The Guardian quoted another leaked document as reporting that Putin issued a decree after the meeting to set up a new secret inter-departmental committee with the task of achieving the objectives set out in the "special part" of the "No 32-04\vd" document.

The "special section" of the classified document lists several proposed initiatives to deepen division and social unrest in the United States.
