Article 28 No unit or individual shall damage, embezzle, dismantle or stop using fire-fighting facilities and equipment without authorization, shall not bury, occupy, or block fire hydrants or occupy fire spacing, and shall not occupy, block, or close evacuation channels, safety exits, or fire truck passages. Doors and windows in crowded places shall not be equipped with obstacles that affect escape and fire fighting and rescue.
Article 60: Where units violate the provisions of this Law by committing any of the following acts, they are to be ordered to make corrections and fined between 5,000 and 50,000 RMB:
(3) Occupying, blocking, or closing evacuation passages or safety exits, or engaging in other conduct that impedes safe evacuation;
Where individuals exhibit any of the conduct in items (2), (3), (4), or (5) of the preceding paragraph, they are to be given a warning or a fine of up to 500 RMB.
Regulations on Fire Safety Management of High-rise Civil Buildings
Article 37: It is forbidden to park or charge electric bicycles in public foyers, evacuation walkways, stairwells, and safety exits of high-rise civil buildings.
Encourage the establishment of centralized storage and charging places for electric bicycles in high-rise residential areas. The storage and charging places for electric bicycles shall be set up independently and at a safe distance from high-rise civil buildings;
The storage and charging places for electric bicycles shall be equipped with necessary fire-fighting equipment, and the charging facilities shall be equipped with automatic power-off functions.
Article 47 In violation of these provisions, any of the following acts shall be ordered by the fire and rescue agency to make corrections, and a fine of not less than 2,000 yuan but not more than 10,000 yuan shall be imposed on business units and individuals, and a fine of not less than 500 yuan but not more than 1,000 yuan shall be imposed on non-business units and individuals: (7) parking electric bicycles or charging electric bicycles in the public foyers, evacuation walkways, stairwells, and safety exits of high-rise civil buildings, and refusing to make corrections.

Article 20 Property service providers shall perform the following fire safety responsibilities in the property service area:
(6) Strengthen the fire safety management of electric bicycles, electric motorcycles and electric vehicles parking, charging and charging facilities;
Article 30 Organs, groups, enterprises, institutions and other units, as well as residential areas, shall, in accordance with the technical standards for fire protection, set up centralized or relatively centralized parking and charging places for electric bicycles and electric motorcycles, and set up charging facilities that meet the safety requirements for electricity use. The technical standards for fire protection in centralized parking and charging places for electric bicycles and motorcycles shall be formulated by the provincial people's government in the departments of fire rescue, housing and urban-rural construction, emergency management, and market supervision and management.
The construction of electric vehicle charging facilities or reserved construction and installation conditions for parking spaces in new residential areas shall meet the technical standards for fire protection, and the installation of electric vehicle charging facilities in residential areas that have been put into use shall meet the relevant national standards or fire safety requirements of this province.
Electric bicycles and electric motorcycles shall be parked in designated areas of units and residential areas. It is forbidden to park e-bikes and e-motorcycles in public foyers, evacuation routes, safety exits, stairwells, underground car parking spaces. It is forbidden to bring electric bicycles and electric motorcycles and their batteries into the elevator car. It is forbidden to privately pull wires and sockets to charge electric bicycles, electric motorcycles and electric vehicles in violation of electrical safety requirements.
Article 31: The management unit shall strengthen daily inspections of charging safety, and stop electric bicycles, electric motorcycles, and electric vehicles from charging in indoor places that do not meet the requirements of fire safety regulations.
Township (town) people's governments and sub-district offices shall organize and implement the safety publicity and education of electric bicycles, electric motorcycles and electric vehicles, parking and charging management within their respective jurisdictions. Village (resident) committees and property service providers shall do a good job of inspections and inspections.
Article 67: Where paragraph 3 of Article 30 of these Regulations is violated by parking electric bicycles and electric motorcycles in public foyers, evacuation passages, safety exits, stairwells, or underground car parking spaces, carrying electric bicycles and electric motorcycles and their batteries into the elevator car, or privately pulling wires and sockets to charge electric bicycles, electric motorcycles, and electric vehicles, the fire and rescue agencies or township (town) people's governments, If the sub-district office orders corrections and refuses to make corrections, it shall be fined not less than 1,000 yuan but not more than 5,000 yuan for commercial units and individuals, and not less than 100 yuan but not more than 500 yuan for non-commercial units and individuals.
In violation of the provisions of the first paragraph of Article 31 of these Regulations, if the management unit fails to stop the charging of electric bicycles, electric motorcycles and electric vehicles in indoor places that do not meet the requirements of fire safety regulations, the fire and rescue agency shall order the management unit to make corrections and impose a fine of not less than 500 yuan but not more than 2,000 yuan.
