"Secretary Zhang", whose name is Zhang Jinfang, has been selected by the organization to serve as the "First Secretary" of Bali Village in Chengguan Town, Zhouqu County in 2015, and has used his cultural expertise to lead the "beautiful turn" of Bali Village.

Build a decent grassroots party branch
In June 2015, Zhang Jinfang, then director of the reporter department of Gannan Daily, once again walked to the field. This time, her task was not to conduct interviews, but to help in the village.
Entering Bali Village, Zhang Jinfang found that there were far more difficulties than imagined: resources were scarce, there was no industry, and the poor people lacked the idea and confidence to get rid of poverty and get rich.
Zhang Jinfang quickly established and improved various party building systems in connection with the structure and basic situation of party members in Bali Village, so that party branch members could shoulder their due responsibilities and re-establish the prestige of party branches.
Zhang Jinfang presided over the "Political Birthday" activity Party Day held in Bali Village, and the party members and comrades received the political birthday greeting card carefully prepared by the party branch and relived the oath of joining the party. "To celebrate the political birthday of party members is to take the role of the party member contingent as the core task of consolidating poverty alleviation work and promoting the construction of new rural areas, give more prominence to the main role of party branches, make party members in the whole village 'move', and provide a broader stage for collecting public opinion and absorbing golden ideas for poverty alleviation." Only by allowing the masses to feel the benefits and see the development with their own eyes can we mobilize their determination and confidence in overcoming poverty. Zhang Jinfang said.

Explore a different path to riches
The spirit is full, and there must be a standardized and feasible way to get rich. When zhang Jinfang entered the house, he found that every household in Bali Village had a tradition of winemaking, and the barley wine produced was cool in quality and mellow in the mouth, and it was well-known in the surrounding areas. However, due to the backwardness of the winemaking process and the small scale, the winemaking industry in Bali Village has been stuck in the small workshop-style processing mode, and has not been able to form a scale and go to the market.
The village of Bali is surrounded by peach forests, and the villagers take the water of the mountain spring to brew barley wine... When the peach blossoms are in full bloom, the village is surrounded by a sea of pink flowers. As a result, the poetic theme of "a tree of peach blossoms and a pot of old wine" flashed through Zhang Jinfang's mind, and the barley wine brewed by the ancient method of Bali Village has since had a selling point of "literary and artistic style".
She and the members of the village committee team repeatedly studied, repeatedly solicited the opinions of the party members and masses in the village on the development of characteristic industries, preliminarily formulated a poverty alleviation plan based on the development of the local wine brewing industry, and wrote an industrial development report. Under her active coordination, the various support units have invested 518,000 yuan to purchase 2 sets of medium-sized winemaking equipment for the village's large wine-making households, and distributed 1,459 wine tanks to 179 brewing farmers; Gannan Daily raised funds of 100,000 yuan, purchased 1,300 kilograms of high-quality barley for each of the 28 poor households for two consecutive years, and raised 20,000 yuan to help poor households improve the quality of wine and koji.
Production is not a problem, sales is the key. Relying on the advantages of Gannan Daily, Zhang Jinfang coordinated the newspaper to publicize the barley wine in Bali Village. In May 2018, Gannan Daily also held a three-day "one tree peach blossom and one pot of old wine" Qingke Fine Wine Tasting Appreciation in Bali Village, Zhouqu County, on the Shambhala Square in the cooperative city, selling a total of more than 3,600 catties of barley wine in three days.

Create a different kind of "mellow" industry
Basri Village firmly grasped the opportunity of the rural "three changes" reform policy of "resources into assets, funds into shares, and farmers into shareholders", and created the Qingbari Wine Brewing Co., Ltd. and the Qingbari Wine Brewing Farmers' Professional Cooperative in Bali Village, Zhouqu County. Zhang Jinfang actively coordinated the Yipin Cultural Youth Innovation and Entrepreneurship Incubation Base to sign a contract with the company and the cooperative respectively, broadening the sales channels of Barley Wine in Bali Village, and she also coordinated the Entrepreneurship Base to provide a free barley wine sales shop for Barley Wine in The Cooperative City.
In 2018, The Qingbari Wine Brewing Co., Ltd. and the Qingbari Wine Brewing Farmers' Professional Cooperative in Bali Village, Zhouqu County, issued incentive funds to poor households at the time of acquisition, instead of the previous practice of distributing barley to villagers - for every 1 kilogram of barley wine sold by poor households that meet the standards, they will be awarded 5 yuan, and each poor household can receive up to 2,000 yuan of incentive money. According to the calculation of 400 kilograms of barley wine sold by each household, the income can be increased by 8,000 yuan in the same year.

Nowadays, the annual brewing output of Bali Village has reached more than 100,000 jin, which is exported to Ganqingchuan and Shaanxi and other places, and local wine brewing has become a "gold industry" for Bali Village to achieve poverty alleviation and prosperity. Eating and living in the village and working in the village, Zhang Jinfang has long regarded herself as a villager in Bali, established a deep relationship with the people of the whole village, and has also become the most trusted intimate and guide of the poor people in The village.
In August 2018, Zhang Jinfang returned to her original unit after ending her help in the village, but she was concerned about Bali Village, and until the beginning of last year, she was still responsible for the poverty alleviation work of the unit.
"Now I still help the village coordinate the sale of liquor, and I go to the village several times a year, mostly to send liquor to the villagers." Zhang Jinfang said, "There are many villagers calling to greet you in the spring festival these days, and when the epidemic is over, I will hurry to the village to send barley wine sales money." ”
