The inclusion of rural land contracting and management rights in the unified registration of real estate is a major measure to implement General Secretary Xi Jinping's important exposition that "Chinese's rice bowl must be firmly held in their hands at all times", practice the great power of cultivated land protection, maintain the stability and long-term stability of rural land contracting relations, and safeguard the property rights and interests of the vast number of farmers.

Since 2022, in accordance with the work requirements of the Ministry of Natural Resources, Shanghai has actively promoted the inclusion of rural land contract management rights in the unified registration of real estate. In June 2023, the Shanghai Municipal Planning and Resources Bureau and the Shanghai Municipal Agriculture and Rural Affairs Committee jointly issued the Work Plan for the Inclusion of Rural Land Contracting and Management Rights in the Unified Registration of Immovable Property in Shanghai, which clarified the overall requirements, work content, schedule and safeguard measures for the inclusion of land contracting and management rights in the unified registration of immovable property in Shanghai.

In the nearly one year since the issuance of the plan, the Municipal Planning and Resources Bureau has repeatedly connected with the municipal and district agricultural and rural departments, the district planning and resources departments, and the pilot towns, and has successively completed and carried out the transfer of land contract management rights data, data access, system testing, business combing, warrant printing, and the establishment of working mechanisms, laying the foundation for promoting the inclusion of rural land contract management rights in the unified registration of real estate. At the same time, Zhuanghang Town, Fengxian District, was selected as the pilot town for the inclusion of rural land contracting and management rights in the city's real estate registration, and the first real estate property right certificate recording land contracting and management rights was issued on May 10, 2024.

On May 15, 2024, the Shanghai Municipal Bureau of Planning and Resources and the Shanghai Municipal Commission of Agriculture and Rural Affairs jointly held a training on the inclusion of rural land contracting and management rights in the unified registration of real estate in the city. The data reception, system operation and pilot situation and on-site Q&A were carried out, marking the comprehensive promotion of the inclusion of rural land contracting and management rights in the unified registration of real estate in Shanghai, and also marking a further step forward in the unified registration of real estate in Shanghai.

In the next step, on the basis of the pilot project, Shanghai will carry out the unified registration of rural land contract management rights into real estate on a regular basis, effectively ensure the registration needs of farmers, and ensure the land elements for rural revitalization.
