According to the circular issued by the Heilongjiang Provincial Discipline Inspection Commission, Liu Dong, deputy district governor of Hulan District of Harbin City; Hu Shuhe, deputy secretary of the Party Working Committee and director of the office of Waibao Street in Hulan District, Harbin City; Wang Hongjun, deputy director of the Land and Resources Bureau of Hulan District of Harbin City; and Zhu Tao, researcher of the Housing and Urban-Rural Development Bureau of Hulan District of Harbin City, and four others have acted as protective umbrellas for the triad group, and are suspected of serious violations of discipline and law and are under disciplinary review and supervision and investigation.

The reporter learned from the Ministry of Land and Resources that in September 2002, the management committee of the Limin Development Zone in Hulan District illegally expropriated 19.09 mu of cultivated land without approval, and then sold it to a real estate company at a low price of 135 yuan per square meter for the development of commercial housing, resulting in the loss of 1,060,920,000 yuan of state-owned assets.

On July 14, 2005, the management committee of Limin Development Zone in Hulan District recovered the 90 mu of land that had been sold to Tongqing College, and wanted to transfer the above land to the real estate company by agreement in violation of the above-mentioned land.

In the end, Sun Shencai, the former deputy director of the management committee, was placed on probation for one year and administratively demoted, and Sun Shaowen, who was then the executive deputy director of the management committee of the Limin Development Zone, was ordered to conduct a written inspection and circulated the criticism throughout the city.

In January 2011, in the Yuanjiatun Urban Village Renovation Project in The Limin Economic Development Zone in Hulan District, a total of 422 villagers signed a demolition compensation and resettlement agreement, and 8 households still did not sign.
