It is necessary to solidly carry out the "five investigations and five strictness" special action to ensure safety, carry out in-depth special investigation and rectification work in key areas, manage at different levels, clarify responsibilities, formulate measures, rectify and reform item by item, and promote the dynamic clearance of various hidden dangers and the bottom of the clearance. It is necessary to vigorously implement the "number one" contracting mechanism for contractors to manage major risks, establish and improve the QHSE system review mechanism for contractors, strictly implement the contractor quantitative scoring assessment, penalty for breach of contract and the clearance system, and never let an unqualified contractor enter the door of Sinopec.
