On June 29, 2020, the main offender, Zeng Dehong, was sentenced to death and executed immediately for 14 crimes, including the crime of organizing and leading a mafia-type organization, the crime of trafficking and transporting drugs, the crime of illegal detention, the crime of picking quarrels and provoking trouble, the crime of gathering a crowd to fight, the crime of intentional homicide, the crime of intentional injury, the crime of rape, the crime of illegal possession of firearms, the crime of fraud, and the crime of opening a casino. In addition, defendant Wang Chengxian was sentenced to death and immediately executed; two key members were sentenced to suspended death; 5 others were sentenced to life in prison; and 8 members of the underworld organization were sentenced to fixed-term imprisonment ranging from 12 to 25 years.

Time back to 1996, 17-year-old Zeng Dehong began to take drugs, then in Shandong Jinan, Zhejiang Ningbo and other places "mixed society", and then to Myanmar, at the age of 26 back to his hometown of Hunan Xinhua. Here, he met two "bosses" who changed his life.

In September 2011, Zeng Dehong opened a casino with an "evil boss" and established the name of "De Ge" in the local area. In 2012, the gang was destroyed by the police, and Zeng Dehong was imprisoned for it. After nearly two years of reform, Zeng Dehong was released after completing his sentence, but he was soon sentenced to open a casino again.

A big drug dealer, Yuan Moumou (handled in a separate case), favored him and wanted to take him under his command, so he began to send living expenses to show goodwill during Zeng Dehong's imprisonment. After his release from prison in October 2016, he funded the opening of a gambling machine room.

Not long after, Yuan Moumou felt that the risk of drug trafficking was too great, and hoped that Zeng Dehong would come forward to sell drugs in his own name. Zeng Dehong's domineering style quickly established his reputation in the local drug market, but he was gradually not satisfied with being controlled by Yuan Moumou and hoped to truly stand on his own.

At the same time, he also recruited some drug addicts and drug traffickers as his subordinates, and did not reject the fugitives, knowing that the two horses were chased by the Internet and still took them in.

They sell drugs, open gambling machine rooms, open online gambling platforms and fraud platforms, and grab huge amounts of illegal economic benefits. Among them, what impressed the prosecutors the most was their rather "personality" drug trafficking behavior -

"I've never seen a drug dealer so high-profile." Kang Zhenhong, assistant procurator of the Public Prosecution Department of the Loudi City Procuratorate, told reporters, "In the words of Zeng Dehong's subordinates, he sells drugs for fear that others will not know." As long as someone asks him to buy, no matter who dares to sell, those who come will not refuse, and drug trafficking is like selling cabbage. ”

Most of the illegal income is used to support the activities of the members of the organization - the purchase of guns, ammunition and knives, the purchase and rental of vehicles, the payment of salaries, the provision of living expenses, the condolences of the members and their families, the organization of the gathering of subordinates, and the cost of "finding a relationship" when investigated and punished. According to reports, one of the biggest expenses of the criminal gang is to provide free drug use for its own people, because everyone in the gang uses drugs. The second largest expenditure is renting and opening a house, Zeng Dehong opened a room in a high-end hotel to allow the horse boys to take drugs, and also rented more than 10 houses for them, most of which are located in convenient areas near KTV, supermarkets and kindergartens.

It was precisely because of the large number of horses under his command that Zeng Dehong even allowed drug addicts to pay credit when buying drugs. "Most drug dealers are afraid that the money will not come, but he allows others to take the goods first, because then he will let Ma Zai go directly to the door to collect the debt." They have machetes on their cars at all times, which are used for debt collection. Xie Kaituo said that most drug addicts have no financial resources, and drug dealers will not openly organize a large number of people to participate in drug trafficking, and generally like to "pay with one hand and deliver with one hand" on a small scale.

From March to May 2018, Yuan and another drug trafficking gang leader were arrested. Zeng Dehong did not converge after learning about it, but instead believed that it was a good opportunity to encroach on the market, and his control over the local methamphetamine and Magu market reached its peak, and continued to radiate to the surrounding townships, Changsha and other places. Relying on violent and threatening means, the criminal gang dominates one side and unscrupulously threatens drug addicts and drug dealers on the line, which has a major impact on the local drug control situation and seriously undermines the order of local economic and social life.

In July 2017, Xiao was beaten and intimidated by his men with guns, daggers and wooden sticks, and was locked in the trunk of a car. Zeng Dehong also threatened to kill Liu XX many times, and when he got the news of Liu XX's appearance, he immediately gathered his subordinates to rush to the assembly with machetes and daggers, and also arranged for his subordinates to take out Liu XX's photo for others to identify, instructing "Whoever finds Liu XX in the future will first kill liu XX and then say." The procuratorate believes that this move is suspected of criminal preparation for intentional homicide.

In addition, Zeng Dehong also forced the woman Wang to provide sexual services for others, and when Wang did not comply, he raped him with verbal threats, and then notified others to enter the room and have sexual relations with Wang.

The crimes were staggering, and many of the drug addicts' relatives and friends clapped their hands when they learned of Zeng's arrest. A drug addict cried to the prosecutor in prison that he had lost his job because he was contaminated with drugs, and only later did he deeply realize the dangers of drug trafficking gangs and hoped that the judicial organs would crack down hard.

Why have triad organizations been entrenched in local counties for a long time, carrying out such large-scale open drug trafficking, and wantonly carrying out illegal and criminal activities? When the procuratorial organs handled the case, they found clues that state functionaries had been corrupted and co-opted, and they have now been transferred to the discipline inspection and supervision organs.

During the interrogation, Zeng Dehong admitted most of the facts of the crime, but did not believe that he was involved in the crime. In this regard, Xie Kaituo explained, "Zeng Dehong gathered and raised a group of horse boys, and in more than a year, he wantonly carried out 88 illegal and criminal activities in Xinhua County and its surrounding areas, dominating one side, forming illegal control over the drug field in the region, seriously undermining the order of local economic and social life, and having the four characteristics of the organization, economy, behavior, and harmfulness of the organization of the mafia-type organization." ”

In addition to handling cases, the Loudi Municipal Procuratorate continued to pay attention to the problem of drug control, combined with the handling of drug crime cases in the city in the past three years, issued procuratorial suggestions to the Loudi Municipal Narcotics Control Commission, requiring strengthening the help and education control of high-risk personnel involved in drugs, and strengthening the management of drug-related hidden danger sites. At present, the Loudi Municipal Narcotics Control Commission has formulated a special plan based on this and taken targeted measures to further plug the loopholes in drug control.

"Procuratorial organs should base themselves on handling cases, but they should not only handle individual cases well." How to give full play to the effect of procuratorial supervision is a question that Li Fangfang has been thinking about.
