(1) Energy efficiency has been greatly improved, and high-quality development has been vigorously promoted. Since the "14th Five-Year Plan", the city's energy consumption per unit of GDP has decreased by 9.3% from 2021 to 2023 on the basis of a 14.24% decrease in the "13th Five-Year Plan", exceeding the target progress issued by the provincial government, ranking first in the province in terms of energy efficiency, effectively alleviating the contradiction between energy supply and demand, laying a solid foundation for a good start of carbon peak and carbon neutrality, and continuously improving the quality and efficiency of economic and social development.

(2) Strict energy-saving review of fixed asset investment projects, and strict control of energy consumption sources. Strictly implement the new version of the "Sichuan Provincial Measures for Energy Conservation Review of Fixed Asset Investment Projects", and strengthen the supervision of energy conservation review during and after the event. Establish a closed-loop management mechanism of "pre-assessment of energy consumption before attraction + energy-saving review before construction + energy-saving acceptance after completion + energy-saving supervision after commissioning" for fixed asset investment projects, and strictly control the energy consumption increment of the project. The city carries out energy budget management, fully demonstrates the necessity and feasibility of project compliance for the projects launched, strictly controls the blind development of "two high and one low" projects, and comprehensively carries out special investigations of "two high and one low" projects. (3) Accelerate the elimination of backward production capacity and promote the optimization of industrial structure. Since the "14th Five-Year Plan", in strict accordance with the "Industrial Structure Adjustment Catalogue", we have continued to resolutely eliminate backward production capacity, completed the orderly withdrawal of backward production capacity of 54 enterprises in building materials, casting, papermaking, chemical and other industries, and saved about 110,000 tons of standard coal and reduced carbon dioxide emissions by about 900,000 tons, providing important support for the continuous improvement of the city's ecological environment and freeing up the necessary resource space and environmental capacity for the construction of a new industrialization system. We will continue to resolutely ban "scattered and polluted" enterprises that violate laws and regulations, and complete the cleanup and rectification of more than 16,000 "scattered and polluted" industrial enterprises in accordance with the rectification principle of "rectifying and standardizing a batch, transferring a batch to the park, and closing a batch in accordance with the law". We continued to phase out coal-fired boilers and transform them into clean energy, and completed the phase-out and clean energy transformation of 1,876 coal-fired boilers, saving more than 1 million tons of standard coal and reducing sulfur dioxide emissions by about 8,500 tons.

The first is to organize and carry out large-scale energy-using equipment renovation and transformation. The "Notice on Further Accelerating the Energy-saving and Carbon-Reduction Renewal and Transformation of Products and Equipment in the Industrial Field" was issued, and based on the "Advanced Level of Energy Efficiency, Energy Conservation Level and Access Level of Key Energy-using Products and Equipment (2024 Edition)" and the current mandatory national standards for energy efficiency, the key energy-using equipment in the industrial field was carried out on the basis of the "Advanced Level of Energy Efficiency, Energy Saving Level and Access Level (2024 Edition)" and the current mandatory national standards for energy efficiency. In view of the production process of the enterprise, key energy-using equipment and public auxiliary facilities, waste heat and pressure and other residual energy utilization, energy management system construction, etc., the organization carried out industrial energy-saving diagnosis services for 260 enterprises, helped enterprises find more than 1,000 shortcomings in energy conservation, put forward more than 1,500 energy-saving transformation measures in technology, equipment, management, etc., and proposed replicable and easy-to-promote solutions for energy conservation and carbon reduction for industrial enterprises. Fourth, strengthen the energy-saving management of key energy-using enterprises. Promote key energy-using enterprises to strengthen the information management of energy consumption, and organize 86 enterprises to build an online monitoring system for energy consumption. In line with the "Energy Management System Requirements and Use Guidelines", more than 50 key energy-using enterprises have been guided to obtain national energy management system certification. In the first three years of the "14th Five-Year Plan", the energy consumption of the added value of industrial units above designated size in the city decreased by 14.6%, which is equivalent to saving 300,000 tons of standard coal, and the "14th Five-Year Plan" target was completed two years ahead of schedule.

2. Non-industrial field. In the field of construction, vigorously develop green buildings, promulgated the "Chengdu Green Building Promotion Regulations", improve the whole chain management mechanism of green buildings, the city's new urban buildings accounted for 95.7% of the green construction area, and two projects won the "National Green Building Innovation Award". Establish an information system for monitoring energy consumption of public buildings in Chengdu to realize the digital management of building energy consumption. The near-zero energy consumption building of China Construction Binhu Design Headquarters and the ultra-low energy consumption building of Yueyue Imperial Mansion have been completed, and a total of 1.51 million square meters of energy-saving renovation of existing buildings have been completed, promoting a significant improvement in building energy efficiency. In the field of transportation, we continued to optimize the transportation structure, promoted the integrated development of "rail + bus + slow traffic" green transportation, created a green travel platform for "carbon-friendly transportation", set up a "green and low-carbon travel day", promoted a total of 698,000 new energy vehicles, and eliminated 254,100 old vehicles with emission standards of China III and below, and was selected as a low-carbon model unit of urban transportation in the "2022-2023" by the China Urban Public Transport Association. In the field of public institutions, we will actively carry out the creation of energy-saving institutions, implement energy-saving technological transformations such as photovoltaics and existing building envelopes, give priority to the procurement of energy-saving products and equipment, and give full play to the demonstration and leading role of public institutions in energy conservation and consumption reduction in the whole society.

(5) Strengthen the demonstration and guidance of green energy-saving enterprises and accelerate the promotion of advanced technologies.

Since the "14th Five-Year Plan", with the promotion of the construction of green manufacturing system as the starting point, a total of 174 comprehensive demonstration enterprises represented by green factories have been cultivated, and individual demonstration enterprises have been accelerated in subdivisions such as energy conservation, water conservation, and comprehensive utilization of resources. guide five parks, including the Green Automobile Industrial Park and Jintang Industrial Park in the Chengdu Economic and Technological Development Zone, to be included in the pilot construction of near-zero carbon emission parks in Sichuan Province; Organize 2 parks including Chang'an Vein Industrial Park - Chengdu Environment Group Environmental Protection Park, and 3 enterprises including FAW Toyota Motor (Chengdu) Co., Ltd. to successfully create municipal-level near-zero carbon emission pilot parks (enterprises), leading and driving the industry-wide benchmarking and upgrading, digging deep into the potential of energy and resource conservation from the whole industrial process, and promoting the green development of the manufacturing industry from point to area and gradually covering. Nearly 30 energy-saving technology products have been included in the promotion catalogue of green and low-carbon technology products in Sichuan and Chongqing, and the city's green energy-saving and low-carbon technology support has been continuously consolidated.

(6) Improve the energy conservation system and strictly enforce the constraints of energy conservation supervision and law enforcement.

The "14th Five-Year Plan for Energy Conservation and Consumption Reduction in Chengdu" and the "14th Five-Year Plan" for the Energy Conservation Target Responsibility Evaluation and Assessment Implementation Plan of the People's Governments of All Districts (Cities) and Counties have been promulgated, and the energy-saving target responsibility system has been established and continuously improved. Since the "14th Five-Year Plan", combined with the national and provincial annual energy-saving supervision requirements, a total of 540 enterprises in steel, cement, chemical, electronic information, data centers and other industries have been organized to carry out special energy-saving supervision such as energy consumption limits and energy consumption of industrial furnaces and kilns, so as to promote the quality and efficiency of enterprises.
