PetroChina's intellectual property undertakings have achieved fruitful results
April 26, 2024 is the 24th World Intellectual Property Day. The theme of this year's National Intellectual Property Publicity Week is "Transformation and Application of Intellectual Property Rights to Promote High-quality Development". For a long time, PetroChina has thoroughly studied and implemented the spirit of General Secretary Xi Jinping's important expositions and important instructions on intellectual property work, planned intellectual property work as a whole, strengthened the creation, application, protection and management of intellectual property rights, cultivated professional talents, promoted the continuous integration of intellectual property rights and scientific and technological innovation, and provided hard support for high-quality development with strong soft power.

General Secretary Xi Jinping pointed out that innovation is the first driving force to lead development, and the protection of intellectual property rights is to protect innovation. The party group of the group attaches great importance to intellectual property work, regards intellectual property as an important part of the core competitiveness of the enterprise, and scientifically plans and promotes it from a strategic and overall perspective.
In 2022, the Group held its first special meeting on intellectual property rights to arrange and deploy intellectual property work, issued its first development plan, the Intellectual Property Development Plan of China National Petroleum Corporation (2023-2030), and compiled and printed the first evaluation method for intellectual property work of PetroChina to guide its affiliated enterprises to comprehensively improve the level of intellectual property work.
The building is not made of wood. The group company continues to improve the "1+3+N" intellectual property organization system and management system to provide organizational and service guarantee for the high-quality development of intellectual property. Enterprises have strengthened the construction of institutions and systems to consolidate the foundation of intellectual property management. The Research Institute of Exploration and Development has established an intellectual property management system at the institute and institute levels, and has set up intellectual property supervisor leaders and administrators in more than 40 scientific research institutes.
According to the characteristics of the enterprise and the business characteristics, the Petrochemical Research Institute organically combines the management system of the group company with the "1+3" business operation mode of the research institute, innovates and forms an intellectual property matrix management model, and gathers the joint force of the whole process management of intellectual property rights.

In 2023, Liaohe Oilfield will carry out patent navigation for key technologies for oil, gas and water treatment and gas storage group injection and production in oilfield surface engineering, helping researchers benchmark domestic and foreign technology development and mining high-value intellectual property rights. This is a microcosm of PetroChina's promotion of the deep integration of intellectual property rights and scientific and technological innovation.
From the co-location of the Intellectual Property Management Office and the Ministry of Science and Technology Management to the full implementation of the intellectual property analysis and acceptance summary system for the establishment of scientific and technological projects, PetroChina continues to strengthen the creation, protection and application of intellectual property rights, and promote the mutual promotion and integration of intellectual property rights and scientific and technological innovation.
Innovation empowers, and the quantity and quality of intellectual property creation are rising. In the past year, PetroChina's domestic and foreign invention patent applications and other major indicators have reached a new high, with 10,071 domestic and foreign patent applications, a year-on-year increase of more than 90%, 36,228 domestic and foreign valid patents, of which effective invention patents accounted for more than 50% for the first time, and 2,886 domestic authorized patents, of which invention patents accounted for 89.8%.
Let intellectual property rights "move" and innovation achievements "use". The Tarim Oilfield focuses on accelerating the cultivation of high-value patents in the field of ultra-deep oil and gas exploration and development, and explores the income distribution mechanism for the transformation of achievements. Xinjiang Oilfield signed intellectual property licensing contracts with 21 enterprises outside the group for 28 intellectual property technologies to accelerate the transformation and application of intellectual property achievements.
Protect intellectual property rights and build a "moat" of innovation ecology. Self-inspection and self-inspection before declaration, control at all levels in the declaration, and regular evaluation after declaration...... Dongfang Geophysical has established an interlocking patent management method to protect the intellectual property rights of geophysical core software and other products in an all-round way. Southwest Oil & Gas Field focuses on core innovation points, excavates a number of protective patents, and densely weaves a core technology protection network to stimulate innovation and creativity.

In October 2023, PetroChina held a symposium for intellectual property specialists and awarded the first batch of intellectual property commissioner certificates to 55 intellectual property talents from 24 units.
Intellectual property talents are the first resource for the development of intellectual property undertakings, and they are also the prerequisite for the high-quality development of intellectual property. In recent years, PetroChina's intellectual property talent team has continued to grow, and the number of personnel who have obtained the national patent agent qualification certificate will increase to 200 in 2023. In 2021, this figure was only 65.
Behind the rising numbers is PetroChina's pragmatic measures to continuously optimize the cultivation and use of talents.
Adhere to precise education and carry out differentiated training——
PetroChina classifies and carries out training for managers, post personnel and scientific research personnel at all levels in batches, and seeks cooperation with universities and institutions to improve employees' intellectual property business capabilities according to job requirements. For the first time, the Intellectual Property Seminar for Senior Managers was held, and intellectual property experts and scholars from government departments, universities, enterprises and other fields were invited to give lectures, covering intellectual property power and market economy, enterprise intellectual property protection and overseas layout, and intellectual property management practices of state-owned enterprises.
Highlight the effective use of talents, and smooth the channel of talent development——
Kunlun Digital Intelligence actively implements the intellectual property commissioner system, and conducts intellectual property specialist training and examinations for project managers, R&D personnel and intellectual property management personnel, so that intellectual property commissioners can gradually participate in the analysis and retrieval of intellectual property rights in science and technology projects. Changqing Oilfield drafted the "Administrative Measures for Intellectual Property Commissioners of Changqing Oilfield Branch", strengthened professional certification and evidence collection, established an intellectual property expert database based on professional talents, and gave full play to the supporting role of talents.
Optimize the incentive mechanism, and the vitality of innovation bursts out——
Daqing Oilfield actively encourages scientific research management personnel and technical backbones to participate in the national patent agent qualification examination, and issues the "Daqing Oilfield Co., Ltd. Patent Award Evaluation Management Measures" to commend units and individuals who have made important contributions to high-quality and high-value patents. While carrying out relevant special training, the Institute of Safety and Environmental Protection Technology optimizes the supporting incentive mechanism, establishes a special fund for intellectual property management, mobilizes the enthusiasm of scientific research personnel for intellectual property declaration, and allows scientific research personnel to "apply, understand protection, and be good at layout".
The sails are hung and the waves are endless. PetroChina will continue to improve the intellectual property work system, build a new pattern of in-depth integration and development of intellectual property rights and scientific and technological innovation, coordinate and promote the construction of intellectual property talent team, and contribute to the new journey of building an intellectual property power.
