Xiong Dechao, a native of Funan County, Anhui Province, started as a civil affairs assistant in Gaotai Township, Funan County, and served as the township chief of Angang Township, before moving to several townships as secretaries. Since 2004, he has been a member of the Standing Committee of the county party committee and has served as the secretary of the political and legal committee of the county party committee and the executive deputy county governor.
Since May 2009, he has been transferred to the deputy secretary of the Yingshang County Party Committee and acting county chief, and soon after he went to be replaced. The father of the three Zhang brothers was Zhang Jiawang, the former deputy secretary of the Yingshang County CPC Committee, and his uncle Zhang Jiashun was the chairman of the Standing Committee of the Yingshang County People's Congress. Zhang Zhi'an was the son of Zhang Jiashun and served as deputy county magistrate of Yingshang County and secretary of the Yingquan District Party Committee of Fuyang City.
