Gu Zuolin was born in 1908 in Jiading, Shanghai, and was admitted to a middle school in Nanjing at the age of 14, during which he was exposed to many progressive ideas and began to participate in some revolutionary activities, for which he was expelled from school. In 1925, Gu Zuolin came to Shanghai to study at university, and the patriotic thoughts in his heart swelled day by day, and he soon secretly joined the party organization. He was an active member of the revolutionary movement, always active among the student and workers' groups, and he courageously propagated the ideas of the Party and expanded the membership of the Party organization.

Soon, Gu Zuolin's work in the Communist Youth League achieved good results, and in view of his rich work experience, in 1931, he was transferred to the Soviet District to take charge of the work of the Communist Youth League. At that time, the Central Communist Youth League was only a nominal organization, and the other leaders focused mainly on the war, so that no one had time to manage the Communist Youth League, which was why the work of the Communist Youth League had been stagnant.
