According to public information, Li Yonglin was admitted to Tsinghua University in 1985 and studied applied chemistry in the Department of Chemical Engineering. During his university years, he also took a second degree in the major of "National Economic Management". In 1990, it entered the large state-owned enterprise Maoming Petrochemical.

In 2015, Li Yonglin was transferred to the deputy director of the refining division of Sinopec Corporation. In the following year, he came to Tianjin to work, and served as the general manager and deputy secretary of the party committee of Tianjin Petrochemical Company, and the general manager of Tianjin Branch of Sinopec Co., Ltd.
In July 2020, Li Yonglin was appointed as the assistant general manager of China Petroleum and Chemical Corporation, the general manager of the human resources department, and the director of the party group organization department.
