2024 Xiping County Education System Open Recruitment of High School Teachers

In accordance with the "Regulations on the Personnel Management of Public Institutions" (Order No. 652 of the State Council), the "Interim Provisions on Open Recruitment of Public Institutions" (Order No. 6 of the Ministry of Personnel [2005]) and the Organization Department of the Provincial Party Committee and the Provincial Department of Human Resources and Social Security "Opinions on Further Strengthening and Improving the Open Recruitment of Public Institutions" (Yu Ren She Undertaking [2016] No. 4) and other documents, it has been decided that 83 high school teachers are now openly recruited from the public.

1. Guiding ideology

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the standard of both ability and political integrity and the principle of "openness, equality, competition, and merit", and recruit a group of outstanding talents urgently needed by schools to enrich the county's education team in accordance with interviews, assessments and other procedures, and promote the healthy development of education in our county.

2. Recruitment positions and quotas

42 students from Xiping High School and 41 students from Yangzhuang High School (see Annex 1 for specific recruitment conditions).

3. Recruitment objects and conditions

(1) Persons with the following qualifications can apply for the examination:

1. Have the nationality of the People's Republic of China, support the leadership of the Communist Party of China, love education, be in good health, and abide by the Constitution and laws;

2. Age requirements: under the age of 30 for bachelor's degree (born after May 1, 1994), under the age of 35 for graduate degree or above (born after May 1, 1989);

3. Zhengzhou University, Henan University and "double first-class" construction universities outside the province recruit full-time bachelor's degree or above, Henan Normal University, Xinyang Normal University and a normal college outside the province recruit full-time bachelor's degree or above (physics and chemistry disciplines can be relaxed to the first batch of undergraduate graduates of ordinary colleges and universities or graduates of ordinary higher normal colleges and universities), all of the above do not include post-secondary and vocational colleges;

4. The major is the same or similar to the major of the applied position, and the professional conditions shall be implemented in accordance with the "Catalogue of Undergraduate Majors in Ordinary Colleges and Universities" and "Catalogue of Postgraduate Talent Training" issued by the Ministry of Education and the Academic Degrees Office of the State Council (no requirement for graduates of colleges and universities of 211 and above);

5. Have a high school teacher qualification certificate in the corresponding discipline. Those who have passed the written examination and interview of the teacher qualification examination and have not yet obtained the teacher qualification certificate must provide the "Certificate of Passing the Primary and Secondary School Teacher Qualification Examination" within the validity period; Graduates of colleges and universities of 211 and above who have not yet obtained a teacher qualification certificate shall be given one year of examination time, and those who have not passed the examination after one year shall be disqualified from open recruitment and employment;

6. Other qualifications required for the position.

(2) Those who have any of the following circumstances shall not apply for the examination:

1. Those who have previously received criminal punishment, re-education through labor, or juvenile corrections for crimes;

2. Persons whose criminal punishment period has not yet expired or who are under investigation for suspected crimes;

3. Personnel who have not been released from Party discipline or government discipline or are currently undergoing disciplinary review;

4. Persons who have been found to have committed fraud or other serious violations of recruitment discipline in the recruitment of civil servants or public recruitment examinations of public institutions, as well as those who have been punished or have taken make-up examinations during their studies at colleges and universities;

5. The in-service personnel of public institutions in Xiping County and the "51111 Project", "369 Talent Project", order orientation students, "three branches and one support" college students, special post teachers, etc.;

6. Non-fresh graduates who are studying in full-time colleges and universities are not allowed to apply for the examination with the academic qualifications they have obtained;

7. Judgment defaulters;

8. Personnel who are not allowed to apply for employment in public institutions as otherwise stipulated by the state and province.

4. Recruitment Procedures

(1) Information release

At the same time, the recruitment information was released on the website of Henan Normal University, Zhumadian Talent Information Network, and the WeChat public account of Xiping Human Society.

(2) Registration and qualification review

1. Time and method of registration

(1) Registration time: 8 a.m. to 11 a.m. on May 18, 2024.

(2) Registration location: Recruitment hall on the first floor of Zhiyuan Building, Henan Normal University.

(3) Registration method: on-site registration.

Applicants can only choose one position, and they need to provide their ID cards, graduation certificates (2024 fresh graduates submit the student status certification of the school information network), the original and a copy of the above certificates of the teacher qualification certificate, and 3 1-inch color photos of my recent frontal bareheaded and bottom, and fill in the "2024 Xiping County Education System Open Recruitment High School Teacher Registration Form" (Annex 2). Those who do not have complete registration materials will be deemed to have automatically given up their registration qualifications and will not be notified separately.

2. Examination of qualifications

Qualification review throughout the whole process of recruitment, candidates sign a letter of commitment to integrity during the interview, while establishing a file of integrity, where it is found that the candidates do not meet the qualifications required by the position to be hired and provide false materials and cheating in the examination, cancel their employment qualifications, and are not allowed to apply for various recruitment examinations organized by Xiping County within five years, and all the consequences arising from the candidates themselves shall be borne.

(3) Matters related to the examination

This recruitment will no longer conduct written examinations, combined with the characteristics of teaching, directly in the form of interview teaching, and the time and place of interview teaching will be notified separately.

The interview lecture will be conducted in the current textbook (see Appendix 3 for the textbook version) and then draw a micro-class (the lecture time shall not exceed 10 minutes) consistent with the reported subject, which mainly examines the candidates' education, teaching knowledge and adaptability, logical thinking ability, language expression ability, classroom organization ability and appearance. The maximum score for the interview is 100 points.

In accordance with the provisions of the "Henan Provincial Public Institutions Open Recruitment Work Regulations", the ratio of the number of applicants to the number of people to be recruited does not reach 3:1 for the position, and if it is not competitive, it must reach the average score of the interview and teaching personnel in the same discipline or the same examination room, and if it does not reach the average score of the interview and teaching in the same discipline or the same examination room, it cannot enter the next recruitment link.

(4) Others

In case of irresistible natural disasters and other special factors, if the open recruitment cannot be carried out at the specified time, notice will be given. Candidates are advised to keep their phones open and pay attention to the relevant information posted on the recruitment website at any time.

5. Physical examination and inspection

According to the ratio of 1:1 of the number of positions to be recruited, the personnel participating in the physical examination shall be determined according to the interview and teaching results from high to low scores (if the results of the last proposed position are tied, additional tests will be organized separately, and the higher scores will be determined as the physical examination objects). The physical examination standards shall be implemented in accordance with the relevant provisions of the Physical Examination Standards for Applicants for Teacher Qualifications in Henan Province (Revised in 2017). The time and place of the physical examination will be notified separately.

Those who fail to pass the physical examination shall be re-examined in accordance with the relevant provisions of the physical examination. The re-examination can only be carried out once, and the results of the physical examination are subject to the conclusion of the re-examination.

Those who have passed the physical examination are candidates for inspection, and the inspection objects need to submit their files on time, and those who do not submit their files on time will be deemed to have given up automatically.

If there is a vacancy caused by factors such as automatic abandonment or failure to pass the physical examination, it will be filled at one time according to the test results from high to low scores.

The employer and the competent department are responsible for the implementation of the inspection, mainly to examine the candidate's political ideology, moral character, ability and quality, actual performance, compliance with discipline and law, integrity and self-discipline, and whether it is necessary to recuse and other aspects; Strictly review the personnel files, and those who do not meet the application conditions will be disqualified after verification.

6. Publicity and employment

Those who pass the inspection will be determined as the candidates to be hired, and they will be publicized for 7 working days. The problems reflected during the publicity period will be carefully investigated and verified by the 2024 Xiping County Education System Open Recruitment High School Teacher Leading Group Office, and properly handled.

For the personnel to be hired who have no objection to the publicity, after review, the employer shall fill in the "Record Form for Public Recruitment of Personnel in Public Institutions" and go through the relevant formalities. The employer shall sign an employment contract with the newly hired personnel in a timely manner, and the service period shall be 5 years. The probationary period system shall be implemented for newly hired personnel, and the salary and benefits during the probation period shall be implemented in accordance with the relevant regulations, and the probationary period shall be included in the contract period. Personnel who have passed the assessment at the end of the probation period shall determine the post level and enjoy the wages and benefits stipulated by the state. Termination of employment contract if it is not qualified.
