Jishan County 2024 Public Institution Campus Recruitment Announcement of Highly Educated Professional and Technical Personnel

In order to implement the general idea of the "1861" work of the county party committee, continue to carry out the talent recruitment and intelligence introduction action, introduce and gather more outstanding talents, report to the county party committee and the county government for approval, participate in the campus double election meeting of Northwest A&F University, and recruit 6 highly educated professional and technical personnel for some institutions in our county. The relevant matters are hereby announced as follows:

1. Recruitment objects and the number of positions

The recruitment of highly educated professional and technical personnel is aimed at: 2024 graduates with a master's degree or above from ordinary colleges and universities across the country who meet the recruitment conditions and specific requirements of the position, recruiting units, positions, numbers and specific requirements, see Annex 1 "Jishan County 2024 Public Institutions Campus Recruitment of Highly Educated Professional and Technical Personnel Position List".

II. Eligibility

(1) Basic conditions

1. Have the nationality of the People's Republic of China;

2. Abide by the Constitution and laws;

3. Have good conduct;

4. Have the qualifications required for the position;

5. Adapt to the physical conditions required by the post;

6. Applicants must be over 18 years old and 30 years old and below (i.e., born after April 19, 1993), and the age of doctoral students in 2024 can be relaxed to 40 years old and below (i.e., born after April 19, 1983).

(2) The main circumstances under which registration is not allowed:

1. Those who have previously received criminal punishment for crimes, who have been expelled from the Communist Party of China, and who have not been released from Party discipline or administrative discipline during the period of case filing and review, must not register.

2. Personnel who are found to have committed fraud or other serious violations of recruitment and employment discipline in the recruitment of civil servants at all levels and in the recruitment of public institutions must not apply.

3. Persons who have been lawfully listed as targets of joint disciplinary action for untrustworthiness, as well as other persons that state laws and regulations provide must not be hired, must not apply.

4. Fresh graduates are not allowed to apply for orientation and commission training.

5. Applicants who have become civil servants during the probationary period (refer to the staff of the administrative unit of the Civil Servants Law) or staff of public institutions during the probationary period after registration and before employment shall not be hired.

3. Recruitment Procedures

1. Make an announcement

Recruitment announcements will be published on the website of the Jishan County People's Government and the website of the Shanxi Provincial Department of Human Resources and Social Security. The content of the open recruitment announcement includes: the name of the recruiting unit, the recruitment position and the number of people, the qualifications required for the recruitment position, the registration time and other matters that need to be explained, and the announcement period is 7 days. At the same time, an announcement will be made on the website of the relevant school campus.

2. Time and place of registration

This recruitment will be carried out by on-site registration (no others shall register on behalf of others). Registration time: April 23 - April 25, 2024.

3. Qualifications

Applicants need to fill in the "Jishan County 2024 Public Institution Campus Recruitment of Highly Educated Professional and Technical Personnel Registration Form" (Annex 2) on the spot, and provide the second-generation ID card within their validity period, the original and copy of the student ID, the online verification report of student status, the copy of the relevant honorary certificate, the employment agreement, and 2 recent one-inch bareheaded red background photos, and refer to the relevant professional guidance directory issued by the Ministry of Education for the majors required for the post.

Those who are inconsistent with the recruitment conditions or provide false information will be disqualified. The qualification review process runs through the whole process of recruitment.

4. Recruitment methods

The campus recruitment of highly educated professional and technical personnel is not limited by the proportion of the examination, and the examination can be opened if someone registers. The examination is mainly conducted in the form of an interview. If the number of applicants for the same position reaches 5 times or more of the number of positions, the written test will be added.

(1) Written test

The written test takes the form of a closed book, and the total score is 100 points. The duration of the written test is 180 minutes. Candidates can enter the written test with the second-generation ID card and admission ticket within the validity period. The written test score retains 2 decimal places.

Written test content: "Public Basic Knowledge" and "Vocational Aptitude Test".

(2) Interview

The interview will be conducted in a structured interview format, with a duration of no more than 10 minutes and a total score of 100 points. The interview examiner is composed of 7 people, who score on the spot, score on the spot, and announce the interview results on the spot. The interview score is the average score after removing the highest score and the lowest score, with 2 decimal places after the decimal point.

If the number of participants in the interview is less than or equal to the number of positions to be recruited and there is no competition, the candidate must achieve an interview score of 80 points before entering the next link.

5. Comprehensive queuing

According to the comprehensive results, the positions are divided from high scores to low scores, and the physical examination and inspection personnel are determined according to the ratio of 1:1. Comprehensive score = 60% of the written test score × (keep 2 decimal places, the mantissa is rounded) + 40% of the interview score × (keep 2 decimal places, the mantissa is rounded), and the comprehensive score will be rounded to 2 decimal places. Those with the last tie score will be sorted by the interview score, and the same interview score will be sorted according to the interview plus test score. If you attend the interview directly, the interview score will be the overall score. After the comprehensive score is all over the interview, it will be announced to the public by the office of the county recruitment leading group, and the minimum qualified score line of the personnel to be hired is 60 points.

6. Investigation and physical examination

The total score is determined by the ratio of 1:1 to the physical examination and inspection personnel according to the position from high score to low score. Candidates should hold the tripartite agreement, graduation certificate and other relevant documents for inspection and physical examination.

The physical examination shall be organized by the county open recruitment leading group office, and shall be carried out in a general hospital at or above the county level with physical examination qualifications, and the physical examination standards shall be implemented with reference to the General Standards for Physical Examination for Civil Servants (Trial)", and the physical examination fees shall be borne by themselves, and the time, place and relevant requirements of the physical examination shall be announced separately. After the completion of the physical examination, the results of the physical examination shall be announced to the public, and if the conclusion of the physical examination is unqualified and needs to be re-examined, it shall be conducted in another hospital at the same level or above the same level with physical examination qualifications. If candidates have doubts about the results of the physical examination items that are not re-examined on the same day or on the spot, they can submit an application for re-examination to the county open recruitment leading group within 7 days from the date of receiving the notice of the physical examination conclusion, and the county open recruitment leading group shall arrange for the re-examination of the candidates as soon as possible. The re-examination can only be carried out once, and the results of the physical examination are subject to the conclusion of the re-examination. For those who cannot complete all the physical examination items due to pregnancy, they shall be implemented in accordance with relevant national policies. Those who do not attend the physical examination on time will be deemed to have given up their qualifications.

The inspection is organized by the office of the county's open recruitment leading group, and the employer and the competent department are responsible for the implementation. It mainly examines the candidate's political ideology, moral character, law-abiding, self-discipline awareness, ability and quality, work attitude, study and work performance, and the need to avoid. The 2024 fresh graduates will mainly examine the applicant's learning situation and usual ideological and political performance during the school period, and in principle, the materials such as the school's graduation appraisal shall prevail. If there is any doubt about the materials issued, the employer may make a return visit by telephone, consult by letter, or send someone to the applicant's graduate school, police station, community, or village committee to conduct an on-the-spot investigation. Those who fail to provide inspection materials within the specified time shall be deemed to have automatically waived their qualifications.

If you fail to pass the physical examination or inspection or voluntarily give up the vacant position, you will not be replaced.

7. Publicity

After the completion of the physical examination and inspection, the proposed employment object will be publicized for 7 working days. After the expiration of the publicity period, if there is no problem or the problem is verified to not affect the employment, the employment formalities shall be handled. If the reported problems are found to affect the employment, they will not be hired; if the reported problems are difficult to verify for the time being, the employment will be suspended, and the decision on whether to hire will be made after the investigation is clarified.

8. Hiring

After the inspection, physical examination and publicity, the personnel who are qualified shall sign a service agreement with the employer for no less than 5 years (including a probation period of 1 year) and go through the employment procedures after being approved by the open recruitment leading group. The probationary period system shall be implemented according to the regulations, and the probationary period shall be 12 months. Those who have completed the probationary period and passed the assessment shall be hired, and those who are unqualified shall be dismissed. During the probationary period, their wages and benefits shall be implemented in accordance with the relevant provisions of the state.

4. Preferential policies

If the hired personnel meet the requirements of the "Interim Measures for the Introduction of Talents in Jishan County", they will enjoy relevant preferential policies during the first 5-year service period.

5. Recruitment discipline

1. Recruitment should be carried out in strict accordance with the prescribed procedures, and relevant procedures should not be simplified or combined. In work, it is necessary to strictly enforce work discipline, take the initiative to accept supervision, and strictly prohibit relevant units and organizers of open recruitment from seeking personal interests in any form and engaging in unhealthy tendencies. Those who violate the relevant regulations on open recruitment by public institutions will be severely dealt with once it is verified, and those who bear leadership responsibility and direct responsibility will be severely dealt with.

2. The recruitment recusal system shall be implemented in accordance with the "Provisions on the Avoidance of Personnel Management of Public Institutions". Where a staff member engaged in recruitment has a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close relationship by marriage, or other conditions that might affect the fairness of recruitment, they shall be recused.

3. Applicants should strictly abide by the recruitment discipline, truthfully submit relevant documents and materials, and if they commit fraud or cheating, once verified, they will be disqualified from applying for the examination or hiring, and will be seriously dealt with in accordance with the "Regulations on the Handling of Violations of Discipline and Violations in Public Recruitment by Public Institutions".

6. Miscellaneous

1. In this recruitment, the qualification review runs through the whole process of recruitment. If it is found that the applicant does not meet the qualifications required by the position and provides false materials, his qualification will be cancelled immediately.

2. This open recruitment examination does not specify the examination guidance book, and does not hold or entrust any institution or individual to hold the examination training and counseling class. The recruitment training and tutorial classes and publications of various public institutions held in the society have nothing to do with the organization of this examination.
