Sheng Changli is the chairman of the 7th and 8th Zhejiang Provincial Committee of the China Association for Promoting Democracy. Born in November 1949, a native of Shanghai. He once served as vice governor of the People's Government of Zhejiang Province, vice chairman of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference, member of the 9th and 10th Central Committee of the China Association for Promoting Democracy, and member of the 11th and 12th Standing Committees.

Joining the DPP is a very accidental and natural thing for Sheng Changli. Her father was an old member of the Dpp in the 1950s and had served as vice chairman of the Tanggu District of The Minjin City. My father kept the study materials issued by the DPP every month, and she often flipped through them when she was fine, so she felt very kind to minjin since she was a child. After graduating from university in 1982, Sheng Changli was assigned to teach at Xiaoshan Middle School, and in 1983, she joined minjin at Xiaoshan Middle School.

Later, she served as deputy county magistrate and successively served as deputy director of the Zhejiang Provincial Family Planning Commission, vice mayor of the Ningbo Municipal People's Government, vice governor of the Zhejiang Provincial People's Government, and vice chairman of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference. "Every work must formulate policies, the so-called missing millimeters, thousands of miles, there are some problems above, and I don't know where the crookedness is going below." From January 2002 to January 2008, Sheng Changli served as vice governor of Zhejiang Province, mainly in charge of the lines of culture, education and health. In office, she experienced the whole process of fighting SARS and was particularly impressed.

Due to the sudden appearance of SARS, the understanding of it at that time was very insufficient, and the research on its pathogen, pathogenesis and prevention and treatment drugs did not progress for a long time. In the absence of a unified guiding opinion at the beginning, the only way to cross the river by feeling the stones. During the period from the discovery of the first case in Guangdong to the discovery of the first case in Hangzhou, Shengchang Li led the formulation of the plan, so the first time after the discovery, it switched from the "prevention-oriented" model to the "strict prevention and strict control" mode. First of all, it is found that the patient must be treated, and strict isolation measures should be taken for the close contacts of the "SARS" patient at the first time. It should be said that Zhejiang's "SARS" prevention and control work still handed over a beautiful report card: except for 4 imported CASES cases in the province, there were no second-generation patients; more than 100 medical personnel directly involved in the treatment of "SARS" patients did not have a single case of cross-infection. At the same time, we have persisted in grasping the prevention and control of SARS on the one hand without relaxing, and grasped economic construction without wavering on the other hand, thus maintaining a good situation of rapid economic development and social stability. In 2003, Shengchang Li was awarded the title of "Outstanding Dpp Member in the Fight against SARS" by the Central Committee of the China Association for Promoting Democracy.

At that time, there were many dpp members in our province who struggled in the front line of the fight against SARS. "They face difficulties, bravely shoulder heavy burdens, are not afraid of danger, do their best to rescue patients and control the epidemic, really keep the danger to themselves, and give health to others." As the chairman of the provincial committee, I am proud and proud of them. At that time, Sheng Changli saw a message directly reported by the Provincial Committee of the Democratic Progressive Party on her desk, saying that the children of medical workers attended the school, and that the parents of the students were investigating whether they were in the infectious disease hospital or engaged in related work, and if so, it was recommended that the children not go to school for the time being. After learning about this, she was very angry: "These medical workers are saving lives in front of the injured, putting their lives and deaths on the line, but their children are being treated unfairly in school. She immediately told the Department of Education that it is not possible to let children go to school because of their parents' profession, which is a kind of discrimination; moreover, parents cannot come back at all, have no contact with their children, and even if they come back, they will do a good job of strict protection out of the mentality of protecting their children. As long as the child is not sick, why not let go to school? Be sure to properly resolve it as soon as possible. The Department of Education was very supportive of her opinion and gave notice on the same day.

In July 2003, the Provincial Committee of the China Democratic Progressive Party solemnly commended the model members and outstanding members of the "Anti-African Resistance", and Sheng Changli presented awards to the award-winning members.

During his term as vice chairman of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference, Sheng Changli was mainly in charge of the Cultural and Historical Committee, the most important of which was the rescue work of the "three relatives" (personally experienced, seen, and heard) history. She asked the CPPCC committees at all levels to set up cultural and historical committees, clarify the content and purpose of their work, raise their awareness, and then draw up work plans and implement them immediately. At the same time, she personally led the comrades of the Cultural and Historical Committee of the Chinese People's Political Consultative Conference to visit a number of veteran leaders in the province and rescued a number of precious historical materials. The other is that the Provincial Committee of Culture and History and the Provincial College of Media and Communications have cooperated to establish a base for audio-visual literature and history materials. Some historical materials, such as non-genetic historical materials, are not enough to rely on written and linguistic records, and it is necessary to keep good video materials. By the time she retires, she has rescued the information of more than 50 inheritors of national intangible cultural heritage projects that are about to be lost.

The work of "oral history" of the Provincial Committee of the Democratic Progressive Party was also initiated when Sheng Changli was the chairman of the eighth provincial party committee; after retiring, she also served as an adviser to the provincial committee history committee, concerned about supporting the work of the history of the provincial committee. At present, the provincial party committee has edited and published "The Enlightened Road - Personal Experience of the Development and Changes of Zhejiang Minjin" (the first and second series of oral history), "Enlightened Hua - Biography of Zhejiang Minjin's Predecessors" (first and second volumes), etc., and rescued 1.2 million words of historical materials.

She has always believed that the members of the leading body should respect each other, in addition to work, ideas, understandings, and methods can be exchanged, and when ideas and understandings are consistent, the pace of work will be very consistent and coordinated. For the work of other vice chairmen, she has always spared no effort to support. Hold a meeting of the main committee, fully discuss the problems, let everyone talk about it, but when it is finished, it must be decided, and it cannot be filmed because there are different opinions. Because the cadres of party organs are also civil servants, all the requirements for other civil servants are the same for party cadres, but there are slight differences in the content and methods of work. The more rules there are, the better the work, the more united the people's hearts, the easier it is to produce achievements and talents; without rules, it can only be a mess. The demands placed on cadres in government organs, especially in their work, must not be relaxed.
