did not forget to take a peek and observe the expressions of the case-handling personnel, "good at 'performance', fast reaction, superficial cooperation, and actual confrontation." ”

Unlike other fallen officials, Wu Chuanzhu rarely uses direct greetings to benefit others, mainly through his contacts to come forward or stand on the platform at dinners attended by the heads of his subordinate functional departments, and to contract project "assists" for the boss. He also does not charge a "benefit fee" directly, but puts most of the money in the bosses who have been "with" for many years, and divides the accounts after he retires, in order to evade censorship and investigation.

Wu Chuanzhu, who became a "prey", indulged in pleasure, and unscrupulous businessmen fell for his liking. In 2017, Wu Chuanzhu was appointed secretary of the Ledong County Party Committee, and when he learned that he liked to play table tennis, the chairman of a club in Haikou specially arranged for a national first-class athlete to live in Ledong for a long time and act as his personal sparring partner.

After investigation, from 2005 to 2020, during his tenure in Haikou and Ledong, Wu Chuanzhu accepted bribes from others and agreed to accept bribes from others totaling more than 62.95 million yuan (of which 21.86 million yuan was completed and more than 41.09 million yuan was attempted).

In addition to engaging in power and money transactions, in order to seek political capital, Wu Chuanzhu hit it off with Wu Zonglong and Wu Zongqian's mafia-type organization in Haikou City -- he helped Li Ping, an important member of the organization, apply for release on guarantee pending further investigation; after that, he acquiesced to Li Ping's use of the criminal and evil forces to adopt violent and soft violence to cooperate with government departments in promoting the demolition and relocation work, to create his own image of "fire brigade leader" in front of the leaders, and to gain political achievements.

While vigorously engaging in "corruption and blackness," Wu Chuanzhu was also very superstitious. Before being promoted to deputy department-level cadre, Wu Chuanzhu was listed as the object of inspection many times, and he thought that it was a "bad fortune" that he had not been promoted, so he enshrined a Buddha statue at home, and also befriended the so-called "feng shui master" for a long time, and when he moved his office or renovated his ancestral home and renovated his house, he would ask the "master" for guidance. In order to achieve the so-called "feng shui pattern", he, then a member of the Standing Committee of the Haikou Municipal Party Committee, disregarded the practicality and economy of the public works project and asked the government of Jiuzhou Town in Qiongshan District to readjust the cement road plan of the ring village and repair the road to the door of his ancestral home. After the road was completed, Wu Chuanzhu surrounded the courtyard in front of his ancestral home in the shape of a golden yuan treasure. It is understood that the above-mentioned projects use a total of more than 240,000 yuan of government funds.

At the beginning of June 2020, Wu Chuanzhu died of a difficult birth in the stove of his ancestral house because of the difficult birth of a family dog, and he felt that something was wrong, so he asked the "master" to solve it; when he was retained on June 22, he still sighed, "This is a bad omen that has not been resolved!" ”

3. The "tiger" was tried a year after his fall and was charged with accepting bribes of 32.96 million yuan

Born in 1963, Li Wei, a native of Beijing, began his career in December 1982 and graduated from a college (majoring in Chinese of the Central Institute for Nationalities) with a master's degree in business administration for senior executives. Li Wei has served in the Beijing Municipal Government for a long time, serving as secretary and director of the Party Committee (deputy bureau level) of the Municipal Government Office in Hainan Province, secretary general of the municipal government, secretary of the party group and director of the general office, deputy secretary general of the municipal party committee, executive deputy secretary of the political and legal committee, and in January 2018, he was appointed as a member of the party group and vice chairman of the Beijing Municipal CPPCC committee.

The Second Branch of the Tianjin Municipal People's Procuratorate alleged: From July 2001 to October 2019, defendant Li Wei used to serve as a member of the party leading group and deputy director of the General Office of the Beijing Municipal People's Government, deputy secretary general of the Beijing Municipal People's Government, deputy secretary of the party group of the General Office, executive deputy director, deputy secretary general of the Beijing Municipal Committee of the Communist Party of China, executive deputy secretary of the Political and Legal Committee of the Municipal Party Committee, member of the party group of the Beijing Municipal People's Government, secretary general, secretary general of the party group of the General Office, and member of the party group of the 13th Beijing Municipal Committee of the Chinese People's Political Consultative Conference. The vice chairman of the 13th Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) and other facilitators of his position, as well as the convenience of his authority and status, provided assistance to relevant units and individuals in matters such as real estate development, coal purchase and sale, and illegally accepted property given by others totaling 32,963,481 yuan.

From the procuratorate's allegations, it can be found that Li Wei began to accumulate wealth in 2001, and for 18 years, he used the convenience of his position to help others, mainly for real estate development, coal purchase and sales.

The previous Shuangkai circular revealed that Li Wei "engaged in power and money transactions, used the convenience of his position to seek benefits for others in real estate development and construction, fire control project audit and acceptance, and illegally accepted huge amounts of property."

Officials who illegally seek profits for others in real estate development are not only Li Wei, such as Tan Qiwei, former deputy director of the Standing Committee of the Chongqing Municipal People's Congress; Bai Enpei, former secretary of the Yunnan Provincial CPC Committee; Yang Weize, former member of the Standing Committee of the Jiangsu Provincial CPC Committee and former secretary of the Nanjing Municipal CPC Committee; and Zhou Benshun, former secretary of the Hebei Provincial CPC Committee. Among them, Bai Enpei sought benefits for others in real estate development, acquisition of mining rights, job promotions and other matters, and illegally accepted other people's property directly or through his wife, totaling 240 million yuan.

4. Xie Changjun was arrested

On the afternoon of September 8, the Supreme People's Procuratorate reported that the case of Xie Changjun, former member of the party leading group and deputy general manager of China Guodian Group Corporation, suspected of accepting bribes, illegally making profits for relatives and friends, and abusing power by personnel of state-owned companies, was investigated by the State Supervision Commission and transferred to the procuratorial organs for review and prosecution. A few days ago, the Hebei Provincial People's Procuratorate made a decision to arrest Xie Changjun on suspicion of accepting bribes, illegally making profits for relatives and friends, and abusing his power by personnel of state-owned companies. Xie Changjun was born in July 1957, Jilin Yongji people, Xie Changjun deeply engaged in the field of wind power for many years, once served as the general manager of Longyuan Power Group Corporation, China Guodian Group Corporation (now the National Energy Group) assistant general manager and other positions.

In February 2013, he was appointed as a member of the party group and deputy general manager of China Guodian Group Corporation, retired at the end of 2017, and was officially announced on February 8 (27th of February) this year.

On July 1 this year, the website of the Central Commission for Discipline Inspection and the State Supervision Commission named a number of "moths" who relied on enterprises to eat enterprises and abused their powers to cause heavy losses to state-owned assets, including Yin Jiaxu, Xie Changjun, Luo Jiajun, Hu Wenming, and others.

On August 17, the Central Commission for Discipline Inspection and the State Supervision Commission announced that Xie Changjun had been expelled from the party.

After investigation, Xie Changjun betrayed his original intention, failed to live up to the honor and trust given by the party and the people, and resisted organizational review;

Violating the spirit of the eight provisions of the central government, accepting banquets, accepting gifts, and traveling at public expense in violation of regulations;

Failure to report personal matters in accordance with regulations, seeking benefits for others and accepting money or goods in the selection and appointment of cadres;
