Regarding the implementation of martial law and fire prevention in areas with high fire risk in forest and grassland

1. Fire martial law period

15 September to 15 November 2021.

2. Fire prevention and martial law areas

The key ecological engineering project areas, key regional greening engineering areas, wetland parks, ecological parks, nature reserves and Large-scale forest farms of Hunshan Dak, Xiaozagstai Scenic Reserve, Yuanshangdu Ruins Conservation Area, cemeteries (including the grave concentration areas of various Gacha villages (sub-fields)), and industrial parks are at high risk of forest and grassland.

3. Relevant requirements

(1) All member units of the Zhenglanqi Forest and Grassland Fire Prevention and Extinguishing Headquarters should, in accordance with their duties and division of labor, take their own responsibilities, closely coordinate, earnestly implement the responsibility for fire prevention and extinguishing work, actively carry out publicity and education on forest and grassland fire prevention, strictly control wildland fire sources, strengthen inspection and patrol, supervise special groups, prepare sufficient fire extinguishing equipment, improve fire fighting emergency plans, strengthen emergency duty, scientifically organize fire fighting, ensure that no major forest and grassland fires and casualties occur, and effectively protect the safety of forest and grassland.

(2) The people's governments (management committees) of Sumu towns (fields) in the forest and grassland high-fire risk areas, the management units of state-owned forest farms, scenic tourism areas, and greening areas in key areas should set up temporary checkpoints at major intersections to carry out mountain closure and fire prevention, strictly inspect and register personnel and vehicles entering forest areas, strictly prohibit carrying fire seeds into forest areas, and set up permanent prompt signs and warning signs at intersections entering forest areas.

(3) During the period of high fire risk in forest and grassland, no unit or individual may enter the forest and grassland high fire risk area without authorization. Where it is truly necessary to enter due to scientific research, emergency rescue, etc., it shall be reported for approval in accordance with law. Those who have been approved to enter forest and grassland high-fire risk areas shall strictly follow the approved time, place, and scope of activities, and accept the supervision and management of the local forestry and grassland bureau and the forest public security bureau of the public security bureau, and take necessary fire prevention measures:

1. All kinds of motor vehicles entering the high fire risk area shall be equipped with fire prevention devices and fire extinguishing equipment in accordance with regulations, and shall be subject to supervision and inspection by fire law enforcement personnel.

2. Where it is necessary to ignite fireproof isolation belts or productive fires, it shall be approved by the Flag Forestry and Grassland Bureau. Where a fire for productive use is approved, a fire isolation belt shall be set up, fire fighting personnel shall be arranged, fire fighting tools shall be prepared, and the fire shall be used in a weather below the fourth level of wind, and the time of use of the fire shall be notified to the adjacent areas; where it is necessary to use fire for wild life, a safe place shall be selected, a fire isolation belt shall be set up or fire isolation measures shall be adopted, and the embers must be completely extinguished after the fire is used.

3. During the martial law period, tourist vehicles and tourists are strictly prohibited from entering the fire and martial law area.

(4) The member units of each fire prevention headquarters shall strictly implement the 24-hour duty and the system of leaders leading shifts, and immediately organize fire fighting and report it in time when the fire is discovered. Forest grassland fire alarm telephone: 12119.

4. Pursue responsibility

(1) Where railway, highway, electric power and other management units and industrial and mining enterprises are engaged in field construction operations, and do not set up fire isolation belts and fire warning signs in areas and areas prone to fires, the Forest Public Security Bureau of the Zhenglanqi Public Security Bureau shall order corrections and impose a fine of between 200 and 2,000 yuan on individuals and between 2,000 and 5,000 yuan on units.

(2) During the fire prevention period, if the forest and grassland fire prevention area is burned with ash and fertilizer, the charcoal is burned, the garbage is burned, the fields (mounds), forage grass, straw are lit, smoking, paper burning, incense burning, roasting fires, picnics, fireworks and firecrackers, Kong Ming lanterns, and other wild fires are burned in the forest and grassland fire prevention areas, the Forest Public Security Bureau of the Zhenglan Banner Public Security Bureau shall order the illegal acts to stop, give a warning, and impose a fine of between 300 and 3,000 yuan on individuals and between 10,000 and 50,000 yuan on units; and give a warning in accordance with the relevant provisions of the "Law on Punishment for Administration of Public Security". Where administrative detention or other punishment constitutes a crime, criminal responsibility is to be pursued in accordance with law.
