This reporter learned from the Chongqing police that a few days ago, under the unified command of the Ministry of Public Security and with the support and cooperation of the public security organs of other provinces and cities, the Chongqing Yuzhong police, after 15 months of meticulous investigation, destroyed an extraordinarily large transnational drug trafficking syndicate involved in organized crime, eradicated this criminal syndicate that was entrenched in northern Myanmar, recruited people to store and transport drugs on the Internet, and mainly engaged in drug trafficking activities in Chongqing, Sichuan, and Yunnan, and spread to the super-large drug trafficking network in 25 provinces across the country, smashing 3 of the drug trafficking group's overseas drug-swallowing dens and 5 domestic detoxification dens. There are 3 major drug companies in Chongqing, more than 200 cases of drug transportation have been detected, more than 70 kilograms of drugs have been seized, and 254 criminal suspects have been arrested. This case is a transnational drug trafficking case with the largest number of arrests and the most complete crackdown chain in the history of Chongqing's anti-narcotics control.

A clue leads to the "big fish"
In October 2017, the anti-drug detachment of the Yuzhong District Public Security Bureau and the anti-drug detachment of the Chongqing Railway Public Security Department investigated Zhang Mouping's drug transportation case. During the investigation of the case, Wang Moujun, another suspect suspected of drug trafficking in Chongqing City, entered the eyes of the police. Wang Moujun rented a house in Loquat Mountain in Yuzhong District, and strangers often came and went. After preliminary investigation, the police were keenly aware that Wang Moujun's rented place was a detoxification den. During the investigation, the police also found a backup detoxification den that another suspect, Zhang Mouchao, was responsible for. The police judged that there should be a huge human drug transport chain behind Wang Moujun and Zhang Mouchao.
The police handling the case are well aware that the human drug transport cases have been repeatedly prohibited, and an important reason is that they often only break the intermediate links of drug trafficking gangs, that is, the transportation links of human drug carriers (commonly known as "moths"), and the downline and upper-level organizations of drug trafficking groups cannot hurt their bones and bones. The people's police handling the case decided to take cracking down on chains and networks as their work policy and eradicating drug cartels as their work goals, and resolutely and thoroughly crack down on drug crimes.
After meticulous investigation, the police found out that behind Wang Moujun's drug trafficking was a drug trafficking syndicate that recruited personnel through the Internet and used the human body to hide drugs and transport drugs. The Ministry of Public Security attaches great importance to this case and lists this case as a ministerial supervisor's case. The Chongqing Municipal Public Security Bureau Anti-Narcotics Corps organized the Yuzhong District Public Security Branch, the Chongqing Railway Public Security Bureau, and relevant police departments to set up a joint task force to investigate and deal with it.

Well-organized, transnational drug trafficking
Ma Moushi, male, 32 years old, from Sichuan, is the leader of the drug trafficking group organization, nicknamed "Bao Ge", responsible for the overall command of the drug cartel operation. Ma Mouge, Ma Moushi and other 8 relatives are the core members, Zhang Mou, Zhang Mouxiang and other 7 people are backbone members, and Zhou Mou, Qiu Moubo and other 18 people are active participants. The drug trafficking group operates through overseas command, human possession and transportation of drugs, and domestic sales, and its organizational structure is complete, the management level is clear, and the division of labor is clear, showing obvious corporatization and collectivization management characteristics.
The investigation found that in October 2016, after Renting a house in the northern region of Myanmar, Ma Moushi and Ma Mouge recruited more than 30 gang members such as Ma Moushi, Qiu Moubo, and Zhou Mouge, and then successively recruited many people to recruit drug transporters through the Internet to transport drugs to The country by means of internal drug possession. The drug cartel recruited human drug traffickers from 30 provinces and cities across the country in the false name of casino care, delivery of goods, small loans, etc., known internally as "horse boys", and initially counted the number of horses recruited online by more than 1,000 people.
Once these horse boys, recruited from all over the country, arrived at the drug cartel's den in Kunming, their mobile phones, bank cards, identity cards and other items were taken away, lost their personal freedom, and then transferred to the northern region of Myanmar, brought to the drug-swallowing dens, and swallowed drugs. The drug cartel insults and beats those who do not want to swallow drugs, and brutally kills them, which has the characteristics of an organization of a distinctly mafia nature. Once they returned to China, they were transported by the criminal group in black cars to all parts of the country, and the local "ground pick-up" personnel picked them up for detoxification, and the "ground pick-up" personnel then sold the drugs discharged by the horse boys to the local subordinates according to the arrangements of the main criminal of the criminal group.
Wang Moujun is the "ground connection" personnel of the drug trafficking group in Chongqing, and his residence is the detoxification den set up by the drug trafficking group in Chongqing.
Comprehensively close the network and uproot and eradicate
On June 23, 2018, the special police closed the net at Wang Moujun's den, which had been monitoring for many days.
On the day of the arrest, Ma Zai Liao Moufei arrived at Wang Moujun's detoxification point with 440 grams of drugs and returned to the hotel to rest, Wang Moujun immediately carried the discharged drugs to Panxihe Park to trade with Yang Mou, the next family, and was arrested on the spot by the police who had long been deployed near the park. At the same time, another police officer who was controlled in the hotel where Liao Moufei lived also successfully arrested Liao Moufei.
After interrogation, Wang Moujun, Liao Moufei and Yang Mou confessed to the facts of their crimes. Wang Moujun also recruited 19 horse boys who had been to his den to detoxify and another main home, after which all 20 people were arrested by the police.
After Wang Moujun's detoxification den was removed, the special police judged that the group might start Zhang Mouchao's backup detoxification den, so it immediately deployed control at Zhang Mouchao's detoxification den. Through nearly a month of continuous tracking and squatting, in early July, the time was ripe to close the net, and the special police arrested Zhang Mouchao and his subordinates Zhou Mou, Xiajia Yang Mou and Ma Zailei and other suspects in one fell swoop.
After the 2 detoxification dens in Chongqing Were all destroyed and the 3 main subordinates were all arrested, the special case team strengthened communication and cooperation with fraternal units in Sichuan, Yunnan and other provinces, destroyed 3 detoxification dens in Chengdu, Sichuan Province, and arrested more than 100 suspects such as "Ma Zai" and "Ground Connection" in Sichuan, Yunnan and other places.
After the arrest work in China was completed, the arrest of the overseas Ma Moushi drug trafficking group was put on the agenda. Under the unified deployment of the Ministry of Public Security, the special case team launched relevant procedures in accordance with the international law enforcement cooperation mechanism, dispatched a special case working group to Myanmar to carry out law enforcement cooperation, smashed 3 drug-swallowing dens of Ma Moushi's drug trafficking group in northern Myanmar in one fell swoop, successfully arrested 84 key members of the drug trafficking group headed by Ma Moushi, and escorted them back to China on January 3 this year.
So far, after 15 months of meticulous investigation, the Chongqing Yuzhong police have completely destroyed this extraordinarily large transnational drug trafficking syndicate that recruited people online to use the human body to store drugs and transport drugs, and a total of more than 200 cases of drug transportation were detected, more than 70 kilograms of drugs were seized, and 254 criminal suspects were arrested.
"Nourishing black with poison, protecting poison with black"
During the investigation and interrogation, the special police found that the drug trafficking group had obvious characteristics of "using drugs to raise blacks and protecting drugs with blacks", with stable and clear organizers and leaders, and fixed backbone members. The drug lord Ma Moushi is a management officer responsible for managing and training recruited drug traffickers. Below it there is also the recruitment layer, which is responsible for advertising online and recruiting people. Moreover, compared with other criminal gangs transporting human drugs, the violent characteristics of Ma Mou's drug trafficking group are very obvious, and those so-called disobedient drug transporters are insulted and restricted in their personal freedom, and they are beaten to death and buried in foreign countries.
In October 2017, Wang Ming (pseudonym), a young man in Wuhan, Hubei Province, was tricked into going to northern Myanmar by the drug cartel and could not swallow drugs due to physical reasons. After filming a video extorting money from Wang Ming's family, members of the drug cartel beat Wang Ming to death and buried his body abroad. After the case was solved, the special police went abroad to find Wang Ming's body under the confession of the criminal suspect and contacted Wang Ming's father, Wang Mou.
On the morning of April 9 this year, Wang Mou came to the anti-drug detachment of the Yuzhong District Public Security Sub-Bureau, and although it was difficult to hide his grief, he still held the hands of the police and expressed his gratitude.
At present, it has been found that in addition to beating Wang Ming to death, the drug trafficking syndicate has also been suspected of dozens of cases of kidnapping, raping, extortion, and killing people who are hiding drugs in the human body. What awaits them will be the severe punishment of the law.
