Guidelines for the application of open projects in Moganshan Dixin Laboratory in 2024

Moganshan Dixin Laboratory (hereinafter referred to as "the laboratory") is a major scientific and technological innovation platform and new R&D institution jointly built by the Ministry of Natural Resources and Zhejiang Province, focusing on international scientific and technological frontiers such as spatio-temporal perception, spatio-temporal connection, spatio-temporal computing, spatio-temporal intelligence, and spatio-temporal security, organizing and carrying out key technology research, developing products and equipment, cultivating application ecology, and cultivating high-level talents. According to the characteristics of major scientific and technological innovation platforms and new R&D institutions, the laboratory will gather the complementary advantages of innovation elements of the Ministry of Natural Resources and Zhejiang Province, implement the "joint-flow-open" mechanism, and strive to obtain a number of scientific and technological achievements with significant influence, help global sustainable development, empower national and local high-quality development, and promote the innovation and development of the surveying, mapping and geographic information industry.

According to the requirements of "union-mobility-openness", the laboratory has set up open topics to fund outstanding scientific researchers at home and abroad to carry out scientific research and product research and development in the laboratory for domestic universities, research institutes and other enterprises and institutions, so as to promote scientific and technological innovation and interdisciplinary research in this field, and promote the generation and application of new ideas and new principles.

(1) Applicants should have the title of associate senior or above, or obtain a doctoral degree, and have a solid research foundation and working conditions related to the content of the application.

(2) The applicant's unit must be an independent legal entity, with independent scientific research management capabilities, and be able to provide necessary guarantees for the applicant to carry out research projects.

(3) Carry out cooperative research. Applicants are encouraged to cooperate with laboratory personnel to submit project applications, and laboratory personnel are responsible for the precipitation and integration of results. In principle, the person in charge of the open project should carry out cooperative research work in the laboratory for no less than 3 months every year as a guest person.

The 2024 Open Project will mainly support scientific research and product development in the following areas:

(1) The construction of intelligent surveying and mapping technology system mainly includes surveying and mapping hybrid intelligent computing, real-world perception of spatio-temporal data, multi-dimensional cognition of spatio-temporal scenes, contextualized expression of spatio-temporal maps, spatio-temporal intelligent autonomous services, theoretical methods, key technologies and equipment for spatio-temporal information quality and security, as well as typical enabling scenarios and application cases of spatio-temporal intelligence.

(2) Remote sensing intelligent monitoring and interpretation, mainly including multi-modal remote sensing large models, intelligent spatio-temporal modeling and interpretation knowledge transfer, long-time series change detection, crowd intelligence ubiquitous perception, geospatial intelligent cognition, space-ground integrated monitoring and other theoretical methods, technologies and equipment, to support natural resources survey and monitoring, global mapping, underwater surveying and mapping, deformation monitoring, and fine monitoring of cultivated land in complex scenes.

(3) Real-life 3D economy, mainly including theories and methods such as real-life 3D solid information modeling, real-life 3D scene product modeling, real-life 3D data product construction, and real-life 3D crowd-source update; Theoretical methods and technologies such as ubiquitous spatio-temporal connection of geographic entities, construction and calculation of real-world 3D grids, and spatial information modeling and services of real-world 3D data; Real-life 3D empowers theories, standards, technologies and equipment for low-altitude economy, cultural heritage, games and entertainment, sports and health, and space governance.

(4) The digital governance of territorial space mainly includes the construction of territorial spatial information modeling, digital governance of territorial space, knowledge services for different application scenarios, the dynamic observation system of territorial space integrated by sky and ground, the comprehensive dynamic perception of territorial space, and the theoretical methods, technologies and equipment of multi-dimensional cognition of spatial and temporal scenes. Support research and construction of tools and platforms such as dynamic analysis and intelligent deduction.

(5) The construction of spatio-temporal computing platform mainly includes the study of dynamic aggregation of heterogeneous data resources, integrated expression and storage, and multi-perspective integration and value-added; Systematic governance, dynamic orchestration, and high-performance computing of multi-source spatio-temporal operators; Unified management and adaptive scheduling of heterogeneous clouds; Theoretical methods, technologies and equipment such as simulation of spatio-temporal information.

(6) The monitoring and evaluation of the global sustainable development goals mainly includes research on the relationship between the sustainable development goals and territorial space, research on the standardization of "sustainable development and spatio-temporal information", construction methods and applications of global sustainable development indicator network models, and analysis and equity evaluation of public health resources in typical urban agglomerations around the world based on multi-source spatio-temporal data.

(7) Others: Encourage and support research on new theories, technologies, and methods in spatio-temporal perception, spatio-temporal connectivity, spatio-temporal computing, spatio-temporal intelligence, and spatio-temporal security. At the same time, it supports strategic research and institutional mechanism innovation research on high-quality and sustainable development of spatio-temporal information.

If the key topics of the laboratory are declared, the acceptance results shall be submitted to the software and hardware equipment results or prototype systems.

(1) The open project sets up general topics and key topics. The general project funds shall not exceed 200,000 yuan, and the key project funds shall not exceed 500,000 yuan.

(2) Funds for open projects shall be managed according to vertical projects, with separate accounts and special funds, and in principle, general software and equipment fees shall not be included. 60% of the open project funds can be allocated to the unit of the project leader, and 40% of the total funds can be reserved for the laboratory to be used by the research group. The external allocation of funds shall be managed under the "lump sum system", which shall be implemented in accordance with the requirements of the Notice of the Department of Science and Technology of Zhejiang Province, the Natural Science Foundation of Zhejiang Province and the Department of Finance of Zhejiang Province on Deepening the Reform of the "Negative List + Lump Sum System" of the Natural Science Foundation of Zhejiang Province (Zhe Ke Fa Jin [2022] No. 31). The retained funds are subject to the budget authorization system, which are used for the project leader to carry out relevant research, form a team, and spend on academic exchanges in the laboratory. The implementation period of open projects shall not exceed 2 years.

(3) The applicant needs to fill in the "Application Form for Open Laboratory Projects", which requires that the research objectives, indicators, and content are clear, the technical route is scientific and effective, the funding calculation is true and reasonable, and the results are quantitatively assessable, signed by the person in charge of the project and stamped with the official seal of the unit after being reviewed and approved by the unit, and the electronic version (Word file of the application form, PDF file of the signature and seal page) and 1 signed and stamped paper application materials shall be submitted to the laboratory before November 15, 2024, and the electronic version shall be subject to the time of receipt by email. Paper materials are subject to the postmark time of mailing.

(4) In principle, the research results and intellectual property rights of open projects funded by the laboratory shall belong to the laboratory, and the person in charge of the project and the unit to which he belongs shall have the right of signature.
