In the early morning of November 30, 2016, Li Gang, a police officer from the plainclothes investigation detachment of the Lanzhou Municipal Public Security Bureau, was posthumously awarded the "Second-class Heroic Model of the National Public Security System" by the Ministry of Public Security and posthumously recognized by the provincial government as a revolutionary martyr when rounding up the car theft gang. After the case occurred, the Ministry of Public Security paid great attention to it, listed the criminal suspect Qiu Mou as a Class A fugitive, and carefully guided and coordinated the pursuit and arrest work. Over the past five years, the Provincial Public Security Department and the Lanzhou Municipal Public Security Bureau have mobilized elite police forces to form a special case team, and with the determination and attitude of "not seeing fugitives and never collecting soldiers" and the sense of responsibility of "being responsible for the case and being responsible for comrades-in-arms", they have cooperated closely with the Sichuan Provincial Public Security Department and the public security organs of Aba Prefecture, dug deep and carefully investigated, exchanged clues, and integrated linkage, and unswervingly and forcefully attacked and pursued the escape.

On September 16, after the 100-day mobilization and deployment meeting for the province's public security key work, the special case team made the arrest of the fugitive a top priority, and carried out in-depth and meticulous investigation from the aspects of his family and social relations, and traveled to many places in Sichuan to find the root cause. After continuous and arduous investigation, the special case team obtained the clue that the fugitive had hidden in Aba County, Sichuan Province, quickly studied and formulated an arrest plan, and at about 2:00 a.m. on September 20, it would set up an encirclement circle with the police of Aba Prefecture to carry out a joint arrest. The suspect begged a certain person to commit suicide by being forced to fear the crime with a strong deterrent.
