Autumn and winter are critical periods for forest and grassland fire prevention. In order to resolutely prevent the occurrence of forest and grassland fires, ensure the safety of the people's lives and property, the safety of forest and grassland resources, and the social stability of forest areas, in accordance with the relevant provisions of the Forestry Law of the People's Republic of China, the Forest Fire Prevention Regulations, the Grassland Fire Prevention Regulations, and the Inner Mongolia Autonomous Region Ejina Poplar Forest Protection Regulations, the Banner People's Government has decided to implement martial law for forest and grassland fire prevention within the entire banner, and hereby issues this martial law order.
I. Period of martial law for forest and grassland fire prevention: September 15, 2021 to December 15, 2021 is the period of forest fire martial law in the autumn and winter of our flag.
During the period of martial law for forest and grassland fire prevention, all illegal use of fire in the wild is prohibited in the forest area and grassland, and the mechanical operation that may cause forest and grassland fires and the production and living fires of residents must be approved by the Banner Forest and Grassland Fire Prevention Headquarters, and fire safety education must be accepted, a letter of responsibility for fire prevention is signed, and the forest public security, forest fire squadron, forest ranger, and grass steward must be inspected and supervised.
During the period of martial law for forest and grassland fire prevention, it is forbidden to burn ash and fertilizer, burn charcoal, burn garbage, burn fields, pasture, straw, smoke, burn paper, burn incense, heat up, cook picnics, fireworks, firecrackers, Kong Ming lanterns, and other wildland fires in forest areas; forest public security, forest fire squadrons, forest rangers, and grass stewards should increase the density and frequency of patrols, intensify the crackdown on illegal wildland fires, put an end to all kinds of fire entering the forest area grasslands, and resolutely eliminate hidden dangers of fire.
During the period of martial law for forest and grassland fire prevention, all activities of party and government organs, social organizations, enterprises and public institutions, the People's Liberation Army, the fire brigade, and the vast number of cadres and masses and foreign personnel in the forest area grassland must be subordinated to the overall situation of fire prevention work and obey the unified arrangements of the banner forest and grassland fire prevention headquarters. Any unit or individual who discovers a forest and grassland fire should immediately dial the 12119 forest and grassland fire alarm telephone, and the office of the forest and grassland fire prevention headquarters should promptly report to the flag people's government after receiving the police, and take corresponding measures to organize rescue.
Fifth, adhere to the principle of "prevention first, active elimination", flag forestry and grassland departments and emergency management departments should further improve the fire prevention plan, strengthen material reserves, and make full preparations for fire fighting. Forest fire squadrons, all Sumu towns, and all fire prevention member units should always maintain a high state of alert, implement a twenty-four-hour duty system during the fire prevention martial law period, discover the fire situation, quickly attack, and earnestly hit early, small, and bad.
Sixth, forest and grassland fires implement a centralized reporting system, all fire information must be confirmed by the flag forest and grassland fire prevention headquarters, and released by the office of the fire prevention headquarters. All Sumu towns and fire prevention member units shall not release fire news to the outside world without the approval of the command headquarters, and once an emergency occurs, they must promptly report to the office of the Flag Forest and Grassland Fire Prevention Headquarters.
7. Whoever violates the laws and regulations on forest and grassland fire prevention and the provisions of this martial law order and causes a forest and grassland fire accident shall be investigated and dealt with by the Forestry and Grassland Bureau of Ejina Banner in accordance with the "Forest Fire Prevention Regulations," the "Grassland Fire Prevention Regulations," the "Inner Mongolia Autonomous Region Ejina Poplar Forest Protection Regulations," and the relevant laws and administrative regulations of the State. Those responsible for lax supervision, serious dereliction of duty, ineffective command, and delay in fighting fire fighters and fire-fighting commanders should be punished according to their responsibilities and given heavier punishments.
