Recently, the draft of the "Special Plan for the Oriental Hub and Surrounding Areas" compiled by the Shanghai Municipal Bureau of Planning and Natural Resources and the Pudong New Area People's Government has been publicized to the public, and has received enthusiastic responses and widespread attention from all walks of life. According to the planning objectives, the Oriental Hub and its surrounding areas will be built into a new benchmark for international open gateway hubs in the new era, a core carrying area for the implementation of the "Five Centers" construction, and a leading demonstration area for promoting Chinese-style modernization.
The draft of the "Special Plan for the Eastern Hub and Surrounding Areas" was announced on May 14. The expert seminar on "High-quality Development of the Oriental Hub and Surrounding Areas" held on the 15th was hosted by the Pudong New Area Planning and Natural Resources Bureau and undertaken by the Pudong New Area Planning and Design Institute, aiming to discuss the implementation path of the development blueprint of the Oriental Hub based on the pilot of Pudong's comprehensive reform and the construction of the leading area, and also provide new perspectives and perspectives for the implementation of the special plan. The Oriental Hub and its surrounding areas are located in the central part of Pudong, involving Zhuqiao, Chuansha, Huinan, Xuanqiao, Laogang and other towns, with a total area of about 510 square kilometers from Chuanyang River in the north, Hulu Expressway in the west, Dazhi River in the south, and coastline in the east. The region has profound historical and cultural heritage, significant ecological advantages, and complete industrial categories. According to the content of the announcement, the Oriental Hub and the surrounding areas will create a spatial structure of "one center, two axes, two rings, four wings, and nine groups". Among them, in terms of road traffic, the backbone road network will be improved in the future, with a balanced and efficient network, and six expressways in southeast China will be planned, and the possibility of reserving Lingkong Road to be upgraded to an urban expressway will be studied, so as to enhance the regional traffic carrying capacity and form a "five horizontal and six vertical" high-speed road system (including research). 18 main highways/trunk roads are planned to form the main skeleton of regional spatial organization and traffic bearing, mainly serve long-distance traffic in the region, and connect various urban groups.
Professor Chen Xiaohong of the School of Traffic and Transportation Engineering of Tongji University said that the Oriental Hub will bring a major breakthrough to the Pudong Railway, which is not only a transportation function, but more importantly, this transportation function can become an important engine for the redevelopment of Pudong and even Shanghai in the new development process of the mainland. To the west, the hub connects with the entire Shanghai and the Yangtze River Delta; leap north across the Yangtze River; Leap south over Hangzhou Bay; The breakthrough of one river and one bay will bring value to the sustainable development of the entire region.
The planning and construction of the Eastern Hub and the surrounding areas will also bring more opportunities for future development. Daniel Zhang, vice president of the Shanghai Development and Reform Research Institute, believes that in the future, it will not only increase passenger flow, but also help solve the bottleneck in river, sea, land, air and rail combined transportation, promote industrial linkage, promote early implementation and trial, and reflect policy value and policy advantages in the entry and exit of personnel and goods.
