On November 27, the Standing Committee of the Shandong Provincial People's Congress announced: On the same day, the 24th session of the Standing Committee of the 13th Shandong Provincial People's Congress was closed in Jinan, and after a vote, the meeting decided to appoint Wang Chuang as vice president, member of the adjudication committee, and adjudicator of the Shandong Provincial High People's Court; and decided to dismiss Wu Jinbiao from the posts of vice president, member of the adjudication committee, and adjudicator of the Shandong Provincial High People's Court.

According to the public resume, Wu Jinbiao, who stepped down as vice president of the Shandong Provincial Higher People's Court, was born in September 1965 and has been a member of the party group and vice president of the Shandong Provincial High Court since 2016. On October 18, 2020, the Organization Department of the Shandong Provincial Party Committee issued a pre-appointment announcement for provincial management cadres, indicating that Wu Jinbiao intends to assume the leadership position of the main department. A month later, on November 18, at the 27th meeting of the Standing Committee of the 16th Qingdao Municipal People's Congress, Wu Jinbiao was appointed president of the Qingdao Maritime Court.

Wang Chuang, who is the new vice president of the Shandong Provincial High Court, has worked in the SPC for many years, and was formerly the vice president of the SPC Intellectual Property Court.

According to the official resume, Wang Chuang was born in February 1970, graduated from the Chinese Academy of Social Sciences majoring in civil and commercial law, with a postgraduate degree and a doctorate in law. Since 1998, he has worked in the Economic Trial Division, the Second Civil Division, the Third Civil Division (Intellectual Property Division) and the Intellectual Property Tribunal of the Supreme People's Court, and in 2012 he was appointed as the vice president of the Third Civil Division (Intellectual Property Division) of the Supreme People's Court.

In 2018, the SPC established an intellectual property tribunal, with Luo Dongchuan, then vice president of the Supreme Court, as its president and Wang Chuang as its vice president. As a permanent adjudication body dispatched by the SPC, the Intellectual Property Tribunal presides over seven types of intellectual property appeal cases with strong professional skills such as patents. This move unifies the standards and standards for adjudication of patent and other cases, and is regarded as a historic breakthrough in China's intellectual property litigation legal system. The SPC's official website once published an article saying that the SPC Intellectual Property Tribunal is the world's first professional adjudication body to uniformly hear highly specialized intellectual property appeal cases such as patents at the highest judicial level.

In addition, in 2018, the SPC established the International Commercial Court as a permanent adjudication body specializing in handling international commercial disputes. Wang Chuang is a judge of the International Commercial Court.

According to public information, since becoming vice president of the Third Civil Division (Intellectual Property Division) of the Supreme People's Court in 2012, Wang Chuang has participated in the trial of a number of high-profile cases.

Before being appointed vice president of the Shandong Provincial Higher People's Court, Wang Chuang had already served as deputy secretary of the party group of the Shandong Provincial Higher People's Court. According to the Jinan Intermediate Court and the Jinan Huaiyin District Court, on November 24, Wang Chuang, as the deputy secretary of the party group of the Shandong Provincial Higher People's Court, went to the Jinan Intermediate Court and the Jinan Huaiyin District Court to investigate.
