Zhang Xinqi, born in August 1956, Shandong Rong Adult, began working in July 1974.
In 1974, he worked as a zhiqing in his hometown, and later worked in a construction company in Yantai; in February 1989, he was transferred from an enterprise to a government and became the deputy director of the Yantai Municipal Construction Committee. After Zhang Xinqi, he successively served as the director of Yantai Municipal Planning Bureau, the mayor of Laizhou City, the standing committee member of Yantai Municipal Party Committee, and the secretary of Laizhou Municipal Party Committee.
In January 2001, he was transferred to Weifang, Shandong Province, serving as deputy secretary of the municipal party committee, vice mayor, mayor, secretary of the Weifang municipal party committee, and director of the municipal people's congress.
