In 1989, Xi Jinping, then secretary of the Ningde Prefectural Party Committee of Fujian Province, led more than 1,000 cadres of the local government to the Nanjiao Water Conservancy Site in Ningde County to participate in ditch clearing, obstacle removal and canal repair. Xinhua News Agency
Ningde, located in the northeast of Fujian Province, was once one of the 18 concentrated contiguous poverty-stricken areas in China.
In June 1988, Xi Jinping went to Ningde to serve as the secretary of the prefectural party committee, becoming the youngest member of the prefectural committee team at that time.
In those years, Xi Jinping traveled to nine counties in Ningde, and later to most towns and villages. Even if there were 4 townships that had no access at that time, he went to 3. He measured the district, social and people's conditions of Ningde with his footsteps, and clarified his ideas and pointed out the direction for Ningde to get rid of poverty and accelerate development.
Once, the entrance of the compound of the Ningde Prefectural Committee was only a dirt road, and the surrounding environment was also poor.
