Among them, Zhao Jin, known as the "most cattle developer", once paid him a bribe worth nearly 890,000 yuan.
According to public information, Shu Changyun, male, born in January 1955, joined the Party in December 1985, joined the work in September 1974, and served as deputy director of the Tianjin Municipal Construction Commission, director of the Tianjin Municipal Machinery and Equipment Complete Set Bureau, secretary of the party group, executive deputy director of the Tianjin Municipal Construction Commission (at the level of the bureau), deputy secretary general of the Tianjin Municipal People's Government, and deputy director of the Ethnic and Religious Committee of the Tianjin Municipal CPPCC.
On May 3, 2017, the Tianjin Municipal Commission for Discipline Inspection issued a "double opening" circular to Shu Changyun, former member of the Standing Committee of the Tianjin Municipal Committee of the Chinese People's Political Consultative Conference.

In April 2018, the Tianjin Municipal Commission for Discipline Inspection and the Tianjin Municipal Commission of Supervision issued the Circular on Serious Disciplinary Violations in the Examination and Approval of Real Estate Projects by Relevant Personnel of the City's Planning and Land Department. Shu Changyun, who was deputy secretary-general of the Tianjin municipal government, also became one of Zhao Jin's bribery lists.
According to the indictment, from November 2012 to April 2013, defendant Shu Changyun took advantage of his position as deputy secretary-general of the Tianjin Municipal Government to help the company deal with it lightly and quickly in the process of leading the investigation into the illegal evasion of the waterfront Ginza project developed by Tianjin Goldman Sachs Real Estate Development Co., Ltd. From 2010 to 2013, Shu Changyun received RMB 500,000 from Zhao Jin, chairman of the company, including the "Autumn Moon Map of the Han Palace", Jin Ruyi ornaments, diamond necklaces and other property, with a total value of RMB 889,694.
In June 2018, the First Branch of the Tianjin Municipal People's Procuratorate filed a public prosecution against Shu Changyun for accepting bribes.
The prosecution believes that defendant Shu Changyun took advantage of his position to seek benefits for others, took advantage of his own authority and position to seek improper benefits for others through the acts of other state functionaries in his position, and accepted other people's property and property, and the amount was particularly huge.
