In order to promote the solid development of the three-year action of safety production in the industry and trade industry and promote the effective improvement of the intrinsic safety level of the city's industry and trade enterprises, on April 26, the Municipal Emergency Management Bureau and the Municipal Bureau of Industry and Information Technology held the "Three-year Action Deployment Meeting for the Root Cause of Safety Production in the Field of Industry and Trade in Xining City" in Qinghai Gaojing Solar Energy Technology Co., Ltd. with mobilization and deployment, exchange and discussion, on-site observation and special training. More than 120 people attended the meeting, including safety supervisors from emergency management departments and industrial information departments of counties (districts) and industrial parks, as well as safety leaders and safety management personnel from more than 30 key industrial and trade enterprises.
Clarify the task of tackling tough problems and lay a solid foundation for safety. The Municipal Emergency Bureau and the Municipal Bureau of Industry and Information Technology fully studied and judged the outstanding problems in the safety production of the city's industrial and trade enterprises in the first quarter, focusing on the four elements of "man, machine, environment and management" of the enterprise, focusing on the "soft underbelly" of the human factors of the accident and the "hard injury" of the environment and facilities and equipment, and deploying specific measures of "civil air defense, technical defense, engineering defense and management prevention". Focusing on one goal (safe development) and two perspectives (industry and trade and industrial informatization), the "Three-year Action Plan for Industry and Trade Safety Production (2024-2026)" was conveyed and interpreted with 6 key tasks and 23 specific measures. The "Three-year Action Plan for Tackling the Root Causes of Industrial and Information System Safety Production (2024-2026)" has 7 key tasks, clarifying the direction and path of "what to cure", "what to tackle", and "how to tackle the root cause".
Observe and expand ideas, exchange and promote improvement. The meeting set up an observation and exchange session. The main persons in charge of the participating enterprises and the safety management personnel observed the production workshop operation site in Qinghai Gaojing Solar Technology Co., Ltd. to learn the advanced practices and experience of the enterprise in emergency management and safety production. Xining Wahaha Qili Beverage Co., Ltd., Qinghai Xianghe Nonferrous Metals Co., Ltd., and Qinghai Gaojing Solar Energy Technology Co., Ltd. exchanged experiences and speeches on the daily safety management of electrical equipment, accident response and disposal, and preventive measures.
Strengthen special training to improve safety literacy. In view of the characteristics of various forms of hidden dangers, wide distribution of risks, and frequent accidents in the electrical safety of industry and trade, the meeting invited safety experts to explain the key problems and technical problems that need to be solved by industrial and trade enterprises on electrical safety from the aspects of laws and regulations, dangerous operations, electrical (electrical) accidents, accident prevention, etc., and teach methods and measures for enterprise safety risk identification and safe operation, and guide enterprises to eliminate all kinds of risks and hidden dangers in the bud.
