A drug transport led to a major case of inter-provincial drug trafficking

Recently, the Intermediate People's Court of Bayannaoer City, Inner Mongolia, publicly pronounced a verdict in accordance with law on Yan Moumou, one of the defendants in the drug case alleged by the Ministry of Public Security and the Ministry of Public Security, alleged by the Bayannaoer City People's Procuratorate. The court convicted Yan X of drug trafficking in the first instance and sentenced him to 15 years' imprisonment, and the rest of the people involved in the case were investigated by the public security organs in different places and transferred for review and prosecution.

In November 2020, the Anti-Narcotics Detachment of the Bayannaoer City Public Security Bureau in Inner Mongolia and the Baotou Public Security Office of the Hohhot Railway Public Security Bureau in Inner Mongolia jointly cracked a drug trafficking case spanning multiple cities in Mongolia, Henan and Sichuan provinces, and after more than a year of meticulous investigation and line expansion, a total of 19 criminal suspects were arrested, and 2619.44 grams of heroin, 16087 grams of caffeine, 2819.56 grams of anna coffee and 1050 grams of poppy shells were seized.

At the end of 2019, the police of the Baotou Railway Public Security Department found in their daily work that an Anhui registered passenger, Yan X, had traveled back and forth between Fuyang, Anhui province and Bayannaoer, Inner Mongolia, and after arriving in Bayannaoer, he stayed in a hotel, stayed for a short time and left, and had close contacts with many drug-related personnel in Bayannaoer, and was suspected of drug trafficking in Bayannaoer City and its surrounding areas. On March 6, 2020, the special case team arrested Yan Moumou at the exit of Bayannur Linhe Railway Station and seized 94.7 grams of heroin on the spot. Through Yan X's confession, the special case team grasped the on-line Henan man Xue X, Sichuan Liangshan woman Chi X, Lu X and others.

In order to ascertain the circumstances of the case as soon as possible, under the guidance and coordination of the Anti-Narcotics Corps of the Inner Mongolia Public Security Department, the special case team successively went to Zhumadian City in Henan Province, Liangshan Autonomous Prefecture in Sichuan, Zhaotong City, Yunnan Tengchong, and other places to carry out investigation work, and established a coordinated case-handling mechanism with the local anti-narcotics department to jointly investigate and handle the case. With the vigorous cooperation of the local public security anti-narcotics department, after nearly three months of arduous investigation, it was clear that Lu XX and others organized and planned, Lu Xiao xx funded and participated, Lu xxx recruited and directed the transport of drugs Ma Zai Ding xx, Lan xxx, and others to transport bulk drugs from the border area of Yunnan to the Liangshan area of Sichuan, and Chi xxx arranged for the transport of drugs to be transported from Liangshan, Sichuan to Henan for bulk zero-package distribution, and then Xue xxx was responsible for the zero-pack distribution of drugs to a number of drug-related personnel in Bayannaoer, Inner Mongolia.

From July to September 2020, with the assistance of local anti-narcotics departments, the special case team successively arrested 12 people, including Chi XX, Lu XX, Lu Xiao xx, Lan xx, and Ding xxx, who were about to carry out large-scale drug transactions, and seized a total of 2523.49 grams of heroin. According to the deployment of the network collection work, in October, the special case team successively arrested 6 people, including Xue Moumou in Bayannaoer, Yang Mou and Zhang Mou, in Wuyuan County and Linhe District, and seized a total of 1.25 grams of heroin, 16,087 grams of caffeine, 2,819.56 grams of anna coffee, and 1,050 grams of poppy shells.

At this point, the inter-provincial drug trafficking gang led by a transport of narcotics across the three provinces of Mongolia, Henan, and Sichuan was completely destroyed.
