"Water conservancy +" leverages the all-round transformation of ecology, culture and tourism

Last Saturday, the 2024 night tour of the East China Sea Cloud Corridor was opened, and a summer carnival unique to the Cloud Corridor was opened, providing citizens with an excellent place to enjoy the coolness.

Behind this is the reform and practice results achieved by Dinghai District in carrying forward the spirit of reform and daring to be the first in the world, comprehensively administering and turning harm into benefit, and innovating and implementing the Wushan Water Conservancy Project (East China Sea Cloud Corridor Ecological Belt). While realizing the all-round three-dimensional drainage layout of the central urban area of Dinghai, we will explore the new model of "water conservancy +", turn the construction road into an ecological corridor, and walk out of an ecological road, landscape road, fitness road, cultural road, tourism road and Gongfu Road.

Build a model project for water conservancy

At the beginning of June this year, an emergency drill for the defense of heavy rainfall of the Wushan Water Conservancy Project was held in Dinghai for the actual operation of each point of the Wushan Water Conservancy Project. The drill simulated the heavy rainfall brought by the typhoon to the given sea, the rapid rise of the water level of reservoirs and rivers, the high water level of the Hongwei and Chengbei reservoirs, the danger of landslides found in the section of Drum Mountain, and the failure of some municipal power to supply power normally.

The holding of the emergency drill for the prevention of heavy rainfall of the Wushan Water Conservancy Project also marks the official commissioning of all the projects of the Wushan Water Conservancy Project.

Dinghai is a typical hilly landform in the south of the Yangtze River, surrounded by mountains on three sides and facing the sea on one side, the plum rain is concentrated in May and June every year, and there are often typhoons from August to October, which makes the flood control and drainage capacity of Dinghai urban area tested.

Since the end of 2019, Dinghai has formulated and issued the "Three-year Action Plan for Improving the Flood Control and Drainage Capacity of Dinghai Urban Area", implemented the Wushan Water Conservancy Project, and promoted the four major projects of "upper blocking, westward diversion, middle lifting, and internal circulation" with the five mountains of Dongshan, Changgang Mountain, Drum Mountain, Haishan and Zhushan as the framework.

There are 18.3 kilometers of flood interception canals and large box culverts in the "Shangba", and 2.6 kilometers of flood diversion tunnels in the "West Diversion" have connected the three reservoirs of Hongwei, Chengbei and Hongqiao. In the process of promoting the transformation of the "internal circulation" of the urban road pipe network, the construction of underground box culverts and the laying of rain and sewage pipes have unblocked the "capillaries" of urban drainage...... The effective interception of incoming water from the hills can reach 70%, the annual increase in urban water storage capacity is 5.3 million cubic meters, and the strong drainage capacity of the main urban area of Dinghai is increased by 80%.

On September 14, 2022, as the strongest typhoon "Meihua" to land in Zhoushan since the founding of the People's Republic of China, the comprehensive assessment of the impact of wind and rain on Dinghai reached the highest level of "extra-heavy" level, and the maximum rainfall in 3 hours exceeded 60% of the annual precipitation in September. At that time, the newly completed Wushan Water Conservancy Project "upper block" and "middle promotion" two projects simultaneously played an emergency role, not only the water area and height of the water accumulation area in Dinghai urban area were significantly lower than in previous years, but there were only 30 small areas of water accumulation points in the urban area that should have been a vast ocean, and most of them were emptied within 1 hour, and the residents of the flooded points returned to normal life the next day.

Since last year, relying on the information project of Wushan Water Conservancy Project Construction, the "Typhoon Intelligent Prevention" system has been upgraded to "version 2.0", which can not only monitor the real-time situation of precipitation and river network water level in the whole process from the generation of the typhoon to the departure of the typhoon, but also predict the degree of flooding in flood-prone areas according to the water conservancy model, and send early warning information to the relevant responsible persons in advance. The digital twin of the central urban area of Dinghai built in the system can automatically simulate the water level rise of the reservoir, the overflow of the river, the height of the coastal surge and the flooding range of the flood-prone point in the next 3 days under the influence of typhoons, providing a scientific basis for project scheduling and command decision-making, and opening a new model of "digital water control".

From 6 a.m. to 6 p.m. on June 25 this year, 30-50 mm of precipitation generally occurred in Dinghai, and a large amount of rainwater and mountains and water were discharged into nearby reservoirs or directly into the sea through the flood interception canals and box culverts of the "upper block".

The Wushan Water Conservancy Project has made the vast number of cadres and people in Dinghai more calm and confident in the face of extreme weather.

Blend into the city

The landmark tourist area deserves its name

In the 2024 Dinghai Zhuangyuan Cultural Week held on May 1 this year, many citizens walked through the Donghai Cloud Corridor and the drum mountain section, passing through the landscape nodes such as Zhang Xin's Zhuangyuan Statue, Wenbi Spring and Autumn Festival, Huaigu Garden, Kuixing Diandou, and the first corridor, and finally arrived at the Zhuangyuan Pavilion, where they overlooked the Dinghai Mountains and Seas Cityscape, understood the Dinghai Zhuangyuan culture, and experienced the strong atmosphere of Dinghai's Chongwen and Respect for the Sages.

Today, the East China Sea Cloud Corridor, which is built on the "upper block" construction road of the Wushan Water Conservancy Project, has become a landmark tourist area in Dinghai under the empowerment of "Water Conservancy +", as well as an Internet celebrity check-in point for citizens and tourists.

According to the different mountain space landscapes and unique historical and cultural features, five themes of mountains and seas, lucid waters and lush mountains, reverence for literature and learning, don't forget the original intention, and alarm bells are implanted along the East China Sea Cloud Corridor, connecting many ancient monuments scattered in Dinghai, leaving the footprints of talented people and celebrities of previous dynasties, as well as a number of historical relics such as the Opium War and the Anti-Japanese War.

On the 25-kilometer-long East China Sea Cloud Corridor, there are 43 cultural landmarks such as Zhuangyuan Pavilion and Hanyuan, and landscape sketches such as the Spring and Autumn Period of Literary Writing, the Toad Palace, and the Zhuangyuan Street are laid out along the line, forming a "Cloud Museum" and "Historical Root-Seeking Road".

At the beginning of this year, the Donghai Cloud Corridor Tourism Area won the honorary title of "China's Natural Oxygen Bar", and the results brought by ecological empowerment are about to come out. As an important part of the East China Sea Cloud Corridor Tourist Area, the East China Sea Cloud Corridor surrounds Dongshan, Changgang Mountain, Drum Mountain, Haishan and Zhushan in the central urban area of Dinghai, occupying 70% of the urban area, with a forest coverage rate of 80.08%, a wide variety of vegetation types and many species of wild animals.

During the construction, the East China Sea Cloud Corridor retains large trees, conserves colorful trees, flowers, and bamboo forests on the spot, creates a habitat for the diversity of native species, and builds 27 multi-functional ecological pools. While feeling the history and culture of the island in the cloud corridor and enjoying the beautiful scenery of Shanhai City, you can also immerse yourself in the "good air" of Dinghai brought by green ecology.

With the promotion of Dinghai's work to create a national water conservancy scenic spot in Wushan Water Conservancy Scenic Area, the rich history and culture of the ancient city of Dinghai and the beautiful river scenery will be further organically integrated, and the water science and water culture will continue to be implanted, integrating the scenery into the city, so that Dinghai City is full of scenery.

"You don't need the danqing-like scenery, you can say small Hangzhou when you meet people." Under the integrated development of "water conservancy +", the Dinghai cultural tourism pattern of the ancient city of Rongshan and Hailian is constantly opening its arms to the world.

The ultimate goal of reform is to improve the well-being of the people. The innovative changes in water conservancy derived from the Wushan Water Conservancy Project have gradually made the "expectations" of the masses come true.

On the evening of July 20, the 2024 night tour of the East China Sea Cloud Corridor kicked off, and the landscape nodes along the East China Sea Cloud Corridor turned on the landscape lighting, and electronic music parties, music fountains, sky movies, time concerts, etc. were distributed at various points of the Cloud Corridor, together with more than 60 market stalls, to join the "new night scene of the city" in Dinghai and enrich the nightlife of citizens. Among them, the 11 villager co-prosperity bazaars featuring supporting agriculture and helping farmers not only bring fresh fruits and vegetables to the public, but also give farmers an additional platform for "shouting".

It is no coincidence that the Gongfu Bazaar is now in the East China Sea Cloud Corridor. Every weekend, holiday and cloud corridor to carry out cultural tourism and sports activities, it is the busiest time for the Gongfu Market. The free booths sell special agricultural products, special snacks, juice and coffee, cultural and creative products, handmade products, etc., which gathers the popularity of the cloud corridor and provides a path for citizens and farmers to increase their income. This urban service economic ecology in which the masses participate in the co-construction and operation and optimize the sharing and common prosperity is a two-way rush between people and the "corridor".

On the road to transforming appearance into value, the cloud corridor and its surrounding business formats are becoming more and more abundant. Amusement projects such as "Colorful Cloud Skating", "Speed Grass Skiing" and "Jungle Crossing Adventure" have enriched the public's play experience, and Hanyuan and Dongtian Art Museum have successively provided diversified art services for the public; For example, catering formats such as your hospital, Yunlang Li· Music Bar, and Yunsan Cottage have been added one after another, and brand formats such as Yunlang Xiang SHOW and Zhoushan Yunlang Radisson Vega Hotel have settled in one after another, upgrading the cultural and tourism formats.

The good atmosphere of event tourism with the integration of joyful tours is constantly rising. Up to now, a total of 150 sports events have been held, attracting 3 million tourists from all over the world.

Since the opening of the East China Sea Cloud Corridor, it has attracted more than 6 million "immersive" tour experiences and achieved an operating income of nearly 10 million yuan.
