In order to further show the planning and future development prospects of the Oriental Hub to the public, and also provide experience for the deepening of the implementation and construction of the next stage of planning, on May 15, an expert seminar on the high-quality development of the Oriental Hub and surrounding areas was held in Pudong New Area. The seminar was hosted by the Pudong New Area Planning and Resources Bureau.

One center and two axes, two rings and four wings, and nine groups are open

According to the Special Plan for the Oriental Hub and Surrounding Areas, the scope of the Oriental Hub and its surrounding areas is located in the central part of Pudong, involving about 10 towns including Zhangjiang, Kangqiao and Zhoupu, with a total area of about 510 square kilometers.

In these areas, a unique water system texture of Haitang, Zaogang and canal has been formed, and Shanghai-style Jiangnan cultural clusters such as Chuansha, Hengcha, Xinchang and Liuzao have been bred, bringing together 60% of the historical and cultural relics of Pudong New Area.

At the same time, the industrial resources are abundant. There are 3 national-level development zones, 8 municipal-level development zones and 4 district-level town-level development zones in the jurisdiction, and the industrial development space is relatively abundant, but the industrial space needs to be integrated and upgraded urgently.

At present, although the airport has significant advantages in passenger and cargo scale, its radiation capacity to the hinterland of the Yangtze River Delta is insufficient, and the proportion of passenger flow outside the city is lower than that of the top international hub airports. Moreover, the density of the completed rail network in the area is much lower than that in the outer ring of Pudong New Area, and the overall transportation configuration is heavy in the north and light in the south.

Based on such location characteristics, the plan proposes to build the Oriental Hub and its surrounding areas into a new benchmark for international open gateway hubs in the new era, the core carrying area for the implementation of the construction of the five centers, and a leading demonstration area for promoting Chinese-style modernization. Coordinate the Zhangjiang Science City, International Tourism Resort, Eastern Aviation City and other sectors in the region to form a smart and accessible global hub, a new and efficient future engine, and an ecological and green charm area.

The overall planning scheme forms a spatial pattern of one center and two axes, two rings and four wings, and nine groups of open chessboards. Thereinto:

The two axes are the open innovation axis that connects the river and the sea from east to west and the historical and cultural axis that connects cities and towns from north to south.

The double ring is based on eight characteristic avenue traffic corridors to form two characteristic functional rings.

The four wings are centered on the ecological green heart, and the east, south, and northwest are respectively built into the Eastern Aviation City, Huinan Future City, Zhangjiang Science City, and International Cultural Tourism City.

The nine clusters are based on the tic-tac-toe ecological network, highlighting the characteristic function orientation, and forming nine characteristic function groups.

Strengthen internal and external dual circulation

At the symposium, Wu Jiang, a professor at the School of Architecture and Urban Planning of Tongji University, pointed out that from the perspective of the flow of people and logistics that Pudong's geographical location can bear, there is still a lot of room for improvement in the current existing flow, which needs to be achieved by further enhancing the status of the Oriental Hub in the global pattern.

For example, it does not have a port, and air and land transportation are not developed, but it has made full use of its unique advantages at the crossroads of global north-south transportation and east-west transportation, and has made itself a hub in the world. Today, Dubai's airport is the most prosperous airport in the world, and the UAE is a global logistics hub.

The success is also worth referencing. In the face of strong East Asian competitors such as Shanghai, Busan and Tokyo, it has become the largest shipping center in Asia. Recently, the other side has even been thinking about land transport to connect Singapore and Beijing. People may think, how can anyone ride after more than 20 hours of driving? But everyone ignores the logistics value behind it, once it is opened, it will bring a huge volume of logistics.

Looking back at Shanghai, there is actually no better place in the world than Pudong with a geographical location. Not only can we support the world's circulation, but we also have a huge internal circulation volume to rely on. The two are combined, and the node is Pudong. In this sense, the station of the Eastern Hub can be higher.

Wu Jiang believes that the development of Pudong itself is also expected to take advantage of the Oriental Hub. At present, the radiation scope of the eastern hub can be further expanded, especially the integration of Lujiazui, Zhangjiang and Jinqiao to the north, and Lingang to the south. At the same time, the city service function will be strengthened. Efforts should be made to build the Oriental Hub and its surrounding areas into a highland of urban public services in Shanghai. In this way, people, money, and things from all over the world can be further concentrated.

Tang Zilai, a professor at Tongji University's School of Architecture and Urban Planning, noted that with the construction of the Oriental Hub, the relationship between Pudong and Hongqiao has been continuously discussed. "I think that Pudong and Hongqiao are two wings, and if we want to fly together, we must see the difference between the two wings. A link to the world, a revitalized hinterland. In the future, whether it is through high-speed rail or other forms of transportation, we must do a good job of connecting the two, so as to truly realize the efficient coordination of internal and external dual circulation. ”

Can the end of the city become the center of the world?

Around 2007, with the development of the Hongqiao hub, the Shanghai branch of the China Academy of Urban Planning and Design was established. Dean Sun Juan believes that the internal logic of Hongqiao's development in the past 17 years actually has great reference significance for the construction of today's Oriental Hub, especially in how to balance the relationship between regional logic, transportation logic and urban logic.

She suggested that in today's Yangtze River Delta region, a large number of high-quality products hope to find the international market, and there is an urgent need for a new node to link the outside. The construction of the Oriental Hub should be placed under the industrial system of each city in the Yangtze River Delta, and how to integrate into the innovation chain, industrial chain and supply chain, so as to do things that are more in line with market logic.

Chen Xiaohong, a professor at the School of Traffic and Transportation Engineering of Tongji University, also pointed out that the planning and construction of the Oriental Hub should be viewed under the vision of high-quality economic development. "Serving the new quality of productivity requires that our planning must be flexible in adjustment and inclusive in implementation. It's not that it can't be moved after the drawing, there must be the possibility of accommodating the industry in the future, there is an opportunity to access other ports, and the construction of the oriental hub must be regarded as an economic account. ”

Daniel Zhang, vice president of the Shanghai Development and Reform Research Institute, believes that there should be specific industrial land considerations and layouts in the plan. "At present, the Eastern Hub and its surrounding areas have a foundation in biomedicine, civil aviation, and high-end equipment. It is suggested that we must build a high-level and complex industrial system. Including the need to consider the layout of some future industries, such as new materials, energy storage, synthetic biology, duty-free economy, medical beauty economy, etc.

In addition, Kuang Xiaoming, chief planner of Shanghai Tongji Urban Planning and Design Institute, focused on the construction of Jiangnan and the layout of the cultural tourism industry; Ge Haiying, general manager of Japan Design China Co., Ltd., put forward valuable suggestions on station-city integration and urban activity destinations.
