In November 2018, the General Office of the Ministry of Education promulgated the Notice on Carrying out the Special Action to Clean Up the "Only Papers, Only Hats, Only Professional Titles, Only Academic Qualifications, and Only Awards", marking the official launch of the reform of "breaking the five only" in mainland universities. Since then, a series of documents aimed at promoting the "breaking of the five onlys" have been published one after another. In 2024, Huai Jinpeng, CCF Fellow, Academician of the Chinese Academy of Sciences, Secretary of the Party Leadership Group and Minister of the Ministry of Education, pointed out in a public document that he will be committed to promoting the profound and systematic reform of education, further deepening the reform of the evaluation system of science and technology and talents in colleges and universities, and establishing a recognition mechanism for landmark achievements.
In the course of five years of development, the reform of "breaking the five onlys" has achieved remarkable results in the field of higher education in mainland China, and departments and universities at all levels have issued a series of policies to promote the transformation of the evaluation system from a single "five only" standard to a diversified evaluation index and classification evaluation system. However, there are also many problems in the reform process, such as formalism and poor implementation of evaluation indicators. The idea of the construction of a new evaluation system is still not perfect; The content of the evaluation is overly diversified and lacks a people-oriented orientation.
