The safety of fishing areas, fishing boats, and fishermen has always deeply affected the heart of Xinxiang Xianxia Yongxiang.
In recent years, the United Front Work Department of the Daishan County Party Committee has relied on the strength of new villagers in the county to continuously optimize the conflict and dispute resolution mode and extend land mediation to the sea. Under the leadership of Xia Yongxiang, the Daishan County Fish-Man Sea-Land Linkage Governance Practice Base came into being. Recently, the base was awarded the 2023 Provincial Five-Star "Township Sages Help Township Prosperity" Concentric and Common Prosperity Practice Base.
It is reported that the base relies on the Daishan County Fishman Fishery Professional Cooperative, with a conflict mediation center, a fishery command center, a fishman service center and other functional blocks, through sea and land linkage, regional cooperation and classified mediation, accurate service fishery mediation, fishery crew labor disputes and other problems, continue to deepen the experience of Fengqiao on the sea, and form a new governance model of "sea and land linkage" with island characteristics.
Fishing vessel safety inspection before going out to sea
"The cabin is flooding, the water speed is very fast, and it needs to be rescued!" One evening in April last year, the fishery command center of the Daishan County Fish-Man Sea-Land Linkage Management Practice Base rang a rapid bell, followed by an urgent cry for help. Time is of the essence, and at night, when the temperature plummets and the line of sight is limited, rescue becomes a race against time. "The Zhedaiyu 11679 ship was in urgent need of rescue when a large number of water entered the cabin during operation. "The duty officer of the base immediately dispatched the boat No. 03308 of Zhedai Fishing Transport with the same grid to the rescue. Soon, the 8 crew members of the Zhedaiyu 11679 ship were transferred safely in time.
The precise supervision of fishing vessels at sea benefits from the three-dimensional management model constructed by the innovative sea-land grid management system of the Daishan County Fish-Man Sea-Land Linkage Governance Practice Base. "We have adopted the area-based management method to divide the 193 fishing vessels of the 'Daishan County Fish-Man Fishery Professional Cooperative' into 30 groups and 8 offshore grids, and implemented the mode of mutual assistance in distress for marine production. Xia Yongxiang said that at the same time, relying on township united front cadres, courts, hospitals, police stations and other groups, they will play a role in fishery safety production, resolve contradictions and disputes, and rescue and disaster relief, and form a group development model.
It is reported that last year, relying on the base, more than 30 times of mutual assistance at sea were carried out, and more than 1,000 yuan of economic losses were recovered.
Maritime dispute mediation
When fishing at sea, there are often conflicts between fishermen due to the entanglement of nets and the competition for fishing areas during operations. If not handled properly, it is likely to lead to greater disputes.
In terms of improving the maritime grid service system, Daishan integrates the island's characteristic mediation resources, takes the fish-man sea-land linkage governance practice base as the carrier, and selects the "red sailing boat" with a large number of Xinxiang sages as the grid lead ship, among which the capable and authoritative Xinxiang Xian ship boss is selected as the marshalling team leader and grid leader, equipped with conflict mediators, grid information officers and other functional grid members, and implements the conflict mediation work, so that "the contradiction does not go out of the grid and does not hand over".

Relying on the strength of "Xinxiangxian at sea", the base also organized Xinxiangxian to become a grid member of the base, contacted the "Maritime Sharing Court" and "Uncle at Sea" Xiangxian mediation room, and established the Xinxiangxian Fisherwoman Volunteer Team to provide fishermen with precise services such as maritime fishery mediation, loan coordination, and fishery crew labor dispute mediation, so as to improve the ability to resolve conflicts and disputes.
In addition, the Daishan County Fishman Sea-Land Linkage Management Practice Base has also innovated and established a management method for captains' violations of rules and regulations, severely cracked down on illegal activities such as over-wind navigation, overloaded operations, and illegal fishing of fishing vessels, and further standardized the management of floating population at sea.
Open fishing
At present, the cooperative has more than 200 fishing boats and more than 2,300 fishermen. The large number of fishing vessels, the variety of types of operations, and the strong mobility of non-local labor have brought great challenges to the management work. Xia Yongxiang said that Daishan County Fishman Sea and Land Linkage Governance Practice Base has handed over a beautiful report card: in recent years, it has participated in the handling of more than 80 fishery disputes, involving an amount of more than 2,300 yuan, and all the large and small contradictions have been resolved at the cooperative level, and a beautiful answer sheet has been handed over for the practice of the "Fengqiao experience" at sea.
