What's changing? Let's take a look at the interpretation of the "Notice".

To register for the high school entrance examination, three conditions must be met at the same time

The reporter noted that the "Notice" revised the definition of the scope of "children of migrant workers in other places": the original "non-Guangdong household registration" was adjusted to "non-Huizhou household registration".

The children of migrants must meet three conditions at the same time to register for the high school entrance examination in our city, one is that the children of migrants must obtain a three-year complete student status in our city's junior high school; Second, the father or mother of the relocated child (or other legal guardian, the same below) shall obtain a residence permit in our city before September 1 of the year in which the relocated child enters the first grade of junior high school, and shall endorse it every year during the junior high school period of the relocated child, and hold a valid residence permit when the relocated child registers for the high school entrance examination in our city; Third, the father or mother of the migrant child shall pay the basic endowment insurance and basic medical insurance in our city before September 1 of the year when the migrant child enters the first grade of junior high school, and there is no interruption when the migrant child registers for the high school entrance examination in our city; or the father or mother of the migrant child has paid the basic endowment insurance and basic medical insurance in our city for more than 5 years (including 5 years, the deadline is when the migrant child registers for the high school entrance examination in our city).

The residence permit must be endorsed annually during the child's junior high school years

The "Notice" revised the time limit for the recognition of residence permits: from the original "the father or mother of the relocated child shall obtain the residence permit in our city before May 1 of the year following the year in which the relocated child enters the first grade of junior high school, and hold a valid residence permit on August 31 of the year in which the relocated child graduates from junior high school", adjusted to "the father or mother of the relocated child shall obtain the residence permit in our city before September 1 of the year in which the relocated child enters the first grade of junior high school, and endorse it every year during the junior high school period of the relocated child. and hold a valid residence permit when the relocated children register for the high school entrance examination in our city".

It should be reminded that the father or mother of the child who has received the residence permit in our city must go to the local public security department every year to endorse the residence permit during the child's junior high school to ensure that it does not become invalid.

At present, all counties (districts) in our city have successively released the 2024 admission policy, and some counties (districts) allow the use of residence permit receipt as enrollment voucher. In view of the fact that it takes up to 6 months to apply for a residence permit, in order to do a good job in the policy transition and allow the children who meet the admission requirements of the first day of the 2024 junior high school in our city to successfully participate in the high school entrance examination in our city, for the children who will enter the first year of junior high school with the receipt of the residence permit in 2024, the time for their father or mother to receive the residence permit will be relaxed from before September 1 to before December 31; For the migrant children who will enter the first year of junior high school in 2025 and 2026, the conditions of this "Notice" will be strictly implemented, that is, the father or mother of the migrant children shall obtain a residence permit in our city before September 1 of that year.

The cumulative duration and starting time of social security have been adjusted

The time limit for the recognition of social insurance has also been adjusted: from the original "father or mother of the migrant child has participated in social insurance (including basic endowment insurance and basic medical insurance, the same below) in our city for more than 3 years (including 3 years) (the deadline is August 31 of the year of junior high school graduation of the migrant child); or the father or mother of the migrant child participated in social insurance in our city before May 1 of the following year when the migrant child entered the first grade of junior high school, and there was no interruption when the migrant child registered for the high school entrance examination in our city", which was adjusted to "The father or mother of the migrant child shall pay the basic endowment insurance and basic medical insurance in our city before September 1 of the year when the migrant child enters the first grade of junior high school, and there has been no interruption when the migrant child registers for the high school entrance examination in our city; or the father or mother of the migrant child has paid the basic endowment insurance and basic medical insurance in our city for more than 5 years (including 5 years) (the deadline is when the migrant child registers for the high school entrance examination in our city)".

For candidates with household registration in other provinces who register for the high school entrance examination in our city, according to the relevant requirements and qualification review guidelines for the college entrance examination for the children of migrants in our province, in order to ensure that they can successfully participate in the college entrance examination in our province after taking the high school entrance examination in our city and going to high school, it is required that the father or mother who purchases basic endowment insurance and basic medical insurance (hereinafter referred to as "social security") must be registered in other provinces.

For candidates with household registration in cities inside and outside the province, there is no requirement for the household registration of the father or mother who purchased social security.

For example, Zhang San, Li Si and Wang Wu are non-Huizhou household registration children who will be studying in the first year of junior high school in our city in September 2024, among which student Zhang San is from Hunan, student Li Si is from Hubei, and student Wang Wu is from Heyuan, Guangdong, when they take the high school entrance examination in our city in 2027, when they provide their parents' social security payment vouchers, it will be different.

For Zhang San, a student from Hunan, if his father is from Hunan and his mother is from Sichuan, when providing the social security payment certificate of our city, he can choose the social security payment certificate of either the father or mother; For Li Si, a student from Hubei, if his father is from Heyuan, Guangdong, and his mother is from Hubei, when providing the social security payment voucher in our city, according to the requirement that "the father or mother who purchases the basic endowment insurance and basic medical insurance must be registered in another province", he can only use the proof of his mother from other provinces to pay social security in our city as a identification, and cannot use the social security payment voucher of his father from this province; For Wang Wu, a student from Heyuan, Guangdong, if his father is from Hunan and his mother is from Heyuan, when providing the social security payment certificate of our city, he can choose the social security payment certificate of either the father or mother.

According to the "Notice", the children who do not meet the qualifications for the high school entrance examination in our city or miss the time specified in the registration for the high school entrance examination can apply for secondary vocational and technical schools in our city in accordance with the enrollment and admission policy of secondary vocational and technical schools in Guangdong Province, and in combination with the relevant regulations of secondary vocational and technical schools in our city and the actual admission situation of the school, and the secondary vocational and technical schools will enroll and admit them independently; If you are willing to apply for an ordinary high school, you should contact the education department at the place of your household registration as soon as possible and choose to go back to the place of your household registration to register for the high school entrance examination.

The Notice will come into force on September 1, 2024 and will be valid for 3 years. The "Notice of the Office of the Huizhou Municipal People's Government on Doing a Good Job in Participating in the High School Entrance Examination in Our City after the Children of Migrant Workers Receive Compulsory Education" (Hui Fu Ban [2019] No. 4) shall be repealed at the same time. For the children of migrants who have junior high school status in our city from September 1, 2021 to August 31, 2024 (that is, the junior high school students in our city in 2021, 2022 and 2023), if they choose to take the high school entrance examination in our city, they will still be implemented according to the policy (Huifu Ban [2019] No. 4).
