The "red house" in Lao Zhang's mouth is the second "home" of the fishing boat. On February 22, 2022, the Linhai Fishery Management Service Center was officially established, which took the lead in the province to bring together grassroots law enforcement squadrons, fishery cooperatives, fishing port management stations, fishery associations, mutual insurance associations, and provincial-level illegal fishing vessel arrest stations, effectively integrating resources, creating a comprehensive fishing vessel management system of "one-stop fishery service" and "integrated fishing vessel management", and opening up the "last mile" of fishing vessel service and safety management.
At present, the center has realized the "one-stop" handling of 23 businesses such as certification, annual examination, insurance application, and claim settlement, with a total of more than 5,000 businesses; Handled 58 fishing vessels returning to the port for shelter, and coordinated and solved 12 blocking problems such as the control of fishing vessels from other provinces and the control of regulated vessels.

"This selection activity is an effective starting point for us to do a good job in the management of safe fishing grounds at sea, the prevention, control and resolution of fishery disputes, and promote the safety production of fishing vessels from 'passive supervision' to 'boat boss taking the initiative to be safe' through evaluation and material incentives." How to effectively manage "maritime contradictions"? In addition to the "mediation demonstration ship" maritime rapid processing mechanism, there is also a "land Internet +" empowerment and resolution model. On the edge of the fishing port, the Linhai Fishery Management Service Center and the Municipal People's Court have set up a shared court to carry out online mediation, online case filing, online litigation, remote court trial and other services for fishermen. Every year, during the fishing moratorium, the trial of illegal fishing cases during the fishing ban period will be broadcast live here, and online legal popularization will be carried out for fishermen's representatives.
In addition, the group also learned that the Linhai Fishery Association has set up a public legal service station here, inviting judges and lawyers from the Ningbo Maritime Court to provide free legal advice and public interest mediation services to fishermen. At present, the shared court has mediated a total of 455 conflicts and disputes, with a 100% success rate of mediation.
