Yang Weize's secretary case: accepted bribes of 930,000 yuan, provided Zhao Jin with "Yang schedule information"

Zhang Zhiyan, a fallen official who was hunted by Zhao Jin, the "most cattle real estate developer", was officially disclosed.

Recently, an indictment published by the People's Procuratorate's Case Information Disclosure Network shows that between 2012 and 2014, defendant Zhang Zhiyan, taking advantage of his position as a member of the CPC Committee and the CCP's ** Department**, accepted the entrustment of Zhao X, the actual controller of a certain real estate development company in Nanjing, to seek benefits for Zhao in providing Yang X's schedule information and coordinating the settlement of real estate project construction, and successively illegally accepted RMB380,000 and HK$40,000 from Zhao. 400 grams of gold bars and watches, stud earrings, ancient paintings, ruyi ornaments, seals and other items worth RMB390,035,000, totaling RMB 930,839,400.

According to domestic media reports such as the Yangtze River Business Daily, Yang Moumou is the "first tiger of the new year" who was knocked down in 2015 - Yang Weize, former member of the Standing Committee of the Jiangsu Provincial Party Committee and former secretary of the Nanjing Municipal Party Committee, and Zhang Zhiyan is his secretary. Zhao Mou is Zhao Jin, the son of Zhao Shaolin, former member of the Standing Committee of the Jiangsu Provincial Party Committee and secretary general.

In January 2015, Yang Weize, a member of the Standing Committee of the Jiangsu Provincial Party Committee and secretary of the Nanjing Municipal Party Committee, was investigated on suspicion of serious violations of discipline and the law. At the same time, Yang Weize's secretary, Zhang Zhiyan, deputy director of the General Office of the Nanjing Municipal Party Committee, and Yang Weize's wife were also taken away by the relevant departments for investigation.

Six months after Yang Weize's fall, his secretary Zhang Zhiyan was also placed under residential surveillance by the case-handling department on suspicion of accepting bribes. The above-mentioned indictment discloses that Zhang Zhiyan was placed under residential surveillance by the Jiangsu Provincial People's Procuratorate on July 4, 2015, and was placed under residential surveillance by the Lishui Branch of the Nanjing Municipal Public Security Bureau on the same day; criminal detention was taken by the Nanjing Municipal People's Procuratorate on July 29 of the same year; criminal detention was carried out by the Nanjing Municipal Public Security Bureau the next day; arrested by the Jiangsu Provincial People's Procuratorate on August 12, 2015, and arrested by the Nanjing Municipal Public Security Bureau the next day.

With the public trial of the case, the transfer of benefits between Yang Weize and Zhao Jin also surfaced.

On August 3, 2016, Yang Weize's bribery case was tried at the Intermediate People's Court of Ningbo City, Zhejiang Province. The Ningbo Municipal People's Procuratorate alleged that from 2005 to 2014, defendant Yang Weize took advantage of his positions as a member of the Standing Committee of the Jiangsu Provincial CPC Committee, secretary of the Wuxi Municipal CPC Committee, and secretary of the Nanjing Municipal CPC Committee to provide assistance to a number of real estate companies actually controlled by Zhao Jin, Jiangsu Sanfangxiang Group Co., Ltd., and other units and individuals in matters such as real estate development and job promotion, and illegally accepted property from the above-mentioned units and individuals, directly or through his wife, totaling RMB16,434,643.

On December 14, 2016, Yang Weize was sentenced to 12 years and six months in prison and confiscated his personal property for RMB 2 million for accepting bribes.

The Paper previously reported that during the anti-corruption storm, officials who fell from Zhao Jin's circle of friends included He Jiacheng, former executive vice president of the State Administration Academy; Wang Min, former member of the Standing Committee of the Shandong Provincial CPC Committee and former secretary of the Jinan Municipal CPC Committee; Yang Weize, former member of the Standing Committee of the Jiangsu Provincial CPC Committee and former secretary of the Nanjing Municipal CPC Committee; Wu Changshun, former vice chairman of the Tianjin Municipal COMMITTEE of the Chinese People's Political Consultative Conference and former director of the Tianjin Municipal Public Security Bureau; and a number of officials of Tianjin's urban construction system, including Shen Donghai, Cui Zhiyong, and Du Nali.

Now in this long list, there is another person, that is, Zhang Zhiyan, Yang Weize's secretary. The above-mentioned indictment also disclosed the specific property that Zhao Jin gave to Zhang Zhiyan. It is interesting to note that Zhao Jin once gave Zhang Zhiyan a calligraphy work of Zhang Daqian, and then retrieved it from Zhang Zhiyan with 300,000 yuan. The specific facts of Zhao Jin's bribery to Zhang Zhiyan are as follows:

In May 2012, Zhang Zhiyan accepted RMB 40,000 from Zhao Jin at the Tanghui Hotel in Nanjing.

In February 2013, Zhang Zhiyan received HK$40,000 from Zhao Jin in Macau, equivalent to RMB323,964.

In March 2013, Zhang Zhiyan accepted four gold bars worth RMB128,408 from Zhao Jin.

From March to December 2013, Zhang Zhiyan received three ancient paintings worth RMB 40,000 from Zhao Jin in Zhao Jin's office and Nanjing Jincheng Genting Hot Spring Club.

From May to December 2013, Zhang Zhiyan received four ruyi ornaments worth RMB59,435 from Zhao Jin four times in Zhao Jin's office, Jinling Hotel, and Zhuangyuanlou Hotel.

In July 2013, Zhang Zhiyan received a Patek Philippe watch worth RMB 240,000 from Zhao Jin at the Huaku Tea House in Nanjing.

In August 2013, Zhang Zhiyan received a pair of Bulgari earrings worth RMB 50,000 from Zhao Jin at the office of Zhao Jin, a real estate development company in Nanjing.

In the second half of 2013, Zhang Zhiyan accepted a calligraphy work by Zhang Daqian given by Zhao Jin. In early 2014, Zhao Jin gave Zhang Zhiyan RMB 300,000 and retrieved the calligraphy.

In December 2013, Zhang Zhiyan received a jade seal worth 600 yuan from Zhao Jin in Beijing.

In May 2014, Zhang Zhiyan received RMB 40,000 from Zhao Jin at the Genting Hot Spring Club in Nanjing.

The above-mentioned indictment also shows that after the incident, defendant Zhang Zhiyan took the initiative to confess some of the facts of the crime of accepting bribes that the case-handling organs had not yet grasped, and cooperated with the case-handling organs to return the stolen money and stolen goods involved in the case. Another defendant, Zhang Zhiyan, exposed the criminal acts of others, which were verified to be true.

However, as of now, there is no public judgment information on Zhang Zhiyan's case.
