Recently, the General Office of the Ministry of Natural Resources issued the "Guidelines for Resilient Urban Planning and Land Policy with Complex Functions of Flat and Emergency Functions", as the second policy guidelines for territorial spatial planning issued to implement the requirements of the "National Territorial Spatial Planning Outline (2021-2035)", which will play an important guiding role in the formulation of corresponding policies by local governments. The guidelines require that investigation and evaluation be carried out, and that the application scenarios and spatial carriers of "level-emergency dual-use" should be comprehensively sorted out, the guidelines for resilient urban planning with the combination of level-emergency functions, the requirements of the combination of level-emergency functions should be incorporated into the territorial spatial planning system, the policy guarantee for the implementation of "level-emergency dual-use" public infrastructure projects should be improved, and the supervision of planning implementation should be strengthened.
