With the progress of the project "Research on Expanding Scientific and Technological Exchanges and Cooperation in Shenzhen to Form a Globally Competitive Open Innovation Ecosystem", Yin Shaoqun and Cui Yu from the Science and Technology Management and Policy Research Team of Zhongda Consulting Group published a theoretical article "Building a Scientific and Technological Management System Compatible with New Quality Productivity" on Guangming.com, a key news website of the central government, as the phased results of the research. 1. Improve the scientific nature of decision-making and promote the institutionalization of scientific and technological decision-making consultation

New materials are the foundation of industrial development and an important support for promoting new industrialization. In recent years, new materials have been deeply integrated with nanotechnology, superconducting technology, 3D printing technology, etc., and have shown their talents in electronic manufacturing, medical equipment, aerospace and other fields, and the industry has developed rapidly. It is estimated that by 2025, the output value of the mainland's new material industry will reach 10 trillion yuan.

Therefore, accelerating the institutionalization of scientific and technological decision-making consultation is not only an effective measure to ensure the consistency of scientific and strategic direction of scientific and technological decision-making, but also a practical path to promote industrial innovation with scientific and technological innovation.

In the process of building a scientific and technological decision-making consultation system, local governments should adopt a "dual synergy" strategy of strengthening horizontal coordination among government departments and vertical coordination among innovation subjects.
