Recently, the Ministry of Education issued the "Measures for the Management of Laboratory Safety Classification and Classification in Colleges and Universities (Trial)", which makes relevant provisions on the responsibility system, working principles, and management requirements for the safety classification and classification management of laboratories in colleges and universities. Chapter I: General Provisions

Article 1 These measures are formulated in accordance with the "Work Safety Law of the People's Republic of China" and other laws and regulations, combined with the actual situation of colleges and universities, in order to strengthen the fine management of laboratory safety in colleges and universities (hereinafter referred to as colleges and universities) and improve the pertinence and effectiveness of laboratory safety risk prevention in colleges and universities.

Article 2 The laboratory in these measures refers to the place and its facilities affiliated to colleges and universities engaged in teaching, scientific research and other experimental and practical training activities, with the room as the management unit. Pilot test sites and industrial scale-up test sites and their affiliated facilities are not within the scope of management of these measures, and colleges and universities should formulate relevant management measures in accordance with relevant laws, regulations and standards if they involve relevant sites.

Article 3 These measures make relevant provisions on the responsibility system, working principles, and management requirements for the hierarchical and classified management of laboratory safety in colleges and universities. Colleges and universities may, in accordance with these measures and in combination with their own actual conditions, formulate and implement laboratory safety classification and classification management measures applicable to their own universities.

Chapter 2 Management System and Responsibilities

Article 4 The leading institution for laboratory safety work in colleges and universities is fully responsible for guiding the laboratories of the university to carry out the management of safety classification and classification. The main person in charge of the party and government of colleges and universities is the first person responsible, and the school leader in charge of the laboratory work is an important leadership responsible person, assisting the first responsible person to be responsible for the laboratory safety classification and classification, and other school leaders have the responsibility of supporting, supervising and guiding the laboratory safety classification and classification work within the scope of their work.

Article 5 The functional department in charge of laboratory safety of the school shall take the lead in formulating the measures for the management of the classification and classification of laboratory safety of the school, coordinate the work of grading and classification of the laboratory of the whole school, and establish the management ledger of the school's laboratory safety classification and classification, and enter it into the information management system or electronic register in a timely manner.

Article 6 The second-level teaching and scientific research unit (hereinafter referred to as the second-level unit), as the responsible unit for the hierarchical and classified management of laboratory safety, is responsible for organizing the laboratory of the unit to implement the classification and safety management requirements, reviewing and confirming the category and risk level of the laboratory to which it belongs, establishing the laboratory safety classification and classification management ledger of the unit, and submitting it to the functional department in charge of laboratory safety of the school for the record. The party and government leaders of the second-level units are the main leaders and responsible persons for the safety classification and classification management of the laboratories of the unit.

Article 7 The laboratory shall determine the category and risk level of the laboratory in accordance with the requirements of the laboratory safety classification and classification management measures of the university, and report to the secondary unit of the laboratory for review and confirmation. The person in charge of the laboratory is directly responsible for the safety classification and classification management of the laboratory.

Chapter 3 Grading and Classification Principles

Article 8 Laboratory safety classification refers to the risk assessment based on the risk assessment of the hazards existing in the laboratory and their stock, and the determination of the safety level of the laboratory. Laboratory safety levels can be divided into I., II., III., IV. (or red, orange, yellow, and blue), corresponding to major risk, high risk, medium risk, and low risk laboratories. For the classification of grades, please refer to the "University Laboratory Safety Classification Table" (Annex 1) and the "University Laboratory Safety Risk Assessment Form" (Annex 2).

Article 9: Laboratory safety classification refers to the determination of laboratory safety categories based on the categories of major hazards existing in laboratories. If the same laboratory involves a large number of types of hazards, the category can be determined according to the highest level of hazards. According to the characteristics of teaching and scientific research in universities, university laboratories can be divided into chemistry, biology, radiation, electromechanical, and other categories. For classification of categories, please refer to the "Reference Table for the Classification of University Laboratories" (Annex 3).

Article 10 The results of laboratory classification and classification and the main hazards involved should be marked on the safety information board outside the laboratory door and updated in a timely manner.

Article 11 When there is a change in the purpose of the laboratory, such as the research content, the type and quantity of hazards, and other factors, the laboratory shall immediately re-identify the hazards and conduct the safety risk assessment, re-determine the safety category and level of the laboratory, and immediately report to the secondary unit to which it belongs if there is any change. The second-level unit shall promptly correct the laboratory safety classification and classification management ledger of the unit, and report to the school for the record. Colleges and universities should update their laboratory safety classification and classification management ledger in a timely manner, and regularly review the laboratory classification and classification.

Article 12 When constructing, renovating and expanding laboratories, hazard identification and safety risk assessment should be carried out simultaneously with the construction project, and the laboratory safety classification and classification work should be completed simultaneously with the project.

Chapter IV: Implementation and Supervision and Inspection

Article 13 Colleges and universities shall, according to the results of laboratory classification and classification, formulate and implement different levels of management requirements for different levels of laboratories, and strengthen laboratory safety supervision in accordance with the principle of "highlighting key points and comprehensive coverage", so as to ensure laboratory safety construction and investment in a timely manner. The hierarchical management requirements shall be implemented in accordance with the "Reference Table for the Grading Management Requirements of University Laboratories" (Annex 4), and colleges and universities can formulate specific implementation plans for their own universities on this basis.

Article 14 Laboratories with a safety level of I./Red shall be reported to the competent department of colleges and universities for the record, and the competent departments of colleges and universities shall strengthen their supervision.

Article 15: The principal responsible persons of the school's party and government, the functional departments in charge of the safety of the school's laboratories, the second-level units, the laboratories and other responsible institutions at all levels shall carry out corresponding safety inspections at different levels according to the actual situation of the school, the second-level units and the laboratory. Before the rectification of major hidden dangers is completed, experimental activities shall not be carried out in the laboratory.

Article 16 The person in charge of the laboratory, the laboratory safety administrator and the laboratory personnel shall receive the corresponding level of safety training and carry out the corresponding emergency drill according to the type and safety level of the laboratory.

Article 17 The safety risk assessment of scientific research projects, student projects, or other experimental activities carried out in the laboratory shall be carried out at the corresponding level. For experimental activities involving important sources of danger, the secondary unit shall review and record, and the school shall conduct random inspections from time to time. Level I./Red and Class II./Orange laboratories should formulate corresponding management measures and emergency control measures for important hazards, and the responsibility should be assigned to the person.

Article 18 Laboratories shall be equipped with safety facilities, equipment and safety management personnel suitable for their safety risk level. High-risk points should be installed with monitoring and necessary monitoring and alarm devices. Laboratories should be equipped with the necessary personal protective equipment and facilities.

Chapter V: Supplementary Provisions

Article 19 If the relevant colleges and universities fail to carry out the actual and effective management of laboratory safety classification and classification in accordance with the provisions of these Measures, resulting in laboratory safety accidents, they shall be held accountable in accordance with laws and regulations.

Article 20: These Measures shall come into force on the date of issuance.
