Since the start of the real estate dispute resolution and disposal work involved in the Zhao Jin case in December 2018, as of January 10, a total of 5,709 people's mediation disputes, 5,315 judicial confirmations, 3,525 cases, and 1.48 billion yuan of case payment have been paid, and the resolution and disposal of real estate disputes involved in the Zhao Jin case have achieved phased results.

In order to safeguard the legitimate interests of the masses and actively resolve the reasonable demands of the masses, the relevant parties have consulted many times, actively raised funds, and explored ways to solve them. At present, with the joint efforts of all parties, the conditions for solving this problem are basically ripe. After research, it was decided that from December 10, 2018, the check-out refund work will be carried out for the commercial rooms of Chengji Center, Excellence Times Square (Excellence Seat), and Marriott Center.
According to public information, Zhao Jin's "real estate empire" in Jinan is related to Wang Min, a former member of the Standing Committee of the Shandong Provincial CPC Committee and former secretary of the Jinan Municipal CPC Committee, who has been ousted.
In July 2006, Zhao Jin registered and established Chengji Real Estate Company in Jinan, and in December of that year, he won a 37,754.5 square meter plot of land on Wenhua East Road for 277 million yuan, which was commercial and residential in nature; in 2007, he bid for at least 6 pieces of land in prime locations.
Chengji Center is the first real estate developed by Zhao Jin in Jinan, located in the prime area of Heping Road, Lixia District, Jinan, covering an area of about 166 acres, with a total construction area of about 330,000 square meters and a total investment of about 1.3 billion yuan.
In the construction stage, the building has had accidents such as damage to cultural relics and fires, and when it opened in 2008, due to the unauthorized increase in the height of the floor, the house with a height of 5.2 meters was sold in the name of a duplex house, and the property area was reduced by half, which was criticized by the public.
Marriott Center is the second property developed by Zhao Jin in Jinan, located on Wenhua East Road. In January 2010, shortly after the opening of Marriott International, the owners reported to the media that the building was "buying one floor and using two floors" as a selling point, and building a mezzanine to pretend to be a "duplex".
The third property, Excellence Times, is located on Jingshi Road in Jinan City, and was originally scheduled to be delivered in the second half of 2014. In June of that year, Zhao Jin was taken away by the relevant departments in Beijing for investigation, and the real estate has since "rotted".
According to local media reports, after the check-out refund work was launched, the security personnel responsible for maintaining order at the scene were very tightly guarded, not only was the fence blocked, but more than 20 security guards and staff were reviewing the information, and only those who met the conditions could enter on foot. Wang Min had contacts with Zhao Jin as early as 2006 when he was a member of the Standing Committee and Secretary General of the Shandong Provincial Party Committee. At the end of 2011, Wang Min became the secretary of the Jinan Municipal Party Committee, and he was dismissed at the end of 2014 for three years.
