II. Basic Principles
(1) Adhere to the government's overall planning, and implement the enrollment work in the compulsory education stage as the responsibility of the government.

(3) Persist in being free of examinations, make overall plans and coordination, and ensure that every eligible school-age child and teenager in Fangshan District receives compulsory education on an equal footing.

3. Admission requirements and methods
Actively and steadily promote the enrollment method that focuses on enrollment and combines single-school zoning and multi-school zoning. In schools and areas where enrollment pressure is concentrated and places are tight, on the basis of factors such as the supply of school places, household registration, real estate, and years of residence, the source of students is scientifically and rationally allocated through computerized allocation, and every school-age child and teenager is guaranteed to receive compulsory education in accordance with the law.
(1) The city's household registration school-age children and teenagers are enrolled
1. All school-age children who have reached the age of 6 (born before August 31, 2018) must participate in the collection of school-age population information, and in accordance with the school service scope delineated by the District Education Commission, the legal guardian shall go through the enrollment procedures at the school corresponding to the place of household registration or the actual residence of the family (with the "Housing Ownership Certificate" or "Real Estate Ownership Certificate") with the family household registration booklet.
For families without housing with household registration in other districts of the city, whose legal guardians have worked and lived in Fangshan District for a long time, who meet the conditions of renting housing alone in Fangshan District for more than 3 consecutive years and actually living in Fangshan District and registering and filing on the housing rental supervision platform, and where one of the legal guardians has been legally and stably employed in Fangshan District for more than 3 years, their school-age children may receive compulsory education in Fangshan District. According to the location of the leased land, the higher-level education administrative department of the school where the leased place is located shall coordinate and resolve the issue according to the degree situation within the jurisdiction.
2. Students who have completed primary school education shall continue to receive and complete compulsory education by their legal guardians with the family household registration booklet in the corresponding school at the place of household registration or the actual residence of the family (with the "House Ownership Certificate" or "Real Estate Ownership Certificate") in accordance with the school service scope delineated by the District Education Commission.
3. Strengthen the linkage of departments, the District Education Commission will work with relevant departments to jointly verify the conditions of the city's household registration without housing, legal and stable work and actual residence, and those who do not meet the actual living conditions of the aisle house, garage room, empty household, etc., shall not be used as admission qualifications.
(2) School-age children and teenagers who are treated according to the city's household registration are enrolled in school. The children of Taiwan compatriots recognized by the District Taiwan Affairs Office, the children of overseas Chinese recognized by the District Overseas Chinese Affairs Department, the children of postdoctoral researchers in Beijing recognized by the state or the Beijing Municipal Postdoctoral Management Department, the children of active military personnel who meet the requirements for settling in Beijing with the army and are going through the formalities of joining the army, and school-age children and teenagers whose parents have a household registration in Beijing or hold a "Beijing Work and Residence Permit" shall be treated according to the household registration of the city, and according to the actual residence of the family (with the "House Ownership Certificate" or "Real Estate Ownership Certificate") Enrollment procedures shall be carried out in accordance with the scope of school services delineated by the District Education Commission.
(3) Enrollment of school-age children and adolescents who are not registered in the city. For school-age children and teenagers who are not registered in Fangshan and need to receive compulsory education in Fangshan District because their parents or other legal guardians work or live in Fangshan District, their parents or other legal guardians shall bring their employment materials in Beijing, materials of their actual residence in Fangshan District, household registration booklet of the whole family, Beijing residence permit and other materials to the township (street) where their place of residence is located to participate in the examination of enrollment qualifications. After passing the examination, go to the school determined by the township (street) where the place of residence is located; if the school has difficulties in accepting it, the township (street) shall report to the district education committee for coordination and resolution.
Each township (street) government shall, in accordance with the requirements of relevant documents, formulate and publish implementation rules in light of actual conditions, establish a joint review mechanism and a daily joint review mechanism for school-age children and adolescents who are not registered in the city to receive compulsory education, actively and steadily do a good job in the review of materials for the entire school period of compulsory education, and truly safeguard the lawful rights and interests of school-age children and adolescents receiving compulsory education.
(4) Children and adolescents with disabilities are given priority in enrolling in school within the scope of services under the same conditions.
(5) All children of talents introduced by the people's governments at or above the district level shall be enrolled in schools, standardize management, strictly examine and approve, and shall be coordinated and resolved by the District Education Commission in accordance with relevant regulations.
(6) Children of martyrs, Taiwanese students, children of overseas Chinese, children of servicemen on active duty, and children of national model workers are to be cared for under the same conditions in accordance with relevant provisions.
(7) Continue to implement the policy of only providing one compulsory education enrollment degree within six years in some schools in Changyang, Gongchen, Xilu and other townships (streets) (except in line with the national birth policy).
Fourth, the work requirements
(1) Implement plan management. Compulsory education enrollment plan management, each school to strengthen the enrollment demand forward-looking forecast, according to the number of school-age population, the number of primary school graduates and the scale of primary and secondary schools within the scope of the enrollment plan, by the district education commission review and report to the municipal education commission for the record. Schools are not allowed to adjust their plans without approval.
(2) Standardize the enrollment management of private schools. (4) Eliminate illegal operations. All primary and secondary schools must carry out enrollment and enrollment work in strict accordance with the time and procedures uniformly prescribed by the District Education Commission. It is strictly forbidden to use examination results, various competition certificates, training competition results, examination certificates, etc. as the basis for enrollment.
