Zhu Tong proposed that on the one hand, the main idea of controlling haze is "end governance" - to improve emission standards, close down substandard enterprises, high energy consumption capacity control, etc.; on the other hand, after the establishment of the "double carbon" goal, high energy-consuming industries have become the top priority of carbon reduction in the manufacturing industry, in addition to further strengthening the above-mentioned terminal control measures during the smog control period, further increasing the "energy dual control" and other means, by controlling the energy consumption of enterprises to promote their "carbon reduction".

Zhu Tong believes that the key points of carbon reduction in the manufacturing industry are, first, relying on low-carbon energy transformation to promote the reduction of high-carbon energy consumption, and second, using low-carbon technology to transform the production process to achieve carbon reduction.

Zhu Tong said that China has the advantages of developing "low-carbon" high-energy-consuming industries, which is the most important component of establishing China's competitive advantage in the era of low-carbon economy.

Zhu Tong said that the advantages of China's development of "low-carbon" high-energy-consuming industries are mainly manifested in two aspects: First, China's photovoltaic power generation, electric vehicles and other low-carbon energy technologies promote the low-carbon transformation of China's power industry and transportation industry, creating favorable conditions for providing more and more "low-carbon energy" for high-energy-consuming industries; second, the huge production capacity, advanced technology and technology of high-energy-consuming industries are market conditions for enterprises to explore and demonstrate low-carbon technologies, accelerate the iteration and large-scale promotion of low-carbon technologies.

Zhu Tong said that for example, China's steel industry has a demonstration project using coke oven gas to hydrogen reduced iron technology, which can reduce the carbon dioxide emissions of long-process steelmaking by two-thirds, and at the same time has the advantage of production costs of tons of steel. Once such technology is rolled out on a large scale, it will greatly accelerate the low-carbon transformation of China's steel industry and achieve carbon emission reduction on the basis of industrial development. Of course, total energy consumption will also increase.

"From this perspective, under the logic of China's low-carbon transformation of high-energy-consuming industries, what we really have to do is how to develop a low-carbon high-energy-consuming industry," Zhu Tong said.

Zhu Tong said that in short, relying on limiting energy consumption and compressing production capacity to achieve "carbon reduction" is not sustainable, and the "low-carbon transformation" of high-energy-consuming industries is the key point to solve the contradiction between "development" and "carbon reduction", and it is in line with the "beautiful Chinese dream" on the basis of high industrialization and modernization.
