During the "May Day" period, the construction of the water diversion project of the outlet weir in Daguan County did not press the "pause button". The builders of Yunnan Construction Investment First Water Conservancy and Hydropower Construction Co., Ltd. are stepping up construction to ensure that the construction of the water diversion project will be completed as soon as possible, so that the people along the line can benefit as soon as possible.
The weir project is a canal of life for 100,000 people built by the people of Daguan through several generations, with more than 50 springs and autumns, painstakingly moving mountains, and paying 59 fresh lives.
In 1958, in order to solve the problem of serious water shortage in production and life in Daguan County and its surroundings, the county party committee and the county government conformed to the will of the people and started the construction of the outlet weir project. In August of that year, more than 2,500 migrant workers carried simple luggage and tools, slept in the open air, and turned the idea of building a large weir to divert water into action. Due to the steep slopes of the mountains, the vertical and horizontal ravines, and the steep terrain, the channel must pass through the "ten major cliffs" such as Guanyin Rock, Miaozigou, and Dishui Rock that make the locals talk about it. With the determination to get rid of the predicament, the migrant workers are not afraid of thousands of dangers, overcome all difficulties, rely on the manual work of steel drills and hoes, shoulder to shoulder, and have paid 59 fresh lives, and have carved out a 57.1-kilometer-long "artificial canal" on the cliff.
The construction of the outlet weir started in August 1958 and was completed in July 1981. After several reconstructions and expansions, it was extended to 76.3 kilometers in May 2013, benefiting a total population of 33,000 people, an irrigation area of 20,500 acres, and supporting the construction of power stations, fish ponds, and water distribution canals along the canal, which is the "lifeline" project of the people in Daguan County and irrigation area, and is also the largest and most effective project in the water conservancy project in Daguan County.
With the passage of time, due to the technical and financial constraints at that time, the main canal of the outlet weir often collapsed, resulting in the failure of the main canal to pass water, affecting the water used by the downstream people in life and production, and the collapse of the channel will also wash away the land of the local people, etc., causing a threat to the safety of people's lives and property. At the same time, because the channel is not closed, the domestic production sewage of the people along the way is easy to enter the channel, resulting in unsafe water quality and affecting the health and safety of the downstream drinking water people.
In May 2022, Daguan County launched the water diversion and diversion project of the outlet weir to ensure the normal and safe use of water for the people along the line. The builders of Yunnan Construction Investment First Water Conservancy and Hydropower Construction Co., Ltd. took over the baton of water delivery from the hands of their predecessors.
At the beginning of construction, large-scale construction equipment and construction materials had no way to enter the site, and the builders were not afraid of the harshness of nature and the difficult conditions, and surveyed the cliffs; erected scaffolding, supporting formwork, welded steel bars, poured concrete, and built sidewalks on the original open channels. In view of the development of the outlet weir karst cave, through the coal seam and other complex geological tunnel operations, they carry forward the spirit of not being afraid of sacrifice and fighting the heavens and the earth, in strict accordance with the field conditions, high-standard planning, high-level construction, take geological advance forecasting measures, and implement 24-hour uninterrupted duty inspection to ensure the safety of construction in the tunnel.
"There are a total of five tunnels in the Daguan County Outlet Weir Water Diversion Renovation Project, of which Tunnel No. 3 is the most difficult. Tunnel No. 3 is a single-line tunneling, which is difficult to ventilate and exhaust smoke, and the tunnel has a large water inflow. We have prepared a special construction plan, organized expert demonstrations, and added pumping and drainage measures. At present, the pumping and drainage measures of the project are perfect, and the ventilation and smoke exhaust can basically meet the requirements, and the project is progressing smoothly. Yunnan Construction Investment First Water Conservancy and Hydropower Construction Co., Ltd., Daguan County Outlet Weir Water Diversion Project Manager Xi Yunqi said that after the construction team worked day and night, five tunnels have penetrated 2, and the remaining 3 are being successfully excavated.
"After the completion of the construction of the water diversion renovation project of the outlet weir, the length of the channel will be reduced from the current 76.3 kilometers to 44.25 kilometers, which will greatly improve the water supply guarantee capacity, reduce the difficulty of management and protection, and ensure the safe travel of residents along the line. Wu Wenteng, a staff member of the Daguan County Small Water Conservancy Project Construction Management Institute, said.
It is reported that the water diversion and diversion project of Daguan County outlet weir includes the reconstruction of 12.586 kilometers of open channels and the total length of 5 tunnels of 13.334 kilometers. After the completion of the transformation, the water transmission line of the outlet weir will be reduced by nearly half, which will effectively improve the rational allocation of water resources in Daguan County, and ensure the drinking water and irrigation water of 100,000 people in 9 villages (communities) in 3 townships and towns of Yuwan, Cuihua and Tianxing.
