Notice on doing a good job in kindergarten enrollment in 2024
Towns (streets) and kindergartens:
According to the relevant provisions of the "Regulations on the Management of Kindergartens" and the "Kindergarten Work Regulations", in accordance with the requirements of the "Notice of the Chengdu Municipal Education Bureau on Doing a Good Job in Kindergarten Enrollment in 2024" (Cheng Jiaohan [2024] No. 28), combined with the actual situation of our district, the relevant matters related to the kindergarten enrollment work in 2024 are hereby notified as follows.
1. Enrollment Target
The kindergarten implements centralized and unified enrollment in the autumn, and priority is given to recruiting children who are at least 3 years old (that is, born between September 1, 2020 and August 31, 2021) and registered in the town (street) where the kindergarten is located. If there is a vacancy, you can make up for it at any time.
Second, the principle of work
(1) Territorial management
Each town (street) sorts out and grasps the number of school-age children with household registration in their jurisdiction, the distribution of kindergartens, etc., and does a good job in publicizing the enrollment policy of children with household registration.
(2) Openness and fairness
Adhere to the principle of fairness and openness in accordance with laws and regulations, take the initiative to disclose enrollment information to the public, and each kindergarten should standardize the enrollment process.
(3) Admission to the park without examination
All kinds of kindergartens shall not be in any form for children entering the kindergarten except for health examinations, examinations and examinations for entering the kindergarten and class arrangement, and shall not refuse to enter the kindergarten for school-age children with disabilities who have the ability to receive ordinary education.
Organization of work
(A) inclusive kindergarten enrollment
1. Make an enrollment plan
Each kindergarten scientifically formulates an enrollment plan according to the size of the kindergarten and the number of graduates.
2. Enrollment and admission methods
Each kindergarten must carry out enrollment work in accordance with the enrollment procedures. If the number of children who have passed the qualification review is greater than the number of enrollment plans, the admission list will be determined by computer random admission. If the number of children who have passed the qualification review is less than or equal to the number of enrollment plans, the list that has passed the qualification review will be the admission list.
3. Enrollment process arrangement
On April 29, the district's kindergarten enrollment work arrangements were released;
(1) Public kindergarten enrollment process
On May 9, the public kindergarten enrollment announcement was issued;
From May 22nd to May 28th, public kindergartens will register online and collect information on admission;
On June 1, the on-site qualification review of public kindergartens was confirmed;
From June 4th to June 10th, public kindergartens will be randomly admitted by computer and the admission results and the list of vacant kindergartens will be announced.
On June 12, the registration of new students in public kindergartens was handled.
(2) Inclusive private kindergarten enrollment process
On May 28, the enrollment announcement of inclusive private kindergartens was issued;
From June 4th to June 10th, inclusive private kindergartens will register online for admission information collection;
On June 12, the on-site qualification review of inclusive private kindergartens was confirmed;
From June 14th to June 20th, inclusive private kindergartens will be randomly admitted and the admission results will be announced;
On June 21, the registration of new students in inclusive private kindergartens was handled.
(B) other private kindergarten enrollment
Other private kindergartens in strict accordance with the "People's Republic of China Private Education Promotion Law", "People's Republic of China Private Education Promotion Law Implementation Regulations" and "Kindergarten Management Regulations" and other provisions, the development of enrollment guidelines, independent enrollment in accordance with the law, subject to social supervision. The enrollment brochure can only be released and implemented after it is reported to the district education bureau for the record (see Appendix 2 enrollment brochure filing form).
(3) Children of special groups enter kindergartens
1. Twin (multiple) children are admitted to kindergarten
When twins (multiple births) participate in the enrollment of public and inclusive private kindergartens, parents can voluntarily choose to bind and enroll in the same kindergarten.
2. Children from families with many children enter kindergartens
When families with many children participate in the enrollment of public and inclusive private kindergartens, parents can voluntarily choose other children who have not reached the age of admission to the kindergarten and bind the children who enter the kindergarten in the same year. and study together with the children who entered the kindergarten for at least one year.
3. The children who are eligible for preferential care are admitted to the kindergarten
Implement preferential education policies in accordance with relevant provisions for eligible children of active-duty military personnel, children of martyrs and soldiers who have sacrificed their lives in the line of duty, children of public security heroes and disabled police officers who have sacrificed their lives in the line of duty, children of high-level talents, children of cadres and workers in Tibet, children of personnel of the national comprehensive fire and rescue team, children of front-line medical workers directly involved in the treatment of new coronavirus pneumonia patients, children of "Chengdu craftsmen", and other types of preferential care recipients.
4. Miscellaneous
According to the regulations, do a good job in Chengdu, Hong Kong, Macao, Taiwan and foreign school-age children entering kindergartens.
4. Other matters
(1) Strengthen the management of enrollment and admission
Each kindergarten should strengthen the organization and leadership, implement the main responsibility, clarify the division of responsibilities, in accordance with the provisions of the enrollment scale and class size, determine the enrollment plan for the autumn semester, and scientifically organize the implementation of the 2024 kindergarten enrollment into the kindergarten work;
(2) Strictly enforce discipline in enrollment work
All kindergartens should be carried out in strict accordance with the prescribed procedures to carry out the enrollment work, strictly implement the relevant fee regulations, to ensure that the enrollment of kindergarten work is fair and just. All kinds of violations of discipline and rules in the enrollment will be seriously investigated and dealt with.
(3) Enhance the informatization of kindergarten enrollment and kindergarten
All kindergartens continue to use the "Chengdu Kindergarten Enrollment Platform" to enroll, and at the same time do a good job of "online" and "offline" services. Kindergartens to strengthen the management of children's registration, after the children go through the registration procedures, in a timely manner in the "national preschool education management information system" to complete the registration of new enrollment of kindergarten children and transfer children.
(4) Submit relevant materials on time
Other private kindergartens shall complete the enrollment brochure before May 31 (Annex 2).
