1. New regulations are implemented for SUVs in federal venture capital immigration projects

Immigration Canada will implement new rules for the federal Start-up visa program from April 30, IRCC will encourage designated venture capital firms, angel investment groups and business incubators to focus on the most promising proposals, and the number of such immigration applications accepted by IRCC each year will be further reduced.

Specific reforms include:

1. Limit the number of permanent residency applications, and the Department of Immigration will process no more than 10 start-ups per designated organization per year;

2. Priority will be given to start-ups supported by Canadian Capital or Canadian Technology Network member business incubators, including already submitted applications and newly submitted applications.

In order to be eligible to apply for the SUV program, a foreign entrepreneur must be supported by a commitment from a designated venture capital fund ($200,000 investment), an angel investment group ($75,000 investment), or a business incubator (accepting their incubation program). All immigration applications in the Venture Capital and Angel Investor subcategories will be prioritized, as will any applications supported by business incubators with an investment of at least $75,000.

2. Suspend federal self-employed immigration

Immigration Canada also announced a complete suspension of applications from the federal self-employed from April 30, 2024, focusing on processing inventory applications. Federal self-employed immigrants are a way to provide Canadian permanent residence status to people with extensive experience in the arts, culture, recreation, or athletics. Due to the high number of applications submitted for the project, the processing time has been extended to more than four years, so during the suspension period, IRCC will continue to complete the backlog of applications while also making evaluation reforms for the project.

Immigration Canada said it is suspending federal self-employed immigration applications until the end of 2026. IRCC will be able to reduce backlogs and shorten wait times while continuing to welcome the talented, innovative and entrepreneurial newcomers that Canada needs to drive economic growth.

Both SUV projects and federal self-employment fall under the "Federal Business" category. "Expedited processing of applications is critical to the success of entrepreneurs coming to Canada through the Federal Business Plan," said the Minister of Immigration. These necessary new regulations will result in faster processing times, and we look forward to further reforms to make these programs more sustainable and effective in the long run. ”
