Guidelines for Compulsory Education Admissions
In order to do a good job in the application for admission in the fall of 2024 in the compulsory education stage of private primary and secondary schools in Songshan Lake Park (hereinafter referred to as the park), standardize the work process, and improve the service level, the 2024 Songshan Lake Private School Admission Application Guide is hereby formulated.
One
Enrollment target
(1) The first grade of primary school: school-age children who are at least 6 years old (i.e., born on or before August 31, 2018) and do not have school registration information in the national primary and secondary school student registration information management system;
Non-starting grade of primary school: The entry age of the corresponding grade must be met on the basis of the starting entry age.
(2) The first grade of junior high school: primary school graduates who have normal student status in the national primary and secondary school student registration information management system;
Non-starting grade of junior high school: It should be connected to the original grade.
Compulsory education schools do not implement a system of repeating grades. For school-age children and adolescents who truly need to postpone enrollment or suspend school due to their physical condition, their parents or other legal guardians shall submit an application to the education department of the park or town (street) where they are located in accordance with regulations, and the education department shall postpone enrollment for one year after review and approval.
Two
Enrollment conditions
Eligible children and adolescents of school-age with household registration and children and adolescents of non-household registration age who meet the requirements.
(1) School-age children and teenagers with household registration: can directly apply for private schools;
(2) Non-registered school-age children and teenagers: Implement the policy of enrolling children of migrants with residence permits as the main basis, and non-registered school-age children and teenagers may choose one parent or other legal guardian (hereinafter referred to as "guardians") to apply for private schools in accordance with regulations. Thereinto:
If the guardian is registered in Dongguan City, he can directly apply for a private school;
If the guardian is not registered in Dongguan City within the territory of China, he or she must hold a valid "Residence Permit of Guangdong Province" (including electronic residence permit) in this city;
If the guardian is registered in Hong Kong and Macao, he or she must hold a valid Residence Permit for Hong Kong and Macao Residents in this city;
If the guardian is registered in Taiwan, he or she must hold a valid "Residence Permit for Taiwan Residents" or a five-year "Mainland Travel Permit for Taiwan Residents" in this city.
If the guardian is a foreign national, he or she must hold a valid passport, visa or residence permit.
For non-registered school-age children and teenagers whose parents actually reside or work in the city, and are temporarily unable to provide the above-mentioned valid documents due to special circumstances, their parents may apply for admission to private schools that still have remaining places during the enrollment supplement stage after their parents have completed a valid residence registration in the city, provided proof of residence or employment in the city (including but not limited to social security lists, tax lists, or real estate certificates, etc.), and signed a letter of commitment for a replacement residence permit. Such school-age children and teenagers also need to register online on the enrollment platform, but they cannot fill in the volunteer online.

Application process and required documents
(1) The first grade of primary school and the first grade of junior high school
Apply for registration on the "Dongguan Compulsory Education Stage School Unified Enrollment Platform".

2. Preliminary review of materials
(1) Preliminary examination. The municipal platform will announce the results of the preliminary examination on May 29, 2024, and the parents of students will log in to the enrollment platform to inquire and "confirm" the results of the preliminary examination online. After the "online confirmation" of the preliminary examination results, parents can no longer modify or review the registration information and preliminary examination results, and parents are requested to confirm that the preliminary examination results are correct before filling in the voluntary application.
(2) Review. The review time of the preliminary review results: 9:30 on May 29, 2024 - 17:30 on June 5, 2024. Parents of students who fail to pass the preliminary examination or have objections to the results of the preliminary examination and the results of the points should submit a review within the specified time according to the review guidelines, and after the review is passed, they must complete the voluntary application before the end of the voluntary filling time.
3. Volunteer to fill in
Filling time: 9:30 on May 29, 2024 - 17:30 on June 7, 2024.
Parents of students must complete the application within the specified time after "online confirmation" of the results of the preliminary examination
Willing to fill in. During the volunteer filling period, the volunteer filling can be modified multiple times, and after the volunteer filling time is over, the enrollment platform will be automatically closed and no longer accept volunteer modification and supplementation.
Each student can apply for no more than 3 private schools. According to the number of external students enrolled in each private school, combined with the order of the students' volunteers, the students will be admitted through computer allocation. Parents of students must carefully read the enrollment brochure of each private school before filling in the private school volunteers, fully understand the private school running conditions, school characteristics, enrollment plans, fee standards, day accommodation arrangements, school bus pick-up and drop-off, etc., and then reasonably fill in the volunteers.
4. Announcement of admission results
On July 3, 2024, the Municipal Education Bureau will conduct the computer-based allocation of admission to all private compulsory education schools. After the computer allocation, the allocation results will be announced on the spot, and the parents of the students can log in to the admissions platform to check the admission results.
5. Registration and payment
(1) Student registration and payment. According to the admission results on the enrollment platform, the parents of the students will choose 1 of the schools with all the admission results from July 6 to 8, 2024 to register and pay the fees (including "direct admission" and "long-child co-school admission" to admit students). The specific registration and payment time and requirements of each school are subject to the school registration instructions. Applicants who fail to register and pay the fee within the time limit will be deemed to have automatically given up their admission qualifications.
(2) Confirmation of school registration. When registering and paying the fee, parents must click on the "registration code" of the registered school on the enrollment platform, and after the registered school receives the "registration code" of the student on the enrollment platform, they must log in to the enrollment platform before 17:30 on July 9, 2024 to "confirm the registration" of the registered students.
(3) The enrollment platform implements duplicate check management, and applicants who have been "registered and confirmed" by the school cannot register or supplement to other schools.
6. The first round of supplementary recording
(1) Supplementary schools. It is applicable to private schools that have been fully enrolled according to the enrollment plan on 3 July 2024 and need to make up the admission after registration due to some students giving up the admission results.
(2) Objects of supplementation. It is applicable to "twin/multiple students who apply for degree transfer", "students who have applied for admission to the same school but have not been admitted", "students who have filled in the private school but have not been admitted to any private school".
Students who have been registered in a public or private school, who have been admitted to a private school but have not registered within the time limit (except for students with twin/multiple births, and students who have applied to the same school but have not been admitted)" and "have not registered on the enrollment platform" are not eligible for the first round of supplementary registration.
(3) Supplementary Recording Plan. The list of private schools and the number of supplementary admission plans will be announced before July 12, 2024.
(4) Publish the results of the supplement. The results will be announced before July 12, 2024, and parents can log in to the admissions platform to view the results.
(5) Supplemental Recording Method. If there are any remaining places after the adjustment is completed, they will be supplemented according to the list of students who have not been admitted to the private school, until the quota is full; if there are still remaining places after the arrangement of "long-child co-school", the "allocation number" and "start code" generated by the computer allocation site on July 3, 2024 will be used and admission methods, according to the remaining number of private schools, as well as the private school preferences and order originally filled in by the supplementary students, the Municipal Education Bureau will uniformly postpone the supplementary records.
(6) Degree adjustment method for twin/multiple students. If the twin/multiple siblings are not admitted to the same school after the computer allocation of the private school, they can log in to the "Double/Multiple Degree Adjustment" column of the enrollment platform before 15:00 on July 3, 2024 to 17:30 on July 4, 2024 to submit an application and upload supporting materials (guardian's household registration book, twin/multiple student's household registration book and birth certificate, etc.), which will be automatically adjusted by the enrollment platform after being reviewed and approved by the local education department. Among them, if both twins/multiple babies are admitted to the school, the enrollment platform will automatically transfer the twin/multiple parents who are admitted later to the school of the first choice; if only one of the twins/multiple twins has an admission school, the party without admission results will be automatically transferred to the party with the admission school; if the twins/multiple babies have no admission results, their parents will contact the private school for the second round of supplementary admission. If the order of twin/multiple siblings is inconsistent between private volunteers and private volunteers, the adjustment will not be accepted.
(7) Registration fee. July 13-15, 2024, subject to the notice of the supplementary school.
7. Second round of supplementary recording
Private schools with remaining places will be announced to the public after being reviewed by the education department of the park (including the supplementary enrollment plan and supplementary requirements, etc.), and the schools with remaining places will give priority to solving the supplementary application for students who have not been admitted, such as "direct admission", "twin transfer", "co-school enrollment of the elderly and children" or "living in the town street". When accepting students who are eligible for supplementation, private schools must first check the qualifications of students and guardians for supplementation, and log in to the enrollment platform to conduct "registration and duplicate checking". Elementary school graduates who have not graduated in the city shall be provided with a school registration card. After receiving the admission, the private school shall upload the relevant admission data to the enrollment platform before August 31, 2024.
(2) Other grades
Contact the private school on its own, and the private school will determine whether it can accept it. Private schools shall, within the approved scale of schooling, recruit transfer students in accordance with the relevant provisions on the management of student status. This type of transfer does not need to log in to the enrollment platform to apply.
Four
Enrollment Category and Admission Order
(1) The first grade of primary school and the first grade of junior high school
The following are "Direct Admission", "Local Purchase Service", "Co-school Admission" and "Computer Allocation".
1. Direct admission. Fresh graduates who are studying in schools or kindergartens with direct admission qualifications can apply for direct promotion to eligible counterpart schools on a voluntary basis. If the number of applicants for direct admission is less than the number of enrollment plans of the corresponding direct admission schools, all of them will be admitted; if the number of direct admission applicants exceeds the number of enrollment plans of the corresponding direct admission schools, the corresponding direct admission schools will determine the direct admission list through the computer random lottery, and the students who are not admitted to the direct admission schools can continue to fill in the volunteers of other private schools in the city and be admitted through the "computer allocation" method.
2. Territorial purchase of services. If there are remaining places in private schools after meeting the enrollment needs of direct admission students, the local education department may purchase services from the private school, and agree with the private school on the requirements and quantity of purchased services, and the local education department shall be responsible for data review.
3. Seniors and young students are enrolled in the same school. If there are still remaining private places in private schools after satisfying the enrollment needs of "direct students" and "territorial purchase services" students, they will provide places at the rate of 50% of the remaining private places, and give priority to meeting the enrollment needs of brothers and sisters from families with many children under the same guardian (hereinafter referred to as "the same family"). The "co-enrollment of the elderly and the young" in private schools is limited to older siblings in the same family who are currently studying in the non-graduation class of private compulsory education schools in their own private compulsory education schools or can be directly admitted to private compulsory education schools in the fall of 2024, and their younger siblings need to apply for the first grade of primary school or the first grade of junior high school this year. If the number of degree plans offered by the "co-university admission" exceeds the number of applicants, all of them will be admitted, and the remaining number of degree plans will be increased to the number of "computer allocation" plans. If the number of places offered is less than the number of applicants, the private school will determine the admission list through computer allocation. Students who are not admitted can continue to fill in the "Computer Allocation" voluntary random admission.
4. Computer allocation. After determining the list of students in the "direct admission", "territorial purchase service" and "long-term and young school enrollment", the remaining places will be enrolled, and eligible students can choose to apply for no more than 3 private schools in the park, and the computer allocation will be randomly admitted. The computer allocation work shall be organized and implemented by the Municipal Education Bureau, and the specific computer allocation measures shall be notified separately.
5. Precautions
(1) Non-registered school-age children and teenagers who meet the qualifications of "direct entrance to school", but whose guardian is not registered in the city or are temporarily unable to provide the above valid documents due to special circumstances, their parents shall be directly promoted after completing the valid residence registration in the city, providing proof of residence or employment in the city (including but not limited to social security list, tax list or real estate certificate, etc.), and signing a letter of commitment for reissuing residence permits. Students who do not meet the requirements can only apply for admission to private schools that still have remaining places during the enrollment stage.
(2) The policy of direct promotion from kindergarten to primary school will end in 2024 and will no longer be implemented from 2025 (that is, kindergarten students enrolled from the fall of 2022 will not be able to enter private schools through direct promotion when they graduate).
(3) Students who transfer to a school (or kindergarten) with direct admission qualification from the fall of 2022 cannot apply for admission to the corresponding direct school through direct admission when they graduate. These students can sign up for the school's "Computer Allocation" or "Make-up Admission".
(4) Admission in order. Eligible students can only choose one of the private school enrollment categories to fill in the choice, such as students who choose and are admitted to the "direct admission", can not fill in the "long-child co-school" and "computer allocation" preferences; for example, students who choose "long-childhood co-school admission" and are admitted cannot fill in the "direct admission" and "computer allocation" preferences; if they choose "direct admission" or "long-childhood co-school" but are not admitted, they can continue to fill in the "computer allocation" school volunteers.
(2) Other grades
Contact the private school on its own, and the private school will determine whether it can accept it. Private schools shall, within the approved scale of schooling, recruit transfer students in accordance with the relevant provisions on the management of student status.
Five
Miscellaneous
(1) The applicant's parents must truthfully, accurately and completely fill in the information, fill in the volunteer and upload the ID photo, if the information is untrue, inaccurate or incomplete resulting in unsuccessful place allocation, the consequences shall be borne by the applicant's parents.
(2) The application deadline for the Municipal Unified Enrollment Platform is 17:30 on May 13, 2024, and the online platform will be automatically closed after the deadline and will no longer accept registration.
(3) It is strictly forbidden for schools to select and train students in advance by holding relevant training courses or cooperating with social institutions, and it is strictly forbidden to use all kinds of examinations, competitions, summer (winter) camps, research activities, training results or certificates as the basis or reference for enrollment, and it is not allowed to use interviews, interviews, assessments, human-computer dialogues, resume materials, etc. as the basis for "pinching" enrollment or early enrollment.
