Since the beginning of this year, the Xilin County Human Resources and Social Security Bureau has insisted on putting stable employment in a more prominent position, adhered to the implementation of the employment priority policy, taken multiple measures to stabilize employment and promote income increase, and actively played the guiding role of online and offline job fairs, point-to-point job transfers, employment and entrepreneurship subsidies, entrepreneurship guarantee loans and other policies, so as to serve employment and entrepreneurship in economic and social development, and constantly improve the employment guarantee mechanism.
Provide high-quality employment and entrepreneurship services
Through the "Employment Warm Heart, Gui in Action", the "point-to-point" free ride activity for migrant workers returning to work in Xilin County, the 2024 "Spring Breeze Action" in Xilin County and the special job fair for Guangdong-Guizhou Labor Cooperation, and the special job fair for Yi'an Point, more enterprise employment information positions will be provided, and employment guidance and services will be improved. At present, there are 20,604 migrant workers in the county, and 105% of the annual target of 19,625 people has been completed. Through the "Employment Warm Heart, Gui in Action" Xilin County migrant workers returning to work "point-to-point" free ride activity, 600 people have been sent out of poverty to Guangdong and 127 people have been sent to the region. At the same time, we will strengthen the construction of gig markets, strengthen gig assistance services, and do a good job in the construction of two gig markets, and strive to complete and put them into use in the first half of the year.
Increase the implementation of entrepreneurship incentives and subsidies
Actively find out the employment willingness of migrant workers, actively implement the policy of incentives and subsidies for migrant workers' employment and entrepreneurship, promote migrant workers to return to their hometowns and start businesses, and drive rural economic development to boost rural revitalization. Focusing on key industries and key enterprises, we will carry out "one enterprise and one policy" assistance, and strengthen the implementation of tax and fee reduction policies and various job stabilization and relief policies. Do a good job in mapping and distributing social security subsidies for enterprises in our county to absorb college graduates, poverty alleviation labor, college graduates, social security subsidies for people with employment difficulties and social security subsidies for new positions. Do a good job in the review and issuance of national entrepreneurship guarantee loans. At present, a total of 35 national entrepreneurship guarantee loans of 7 million yuan have been issued.
Do a good job in the development of rural public welfare posts
We will not relax our efforts to consolidate the achievements of expanding employment and poverty alleviation, effectively promote the action of preventing the return to poverty and employment, and implement precise policies and make efforts in the same direction. At present, the human resources and social security department has developed 328 public welfare positions. At the same time, we will increase the management of public welfare posts and the supervision of management to ensure that the positions are set up reasonably, the responsibilities of personnel are fulfilled in place, the funds are used correctly, and the policy implementation is compliant.
Expand job training
Do a good job in vocational skills training for rural laborers who are willing to be trained, especially those from poverty-stricken families, and guide them to achieve employment. In 2024, we will focus on the tourism industry and the construction of industrial workers, so that the benefits of the training will be more long-lasting. At the same time, we will increase employment and entrepreneurship services after skills training, so that trainees can achieve effective employment.
Do a good job in employment assistance workshop management services
Continue to do a good job in the management and identification of employment assistance workshops, and maintain the orderly progress of stable employment assistance. At present, a total of 28 employment assistance workshops in the county have resumed work, absorbing a total of 888 rural laborers, including 324 poverty alleviation laborers, and the absorption of rural labor force and poverty alleviation labor force have increased.
Deepen labor cooperation between Guangdong and Guangxi
Actively strengthen ties with the human resources and social security departments of Luohu District, Shenzhen, the counterpart city of east-west cooperation, establish a long-term labor cooperation pairing assistance mechanism, and regularly carry out labor service cooperation work scheduling, so as to promote the labor force from poverty alleviation families in Xilin County who are willing to go out to work and have the ability to work to the jobs provided in Guangdong to achieve employment.
